The Committee for Monitoring the Implementation of the Governmental Program and Strategic Planning, chaired by MP Mohamed Shiaa, President of the Senate and the presence of its members on Sunday 10/11/2019, held a meeting to discuss the draft law of the Council for Reconstruction.

The committee reviewed the tasks undertaken by the Council in terms of agreeing to negotiate and contract in accordance with the principles of competition and transparency and the development of regulations and approval of plans and implementation and contracting with companies inside and outside Iraq.


The committee discussed during the meeting held at the headquarters of the most important paragraphs of the law in the development of a national policy for reconstruction and job creation and the development of skills of Iraqi workers in the projects of the Council, as well as the status of at least 50% of Iraqi workers.

The committee discussed how to transfer and placement of workers from all ministries to the reconstruction council so that it can be temporarily canceled by the executive director of the Council without appointing a new job grade to reduce the burden of the state.

They also discussed how to involve the private sector within the program of the reconstruction council in the vision, implementation, contracting, design, management, facilitation, referral and supervision of projects.
