Moody's said in a report that despite fiscal policy measures in the Gulf since 2014 that have slowed down the financial deterioration associated with lower oil prices, this progress has been slow and irregular. 

Moody's said most GCC countries would continue to manage the fiscal deficit, but governments expected to increase spending and delay austerity measures, leading to more debt accumulation in a moderate oil price environment. 

Moody's said it did not expect a reduction in Gulf government wage bills, which account for the bulk of spending over the medium term, adding that progress in revenue measures was slow and less significant.
