The proposal to establish a free zone between Iraq and Kuwait, presented by the government of Abdul-Mahdi with clear transparency to the discussion before it was approved and submitted to parliament, sparked a wide debate among the political and economic circles.



I will shake this vertical from the angle of my specialty as interested in economic affairs far away from the political aspect.



Which I have learned from this controversy, that there is a defect in many economic and trade agreements between Iraq and the world.



The imbalance in the benefit gap in Iraq is evident when compared to the trade balance, which is the main indicator of the size of the benefit on both sides of the agreement. There are values ​​in trading based on the confidence of saying that when two parties were negotiating, The Iraqi negotiator, as is the case in popular popular proverbs, ends up alone (money), which means that the goods become yours and not to others.



However, over time, there has been a noticeable imbalance in many agreements between Iraq and the countries, due to the culture of negotiation and the lack of this culture led to large losses borne by Iraq.



Therefore, the weakness of the culture of negotiation is the result of the selection of some negotiators from outside the specialization in question, which enters the state with legal obligations borne by a lot of costs and losses.



It seems to me that the government's method of presenting the agreements to the discussion is based on the vision of those with expertise and competence in satisfying the conventions, in order to reach agreements that meet the interests of the country and thus reduce the mistakes of negotiators and reduce the losses that may affect the economy of the country.



Therefore, the need to review all agreements with all countries when the periods of renewal before implementation to ensure the interests of the country and this is what we are aware of the new method followed.



Before renewing and updating the agreements, we have an urgent need to reconsider many negotiators who lack the art of negotiation, and here the government must set firm criteria for selecting and naming negotiators in all ministries and state institutions.



In summary, the movement led by civil society organizations these days in the evaluation of the proposed free zone agreement between Iraq and Kuwait, but recorded a positive precedent calculated for the government as it provided an opportunity 



But it is important to note that the competent negotiators will be selected according to the established criteria that the government will set later. If this condition is met, it is clear that the government has embarked on the right and required administrative reform, which is the key to economic reform and complementary to it.

The head of the House of Representatives Mohammed Halabousi, who concluded on Monday, his visit to Kuwait, which lasted 3 days, for urgent procedures for the granting of visas between Iraq and Kuwait, calling for expansion of Kuwaiti investments in all provinces, while said that the talks with his Kuwaiti counterpart Marzouq Alghanim, Discussed the establishment of a free trade zone between the two countries facilitate the transfer of goods and businessmen, Al-Ghanim pointed out that the Emir of Kuwait hastened to transfer the funds allocated at the International Conference of donors to concrete projects on the ground.


This comes at a time when the Kuwaiti foreign minister is developing diplomatic relations between Iraq and Kuwait is a positive factor to create more rapprochement between them.



According to statements by the Office of the Speaker of the House of Representatives received by Al-Sabah, Al-Halbusi held "official talks with the Speaker of the Kuwaiti National Assembly Marzouq Al-Ghanim, in the presence of the representative of the Kuwait Development Fund Director of Operations Marwan Al-Ghanim." 

The statement added that the talks dealt with ways to enhance joint cooperation between Kuwait and Iraq in all fields, especially parliamentary and economic, and the results of the Kuwait International Conference for the Reconstruction of Iraq. 

The statement quoted Al Halbusi, saying: "Iraq is witnessing a great harmony between the three presidencies and high coordination, and there is keen to strengthen relations with the Arab neighborhood, including Kuwait, and work seriously to resolve all outstanding problems in the interest of the two neighboring peoples and maintain the sovereignty of the two countries, For his appreciation of Kuwait's contribution to international forums and its positions on Arab and Islamic issues and its support for Iraq. 

"The Kuwait International Donors Conference is an important step, and we must work to establish a clear mechanism to activate it in how to transfer these funds to projects and start implementation." 

For his part, Al-Ghanim pointed out that "the recent mutual visits between the two countries have contributed to the strengthening of relations to a great extent and in the interest of the two brotherly peoples", stressing that "there is high coordination among parliamentarians in all regional and international forums, which reflected positively on the positions of the two countries, Many in more than one forum. "
 
Al-Ghanim pointed out that "to complement the reconstruction conference of Iraq, Prince Sabah directed the executive and legislative authorities in the State of Kuwait to expedite the transfer of funds allocated at the International Conference of donors to concrete projects on the ground."

During his meeting with First Deputy Prime Minister and Foreign Minister Sheikh Sabah Khaled Al-Hamad Al-Sabah, the Speaker of the Parliament discussed "the Iraqi-Kuwaiti historical relations and the development of parliamentary relations between the two countries." He pointed out that "the depth of this relationship will be positively reflected at all levels. Building balanced relations with all, and we commend Kuwait's support for Iraq in international forums. "

Halaboussi thanked Kuwait's diplomatic efforts to "invite donor countries to fulfill their obligations at the Kuwait International Donor Conference for the reconstruction of Iraq," calling for "the expansion of Kuwaiti investments in all provinces."

For his part, said the Kuwaiti Foreign Minister: "The development of diplomatic relations between the parliamentary Iraq and Kuwait will be a positive factor to create more convergence between them."
"The two countries will work to activate the joint committees to resolve the outstanding problems between them," the Kuwaiti minister said, expressing his readiness to hold a meeting with Iraqi parliamentarians to discuss all parliamentary diplomacy that makes progress and push towards building advanced relations between the two countries.

During his meeting with the accompanying delegation, Deputy Prime Minister and Minister of Interior, the Speaker discussed "security cooperation and a number of issues of mutual interest".

The meeting discussed the importance of the development of border ports between the two countries and the planned reconstruction of the Kuwaiti Fund for Development, and discussed the issue of facilitating the granting of visas.

The Kuwaiti Interior Minister stressed during the meeting, "the opening of a special office to expedite the granting of visas to Iraqis."

In the course of the visit, Al Halbusi and his accompanying delegation met with the Governor of Jahraa Nasser Al Hajar and a number of the dignitaries and dignitaries of the province.

At the beginning of the meeting, the Speaker of the House of Representatives presented "greetings and peace in the name of the Iraqi people," referring to "the depth of the participants between the two brotherly peoples."
Al-Halbusi stressed "the importance of strengthening relations between the two countries, and that visits between the two countries and the presence of the Iraqi delegation in Jahra is to consolidate and strengthen these relations."

The statement added that "the dignitaries of Jahra province and its dignitaries expressed their great gratitude for this visit," expressing "their desire to restore relations to the former and facilitate their visit to Iraq."
Al-Halbusi said during the meeting that "the security situation in the past period imposed on the security authorities in Iraq to protect the brothers and friends from the terrorist threats," pointing out that "Iraq now recovered after the victory, and officials will take urgent action to facilitate visits and grants

He explained that the joint technical committees between the two countries have made great efforts to reach this agreement after a series of meetings headed by Abdul Mahdi al-Amidi from the Iraqi side and Talal al-Ahmad, head of the Kuwaiti side, and resulted in the agreement to start joint investment of these fields and to strengthen bilateral relations between the two brotherly peoples .

According to previous data, the study will determine the production policy of fields and oil and gas fields and the share of each party.

Iraq and Kuwait have reached an agreement that ends the dispute over the eligibility of either side for oilfield revenues on both sides of the border, as defined by a 1993 UN resolution.

In September 2017, the State of Kuwait issued Amiri Decree No. 217 of 2017 approving the memorandum of understanding between the Kuwaiti and Iraqi oil ministries on the exploitation and development of joint oil fields between the two sides.

Iraq has 24 oil fields shared with Iran, Kuwait and Syria, including 15 fields are not exploited.

In which I promised to refer to the fixed standards that the Iraqi negotiator should have according to international standards. It has become necessary for the government to take another important step, as its initiative to offer the Convention for the establishment of a free zone between Iraq and sister Kuwait to transparently satisfy the discussion by civil society organizations with economic and economic, financial and business experts - worthy of attention and develop new trends to involve the community in every Important decisions. The second step required is that the government set standards in the selection or naming of negotiators apply to all ministries and state bodies .. How?



First: The decision-maker is often the minister concerned. Even if he does not go to negotiate, the criteria set by the government must be applied to those he chooses to negotiate.



 Second: Preparing the negotiating documents because the negotiators must be competent and provide the negotiator with correct inputs and information, although the negotiator is skilled.



Third: The support team for the negotiator, no matter how skilled the negotiator is, he needs three advisers, a legal adviser, a technical advisor and a financial advisor. There is no negotiation but it has legal, technical and financial implications for the state. These advisors have no right to interfere in the negotiations. They provide him with the necessary advice.



Now, for the purpose of applying these criteria to each negotiating team, the government should launch a supervisory training program for the negotiating teams through a training office to be affiliated with the Council of Ministers. The task of this office is to train any negotiator to be named even if he is trained to familiarize him with the latest international negotiation standards.



 Negotiation is not a science but art and negotiation art changes according to developments and global changes. And here we propose the adoption of international experts specialized in the art of negotiation for accreditation in the Institute and can benefit from the training and preparation of good trainers in the event of the expiration of contracts in the future, thus creating a culture of art of negotiation, which is lacking as I mentioned in my previous article.



 In conclusion, he called for an international expert to read that there are training programs for leaders in Europe and at the level of heads of government, two hours to learn about the latest standards and requirements of negotiations to ensure that they do not fall into the trap of unforeseen mistakes.
