Iraq is close to signing a $ 53 billion 30-year agreement with US ExxonMobil and China's PetroChina to develop oil infrastructure in the south as part of a giant energy project, including a project to treat seawater and transfer it to southern oil fields, which in turn needs pipelines and water treatment plants ”.

The project also includes the system of oil collection, storage and export, which includes 62 projects, of which 22 projects have been completed. The bulk of the system includes reservoirs containing more than 60 large water reservoirs, the amount of storage of more than 30 million barrels, in addition to the rehabilitation and construction of new pipelines for export.

The project also includes the referral of the two fields, which are currently invested by the Basra Oil Company, which contain large quantities of associated gas up to 560 million cubic feet of gas, which need to be processed to produce electricity as well as petrochemicals. Referring the fields of Ben Omar and Artawi to investment by ExxonMobil and PetroChina of China comes within the context of the transfer of all oil fields produced, including the fields of national effort to invest by foreign companies and the transformation of national oil companies into an operator, which is an important priority for Iraqi oil policy.
