The ' Job Creation in the Arab Countries ' Course , organized by the Central Bank of Egypt, kicked off this morning in Cairo, Egypt, from 3 to 7 November 2019, with the participation of the IMF Training and Capacity Building Institute in cooperation with the Japan International Cooperation Agency (JICA). .

Many countries face the challenge of increasing unemployment and Arab countries are no exception. Despite their efforts to alleviate or reduce unemployment problems, the desired level has not been achieved. Some studies suggest that the Arab region needs more than 40 million new jobs every 10 years to reach an acceptable level of unemployment. Weak economic cycle coupled with inherent weaknesses in institutions, labor markets and fiscal policies are among the most important challenges to reduce unemployment.

It is worth mentioning that there are several reasons contributing to the increase in unemployment, the most important of which are:


  • The demographic factor and the number of young people entering the labor market swelled faster than the rate of job growth.

  • Gradual increase in female labor force participation rates.

  • Inadequate outputs of the educational system to employers' skills needs.

  • Impact of unbalanced incentives for employment in the public sector on private sector employment.

The Arab Monetary Fund attaches great importance to the development of small businesses
The importance of these institutions in driving economic growth,
And intermediate in the Arab countries faith
To support reforms to create an environment
In 2016, the Fund launched a new facility
Favorable to SMEs in Member States, in this context IFAD provided
Loans to a number of its member countries with a total value of about 129 million


Equivalent to approximately US $ 542 million to support their efforts to create an enabling environment
For the development of small and medium enterprises, the Fund also conducted a study on "a business environment
SMEs in the Arab States "in order to get acquainted with the current situation
To the business environment of these institutions and efforts to develop them and the most prominent challenges facing them.

The course focuses on the following main themes:

• The environment of small and medium enterprises in Arab countries.

• Contribution of SMEs to job creation.

• Financial and non-financial support to SMEs.

• Fiscal policy and its role in job creation.

• Develop the legal working environment, infrastructure and organization.

In conclusion, I thank the Central Bank of Egypt in particular and the Arab Republic of Egypt
