WASHINGTON ( Reuters) - A Pentagon report blamed the US president for the resurgence of the Islamic State terror group in Syria and Iraq , the US businessinsider website said on Friday .

"Trump's decision to quickly withdraw US troops from Syria and divert attention from diplomacy inIraq has inadvertently helped reorganize ISIS in both countries," the Pentagon report found .

ISIS has moved from a land-owned force to a rebel group in Syria and has intensified its insurgency in Iraq ," the Pentagon's quarterly report to Congress said , although Trump announced that ISIS had been defeated and the caliphate had collapsed.

The report also said that the reduction of US troops in Syria at the end of last year contributed to instability in the region and left the withdrawal, which led to the resignation of Defense Secretary James Mattis, US partners in Syria in a stalemate, without training or support to face " IS " Resurrected. In Iraq , Iraqi security forces lack the infrastructure to fight IS for long periods.

The report estimates that ISIS currently has between 14,000 and 18,000 fighters, noting that the most important is that ISIS changed the way it made money, shifting from the tax and revenue system it used during the caliphate to blackmailing civilians and kidnapping for ransom. And the imposition of sisters from reconstruction contracts, and this decentralized way of generating income made it difficult to track, according to the newspaper.

UN Secretary-General Antonio Guterres said earlier that the Islamic State group had up to $ 300 million, which remained with him after the demise of the caliphate in Iraq and Syria, while US special envoy to Syria James Jeffrey said Washington believed that 15,000 ISIS operatives are still free in Syria and Iraq
