Deputy Prime Minister for Energy, Thamer Ghadhban, said the Iraqi government is keen to develop the energy sector and facilitate procedures for investors, noting that the energy sector will witness reforms and restructuring.

`` We are committed to a clear policy towards the energy sector, which is of great interest to the Council of Ministers and the Iraqi government, as well as to the legislature represented by the oil and parliamentary energy committee, '' Ghadhban said in his speech at the 2019 Iraq Energy Forum conference attended by Al-Iqtisadiah.

He added that "this sector is the main engine of the economy because it accounts for more than 90% of the financial allocations in the budget law annually."

The Ministry of Electricity announced on Sunday that it has entered into a contract with the Gulf Interconnection Authority (GCC), a subsidiary of the Gulf Cooperation Council (GCC), to establish two high-voltage power transmission lines (400) kV.


The ministry said in a statement received by Alsumaria News that "its Minister Louay al-Khatib has signed a contract with the Gulf Linkage Authority, affiliated to the Gulf Cooperation Council, to establish two lines for the transmission of high-voltage power (400) kV."





 
She added that "the Gulf linkage will bear the cost of the construction of the two lines, which will be a length of 300 km, divided over two distances, inside Iraq 80 km, and inside the State of Kuwait 220 km, to be linked to the Iraqi national system, Al-Faw transformer station 400 KV, on the one hand, It is an extension of the baseline of the Gulf link from the other side. "
 
The ministry added that it is hoped to import 500 megawatts as a first phase, which will be processed after the completion of the two lines before the summer of 2020, and at the competitive Gulf market prices that will be differentiated after the completion, Continuous (HVDC, between Iraq and the GCC, and between Europe. "

 
Iraq imports electricity from Iran through four lines, while also importing dry gas to run some power plants.

 According to the 'AFP', the transmission line is 300 kilometers from Kuwait to the port of Faw in the south Iraq, and its construction will cost about $ 220 million, while practical import will require the signing of an independent agreement. The agreement was signed on the sidelines of an energy conference in Baghdad. 


The GCC line will supply Iraq with power in several years with up to 2,000 megawatts, according to the Iraqi Electricity Ministry. The contract is the ministry's second deal in two days aimed at boosting electricity, which currently stands at around 15 gigawatts, well below domestic demand of at least 24 gigawatts.


 "This is the first of its kind with the GCC," Khatib said. Iraq is also conducting separate talks with its neighbors Saudi Arabia, Jordan and Turkey to import electricity. 


The deal comes a day after Iraq signed a $ 1.3 billion contract with Germany's Siemens to add 1.7 gigawatts to the national grid by repairing destroyed power plants in the northern city of Baiji. Iraq's power grid has been affected by decades of conflict and poor maintenance, causing frequent power cuts across the country.

Good morning to all of you:

 

[rtl] I am delighted to be here among a group of politicians, businessmen, academics, public sector officials and intellectuals, to discuss and exchange views on the role of energy in our daily lives and how it can contribute to supporting the country's economy and achieving economic growth and stability.[/rtl]

[rtl]As you know, distinguished people, Iraq was fighting a few years ago, the "battle of survival and existence" against a brutal and ruthless enemy, represented by the ISIS terrorist who occupied almost a third of Iraq. An enemy was very generous with the level of brutality and destruction that he gave to the areas he controlled. It is necessary to say here that the support and support of our friends in the world helped us to achieve victory. This victory was also achieved as a result of the united and joint action of the army, the Hashd and the Peshmerga, the police, the security forces, the clans and large segments of the people. But what cost us these battles? Terrorism has destroyed many cities and its infrastructure has become useless debris (the total reconstruction needs are estimated at $ 88 billion). Millions of people have been displaced to stay in the camps (according to available statistics estimated at more than a million and a half displaced). Thousands are still missing.[/rtl]

ladies and gentlemen:

[rtl]Since its inception less than a year ago, this government has made some achievements. For example, the security situation has improved significantly. It is possible for any follower to notice this when he wanders in Baghdad or other cities and regions in Iraq. However, it would be a mistake on our part to claim that the ISIS threat has completely ended. This evil organization still has pockets scattered in several areas of Iraq.[/rtl]

[rtl]Our security forces are able to track these evil elements to get rid of them.[/rtl]

[rtl]I am sure that most of you agree with me, that the current danger of ISIS is not in a few terrorists left behind here and there, but lies in laundering the minds of children and vulnerable families, especially in detention areas and camps for the displaced, with extremist ideas and beliefs. We are going down, and we will continue to fight and fight this threat, knowing that this task will not be easy and therefore the support of our friends in the international community will be required.[/rtl]

 

[rtl]ladies and gentlemen,[/rtl]

[rtl]We have also begun to reform bureaucratic systems and take action, to modernize the systems and then gradually move from obsolete paper-based operating mechanisms to e-governance. Here I would like to clarify about the new method that we used to prepare the annual budget of the State. In order to prepare the annual budget for the coming year, we started adopting "project and performance budgets instead of the old traditional method of preparing budgets." The aim is to develop budgets based on accurate estimates of real needs, designed to focus on achieving tangible results rather than on reducing expenditures. Another positive aspect of this practice is the active involvement of local and regional governments in planning the preparation of the annual budget. This in itself will support our approach to decentralization, which we have partially embraced this year. Yes, ladies and gentlemen: We are translating the slogan of "federalism" and decentralization in the constitution into reality. Now, local and regional authorities plan and prioritize and be responsible for managing their provinces.[/rtl]

[rtl]As we begin this step to prepare the program budget and performance, we are fully aware that this process is long and needs years, but we will start with the first step,[/rtl]

[rtl]As I noted above, this government has begun to take a few steps to normalize positions and promote stability. Some of these steps are:[/rtl]

[rtl]1. Tightening ties between Baghdad and Erbil and starting to address the outstanding problems that have accumulated for several years, including the removal of tension in the disputed areas, and the agreement on the common customs tariff, which has been scattered since 1991, and began a constructive dialogue to solve the oil and financial problem,[/rtl]

 

[rtl]2. Fighting Corruption by establishing the Higher Anti-Corruption Commission and assigning it to fight corruption and corrupt people seriously. The anti-corruption measures we have adopted are increasing the use of electronic or plastic money and reducing cash payments. The majority of public sector employees' salaries and retirement benefits are paid today through regular bank accounts.[/rtl]

 

[rtl]3. Increase our non-oil imports of taxes, customs revenues, local loan payments and other basic services such as water and electricity.[/rtl]

[rtl]4. Reworking the work of government banks and converting them from credit and savings banks in particular to, also, investment banks. And create appropriate legal and regulatory conditions for them to build partnerships with global banks,[/rtl]

[rtl]5. Reorganize and reformulate existing government insurance companies, so that they play an essential role in the insurance markets and in cooperation with the private sector in the partnership and improve procedures and revenue consolidation,[/rtl]

[rtl]6. Transforming many financially losing government companies into partnership-based companies, developing profitable government companies into shareholding companies, thereby reducing public sector job inflation, reducing government expenditure, and increasing revenues.[/rtl]

[rtl]I think it is important to mention some details of two issues among the main themes of this conference. We also reflect our strong belief in the relationship between energy on the one hand and development, stability and economic growth on the other.[/rtl]

[rtl]In 2019, we were able to complete all the necessary legal approvals, contracts and agreements to contract with some of the world's energy giants to develop and expand our national electricity grid, connect the national grid with neighboring countries and work hard to benefit from our gas wealth for local use. Then gradually for export also. This is an essential part of our policy to make Iraq independent in the area of ​​Altaf, and has a stable and continuous electricity supply, and additional financial imports derived from the optimal investment of our natural resources.[/rtl]

[rtl]There is an indication of the rapid success of this energy policy, which also came during the hard work of technical teams by the Ministry of Electricity. It has become clear when comparing the summer season of this year with the previous year for production and saving electricity. In the summer of 2018, demonstrations in Basra and southern cities reflected strong public discontent against the lack of services, particularly electricity. These demonstrations in their growing period have become almost a "popular sit-in." During the last peak this summer, we have not seen such demonstrations. This is an indication that citizens are not frustrated, or perhaps less frustrating !! Towards the provision of services in the field of electricity.[/rtl]

[rtl]It's proof that we're on the right track.[/rtl]

[rtl]2 - The Iraqi government adopts plans and directions for investment in productive sectors such as the agricultural and industrial sector. Iraq has the basics of both. The existence of two major rivers provides fertile land and large and productive agricultural communities in this context. Recognizing that this sector has deteriorated and even collapsed in the past decades. Investment, good governance, and modern technology will make Iraq a major producer and exporter of many agricultural products. With industry, some state-owned companies that are completely or partially out of business may need to invest the same as in the agricultural sector, or turn them into a state of partnership with the private sector, as mentioned earlier. Success in developing these two sectors means creating jobs for our youth, more non-oil revenues, and a stable country that contributes to the stability of the entire region.[/rtl]

 

ladies and gentlemen :

But in this course we face and collide with the following problems:

 Central mentality and culture prevailing in many parts of the state

Weak investment situation, especially foreign investment

3. Cases of corruption in some state institutions

4. Underdeveloped bureaucracy and certain laws which are the product of the previous regime, which are contrary to the Constitution

5. The banking system inconsistent with investment plans

Our diagnosis of these challenges requires us to work hard to remove them and in the coming years to continue the process of sustainable development. Under the Iraqi National Development Plan 2018-2022 issued by the Iraqi Ministry of Planning, these challenges are classified as follows:

- "Institutional" such as low institutional efficiency, "deteriorating investment climate, unbalanced trade, banking system inconsistent with investment philosophy, limited private sector role, and other" environmental "and" social "challenges.

[rtl]One of these social challenges facing our country, which negatively affects the economy, is the theme of women. Women in Eastern societies in general, to which Iraq is no exception, are subject to injustice and unfair treatment resulting from old social customs and traditions. This fact is reflected as an economic and social problem as it created obstacles for women and hindered their natural productive role as workers and leaders, while depriving our economy of an important productive segment of the local workforce.[/rtl]

[rtl]Of course we have begun to address some of these obstacles and we are now at different stages of addressing each. But at the same time we are realistic. We know that in a short time we cannot overcome all the administrative, legal, social and other chronic problems that we inherited from decades of sanctions, wars and civil unrest.[/rtl]
