The Council of Ministers authorized Foreign Minister Muhammad Ali al-Hakim to sign memorandums of understanding for mutual exemption for diplomatic, service and private passport holders with Oman, Qatar and Indonesia.

He also unanimously endorsed the State Department's recommendation to open a consulate-general in Texas to provide consular services to more than 100,000 Iraqis.

This comes within the framework of diplomatic activity open to the world, and the balanced policy adopted by Iraq on the issues of the region and the world, in addition to Iraq's active and influential participation in international forums.
