Although the Investment Law and its subsequent three amendments try to break the bottleneck with the previous laws in force, some administrations adhere to them and sometimes separate them as agreed with their interests without paying attention to the Investment Law, which prohibits laws that contradict and implement them, which led to non-compliance with the new laws, and the reason is definitely The failure of the administrations to be held accountable for their personal conduct in the implementation of their interests and thus may take root corruption.

The problem of the investment environment in Iraq is that it is repulsive to investment because of the behavior of some of the prevention and threatening investors to act the opportunity provided by the Investment Authority because the ownership belongs to the state, as the investor is confined between the double, the first intersection of laws and non-commitment of departments to implement.

The second is the threat that the investment authority gives land to anyone who owns a company and has the desire to acquire land to build housing units. They have the financial competence to sell or offer to participate, because they obtained on that land, but did not find himself limited to a limited period creates a problem in the designs under the pretext of differences between the investor and designs and this paragraph, which disrupted investment in Iraq has a legal argument, which makes it beyond For the specified ceiling of the investment to complete the project. At present, serious investors do not find suitable land for investment because the land has been allocated to these companies.

One of the requirements of the success of the investment environment in Iraq is that the state guarantees the rights of the investor, whether his money or security situation, and then work to allow private banks to provide the facilities needed by the investor, because the requirement of investors to provide solid banks capable of meeting their requirements in the deposit, withdrawal and transfer of funds, There are some constraints in this aspect that need to be reviewed and modified instructions.

Iraq 's need for investment exceeds all scenarios, so we must work to overcome all the challenges in the incentive requirements required to attract investment.
