Al-Rafidain Forum for Security and Economy was held on Thursday under the slogan `` Iraq is recovering '' from 26 to 28 September 2019 at the Babylon Hotel in Baghdad, while discussing various issues that concern the future of Iraq in the fields of economic, security and development.


"The forum is being held at a time when Iraq needs to focus on security and economic affairs in order to create the appropriate environment to advance the economy and achieve the desired development in all its aspects," the organizing committee said in a statement received by Alsumaria News. - Security and the economy - will not be easy task, especially in light of the situation in the Middle East of the political division on the basis of different axes and sometimes conflicting, and the rentier state model poses the biggest challenge to the file of the economy in Iraq, especially in light of the ongoing turmoil in markets Oil, while the need to meet the security challenges in Iraq, at the level of dealing with dormant terrorist cells or addressing extremist ideology in general. "






She added that "the forum witnessed an important local and international presence of politicians, decision makers and opinion holders to discuss various issues of concern to the future of Iraq in the economic, security and developmental fields."

She added that the objectives of the forum brought together experts, academics and specialists as well as governmental and non-governmental personalities interested in security and economic affairs in the Middle East and the world, in Baghdad to discuss and discuss, and to discuss the new developments in the regional political situation, amid the increasing policies of the axes in the Middle East, These include international interventions and positions on the countries of the region and the future of the current crises in the Middle East.

Following the defeat of ISIS, Iraq is now at a crossroads, facing major challenges on two fronts: security and the economy. The Iraqi government is working hard to revive, boost, and develop the Iraqi economy, concurrently working on the stabilisation of the security environment. To achieve this difficult but not insurmountable task there are multiple hurdles to overcome. This has not been helped by volatile geopolitics. Further, ISIS still represents a threat despite its territorial defeat. The Iraqi economy is still at the mercy of fluctuating oil prices.

Iraq’s political leadership is undergoing efforts to open up the Iraqi economy to investors worldwide, aiming to build on the defeat of ISIS by becoming a hub for trade and investment. It is stepping up its efforts to become the second largest producer of oil within OPEC. Iraq is recovering and is leading the way to a more secure and prosperous region.

To discuss these aspects of Iraq’s economy and security, in addition to the geopolitics and economics of the region, The Rafidain Centre for Dialogue (RCD) is honoured to announce the upcoming RCD Security and Economic Forum to be held in Baghdad on 26-28th Sept 2019 at the Babylon hotel.

This Forum aims to achieve the following:

¬             Bring together leading regional and international experts to discuss, debate and exchange thoughts on the future of Iraq and the region.

¬             To strengthen Iraq’s partnership with world-class think thanks, research institutions and universities focused on economic and security issues.

¬             To provide a platform for debate on security challenges in Iraq and the region, security sector reform, the resurgence of ISIS, post liberation stabilisation, and the threat from extremist non-state actors.

¬             To debate regional polarisation and geopolitics.

¬             To signal to the global community Iraq’s post-war recovery, potential for business and capacity to lead the stabilisation and economic revival of the region as a whole.

About RCD:

Rafidain Center for Dialogue (RCD) is an independent Think Tank registered as an NGO incorporated in 2014 in the Holly City of Najaf. RCD has a 1400 registered members (all Iraqis) that includes many of the political party leadership of Iraq, top government officials, academic staffs of major universities, think tank scholars and researchers. RCD members are unique in a sense they come from all the components of Iraqi Society from North to South, East to West.

RCD also have an English group (RCD English), its members comprises of scholars and researchers from top think tanks and research institutions world wide, as well as ambassadors from diplomatic missions present in Iraq, and Iraqi diplomats working at home and overseas. Membership of RCD English is a must for anyone who is working in Iraq or is interested in the Iraqi affairs.

RCD works on developing political, cultural and economic dialogue among the Iraqi people and between Iraqis and overseas stakeholders who are interested in Iraqi development. Aiming to advance the democratic experience, establishing societal peace, and supporting the government and non-governmental institutions through a wide range of studies, research papers, periodical and book publications, and conducting seminars, conferences and field visits.

RCD Forum 2019 – Baghdad (Feb 3-5th Al-Rasheed Hotel)
This February RCD held its first annual forum in Baghdad under the title of RCD Forum 2019 which was a resounding success, the event attracted leading personalities from Iraq and the region over 4 days of workshops and plenary sessions, the final day of the event took place in the holly city of Najaf. The event attracted major media attention throughout the world in both English and Arab speaking media outlets. In excess of 750 delegates attended the event.

For the Feb 2019 Forum, RCD partnered with leading institutions such as Konrad Adeneuer Steftung, Chatham House, East West institute, MADRE, Middle East Research Institute (MERI), and International Crises Group, among others and delegates attended the Forum were from many of the major think thanks from US, Europe, Turkey, Iran, Saudi Arabia, Kuwait, and UAE. The event attracted major sponsors such as BP, The European Union Mission in Iraq, and Iraq Business Council – Jordan. The Forum media partners were the two largest outlets in Iraq, Al-Sharqia News and the State’s Al-Iraqia Media Network.

Al-Rafidain Forum for Security and Economy kicked off yesterday with a large local and international conference that will last for three days. .

Speaker of the House of Representatives Mohammed al-Halbousi talked about security and economic commonalities in relations between countries, and their important role in strengthening these relations, and the positive role of common interests by promoting ways of cooperation.
He said: "Iraq has come a long way in security, and is still in the early stages of the economic side because of the circumstance experienced by the country during the past years."
He pointed to "the importance of the development of the banking sector, and that what is required is to upgrade to the level of international performance, especially as Iraq is still working socialist systems, in light of Iraq's transition to a free economy."
 
Action Plan
Halbousi talked about the promotion of the industrial and agricultural sectors according to a clear and organized work plan to achieve self-sufficiency as a first stage.
The representative of the judiciary, Faeq Zeidan, said in his speech on the economic side: "The requirements of development are linked to security and judiciary on the side of investors' rights and guarantee, and our keenness that the commercial judiciary is open to the outside, and to benefit from international experiences in order to create a climate that encourages investment and stimulates work and ensure the security of investors. Whether they are local or 
side".
 
Drive the economy
In turn, Oil Minister Thamer Ghadhban said: "The world is witnessing development in various fields despite the challenges," pointing out that "energy is an engine of the economy and the source of money, and that the oil and gas sector works in three axes, the first of which is the development of oil production and export capacity, and Iraq retains its position at the forefront of producing countries. It is ranked second in the Organization of Petroleum Exporting Countries (OPEC) and fourth in the world, while the other axis focuses on increasing gas investment.
He continued, "The coming period witnesses the signing of other contracts, all of which contribute to the investment of all quantities of gas, which ends the stage of burning, as the third axis focused on liquidation, as Iraq still imports some derivatives due to the aging of refineries and damage in areas that have lived terrorism, and work continues to develop this joint The important".
 
Floating Island
Ghadhban pointed out that "the ministry has major projects are to develop the system of transport, storage and export, and then the signing of the establishment of a floating island with a capacity of 3 million barrels per day, as well as diversification of export sources and the importance of this aspect, which gives the ministry flexibility in exporting crude oil in case of any defect in Delivery of cargo through the Strait of Hormuz.
He pointed to "the existence of projects under design, including gas exploration in Western Sahara, exploration and development of border fields with Iran and Kuwait, and the development of marketing capabilities through the establishment of refineries in cooperation with other countries."
 

Financial transactions
The Executive Director of the Association of Private Banks, Ali Tariq, pointed out on the sidelines of the conference to the role of communication with the evolving global financial sector, pointing out that "the Association has a plan in cooperation with the Central Bank of Iraq aimed at developing the banking system by urging him to have the best financial systems that can deal With the large numbers required by the Iraqi market, which is a cornerstone for the development of the economy
 the National".
He explained that "the Association is aware of the importance of having a banking system to compete with major international banks, and this represents our orientation for the next stage, as we have achieved good results in the past period in the subject of communication with major international financial institutions that have expressed their desire for joint cooperation."

Mr. Hassan Karim al-Kaabi, member of the Presidency of the Council of Representatives, counting on oil in support of economic resources in the country is a “big mistake”, stressing that the House of Representatives has initiated two important laws in this framework, namely, “The law of industrial cities and the amendment of the Companies Law” and also seeks to pass a package of legislation To adopt a neutral and balanced policy that will provide an attractive and supportive investment environment to build and diversify the wealth and non-oil resources of “agriculture, tourism, industry and trade” as well as to establish partnerships with the private sector.

Al-Kaabi stressed during his attendance on Saturday, 28 September 2019, one of the sessions of the Rafidain Forum for Security and Economy in Baghdad under the title "Iraqi economy .. axis of the regional economy", the need for all political forces to activate their electoral programs, including support for the national economy, while praising the administrators of the Forum, Calling them to maturity of all visions and proposals during the sessions and send them to the House of Representatives and its competent committees to activate them and the possibility of implementation with the relevant executive bodies.

[rtl]I returned from Baghdad to Amman, after spending three days at a conference organized by the Rafidain Center for Dialogue entitled "Security and Economy" under the slogan "Iraq is recovering." Two key topics were discussed at the conference: security in Iraq, where it arrived? What are the challenges ahead ? Such as the integration of the Popular Mobilization into the regular army. [/rtl]



[rtl]The conference focused on the economic dimension, where it discussed important issues such as attracting investment, trade with the neighborhood, and how to  stimulate the Iraqi economy to play a pivotal role in the region.

Officials and specialists represented Arab, Islamic and foreign countries. Of these, I am reminded of delegates from Kuwait, the UAE, Oman, Lebanon, Jordan, Turkey, Iran, Malaysia, the United States, the United Kingdom, France, Germany and China, as well as representatives of international organizations.

The Iraqis participated strongly in the conference, which was attended by about 200 people, and the attendance did not interrupt the sessions over time. The number of sessions was eight, the number of workshops was four, and the number of meetings with leaders was four.

The Iraqi side focused on important matters, the most important of which is that Iraq wants to assert its independence in the resolution, especially from both Iran and the United States.
Methodological points were raised at the Conference on the relations between the sectarian components.[/rtl]






[rtl]In an intervention by a well-known Kuwaiti figure, Saad bin Taflah, a former minister of information and university professor, the debate in Iraq with Daesh was titled State versus Caliphate.

A senior Shia scholar intervened to say that the only caliph who applied Sharia, as stated in the Qur'an and the Sunnah, was one, and the other three formed opinions that were not derived from the two main sources. He said that the burning of Da'ash, the Jordanian war pilot, Muath Kasasbeh, was not based on the Qur'an or Hadith, but was based on the work of Caliph Abu Bakr al-Siddiq.

Hence, sectarianism in Iraq carries ideological complications and opens the door to sectarian differences between Sunni and Shiite imams. The great disparity in reading history and differences over references, especially in modern science and the foundations of measurement and diligence, will be a source of problem in the future.

But many of Iraq's Arab Shiites, as well as Sunnis, are beginning to be fed up with this debate, arguing that it is this persistent ideological dispute that gives Iran the excuse to stay in Iraq, influence its policies, and keep the Hashd as it is.

One Iraqi speaker responded that we could not allow the Popular Mobilization to be compromised, or to undermine its existence as an independent organization.[/rtl]






[rtl]An Iraqi government official refused. He said that the crowd had been found to the end, and the end had disappeared. In addition, the budget of the crowd is ten billion dollars, and the Iraqi people pay these funds, and the right of its representatives in the House of Representatives to ask how to spend.

This issue seems to be the focus of the conflict between the government headed by Adel Abdul Mahdi, which seeks to reorganize  all Iraqi institutions within a single institutional framework, allowing the issuance of clear laws, investment legislation and development, and enables Iraq, rich in resources to devote these resources to make Iraq a diversified economy amazed among opponents So.
Iraq has large debts amounting to about $ 150 billion, most of which are internal, and the external ones are about fifty billion, or 25% of GDP.

But Iraq 's foreign currency income reaches 99% from a single source, oil. Since oil income goes to the public budget, and constitutes about 90% of it, the budget achieved a surplus of $ 26 billion last year (2018).

The Western-Iranian conflict in Iraq is clear. Western countries say that what protected Iraq from the Islamic State (IS) was the counter-terrorism forces led by Lieutenant General Abdul-Wahab al-Saadi, who gave an intervention in which he explained what his forces did to retake Mosul, Fallujah and Tikrit. It seems to have curbed him shortly thereafter.

He said it was the air support from the Allied forces that supported his work and enabled him to achieve significant results. But Iran's biased parliamentarian said it was the Popular Mobilization that reflected the battle. "Did you hear the applause the audience gave you because you defended your homeland?" He said. "But the Hashd deserve the same applause and more."

The problem is that Iraq has ambitions to increase oil production to 6.5 million barrels per day, and to build  special pipelines through Jordan for export. He has ambitions to solve the electricity problem and connect with Jordan, Saudi Arabia and Kuwait. He wants to develop his production, increase the production of his industries and invest his agricultural, tourism and mineral potential.

But the story is that this internal conflict must end. Iraqis are well aware that those who fought terrorism with him want to regain their costs. The Iraqis want the proxy wars in their country to end, get rid of these sectarian arguments, and give the opportunity to renegotiate with Iran and its exit from Iraq, and with  Turkey to get its troops out of the north, and give them their fair share of the Tigris and Euphrates waters.

Iraq is now safer, and despite its complexity , it is recovering. He desperately needs the support of his Arab neighbors, and more daring to enter and support him. They will find that the majority of the people there stand with them and support them.[/rtl]
