The Alliance of Iraqi Forces, led by Parliament Speaker Mohammed Halbousi, said Saturday that Article 140 will be applied sooner or later, as the decisions of the Federal Court are binding on all.

"The Federal Court is the only institution that Iraqis resort to when they disagree and when they struggle politically. We salute the Federal Court for its bold and courageous decisions," he said. ».

The Supreme Federal Court (the highest judicial authority in Iraq), on 30 July last, to remain in force Article (140) of the Constitution of the Republic of Iraq, stressing that this continues until the implementation of its requirements and the goal of its legislation.

Article 140 provides for the elimination of the effects of demographic changes made by the regime of Saddam Hussein in the Kurdish areas outside (currently) the administration of the Kurdistan region or the so-called 'disputed' in favor of the Arabs at the expense of the Kurds, and then conduct a census and then a referendum to determine the population If they wish to join the Kurdistan Region or remain under the administration of Baghdad.

The implementation of Article 140 was due to be completed by the end of 2007, but security and political problems and the stalling of successive governments in Baghdad prevented it.
