The judiciary has decided to form a central criminal court to combat corruption to deal with cases of people accused of corruption from office holders, following a meeting involving heads of judicial bodies and judges of integrity and guest officials in the Prime Minister and financial control and integrity.

An official statement of the Supreme Judicial Council said that "the President of the Supreme Judicial Council, Judge Fayeq Zaidan, attended a meeting that included Messrs. Chief Prosecutor, Head of the Judicial Supervisory Commission, presidents of the Rusafa and Karkh Appeals Courts, and judges of the Courts of Integrity in Baghdad. The functions of the head of the Integrity Commission and the Director General of the Legal Department in the Office of Prime Minister Hassanein Fouad and the Director General of the Investigation Department of the Integrity Commission Karim Ghazi.

The statement added that "the meeting discussed ways to develop a new mechanism to combat corruption and diagnose the causes of imbalance in this file and discussed the proposal submitted by the President of the Supreme Judicial Council in the session of the House of Representatives held on 9/3/2019, which was devoted to discuss the subject of fighting corruption, where one of the most important of these reasons It is the preoccupation of the Integrity Commission and the competent courts to consider its work in simple cases that meet the legal description as a corruption case according to the definition of the crime of corruption under the law of the Integrity Commission, but it is too many and its impact on the economic situation is not tangible and then influence the resolution of large cases with a clear impact on the national economy ".

He pointed out that "Mr. Chairman of the Council proposed at the time to amend the law of the Integrity Commission so that the body is competent in the investigation of large cases, but this amendment has not been so far."

He continued that "the prevalence of abnormal administrative corruption phenomenon and immediate treatment until the amendment of the Commission on Integrity approved the alternative proposal was presented to the members of the Supreme Judicial Council in an electronic session in which the approval of the formation of (Central Criminal Anti-Corruption Criminal Court) at the presidency of the Court of Appeal Baghdad / Karkh In accordance with the provisions of Article (29 / II) of the Judicial Organization Law, it is competent to deal with major corruption cases and cases of corruption of defendants who hold important positions in all authorities and state institutions and who are associated with such cases in any capacity.

The statement said that "the cases that fall within the jurisdiction of the court mentioned by the presidency of the prosecution after deliberation with the Commission on Integrity in coordination with the court."

"The investigation of these cases is handled by the first investigative judges in the court of inquiry

Concerned with the cases of the Integrity Commission in the Court of Appeal of Baghdad / Rusafa and Karkh in coordination with the Presidency of the Appeals Courts on cases committed in Baghdad and the rest of the provinces.

He pointed out that "the Integrity Commission is responsible for naming a sufficient number of investigators to conduct a preliminary investigation into cases within the jurisdiction of the Court and under the supervision of the competent investigating judges."
