Minister of Planning Dr. Nouri Sabah al-Dulaimi stressed on Monday readiness of the Ministry's teams to implement the government plan for the census of the population 2020 at the time. The Deputy Secretary-General of the United Nations in Iraq for the political affairs and electoral assistance, Ms. Alice Waliol, stressed the importance of the participation of all community actors and the facilitation of data access for all to develop policy and decision-making. The Prime Minister said during a speech at the World Population Day held by the Ministry of Planning on the occasion of the 50th anniversary of the founding of the United Nations Population Fund. One of the goals of the ministerial program is the census, pointing out that the available data is flawed because Iraq has not The census is about 30 years ago.

He added that the severe difficulties faced by Iraq will not prevent the implementation of this census, stressing the adoption of electronic count for the first time in Iraq, and there is work diligently to achieve this to benefit from successful experiences, to achieve the aspirations of the country in health and education and scientific and economic fields and human development.

BAGHDAD, Iraq, 8 August 2019 – UNFPA Director for the Arab region, Dr. Luay Shabaneh, concluded last week a four-day visit to Iraq, including the Kurdistan Region of Iraq. During the visit, Dr. Shabaneh marked the 25th anniversary of the International Conference on Population and Development (ICPD), World Population Day and UNFPA 50th anniversary with the Iraqi people and Government.


The Regional Director also held discussions with high level officials in the Central South area and the Kurdistan Region of Iraq as part of UNFPA’s advocacy efforts for the implementation of the 2020 Population Census.

He met with the Iraqi Prime Minister, Mr. Adil Abdel Mahdi; the President of Iraq’s Advisor, Mr Ali Shukri; the Second Deputy Speaker, Mr Bashir Al-Haddad; the Minister of Health, Dr Ala’ Al-Alwan; the Minister of Planning, Dr Noori Al-Dulaimi; the Undersecretary at the Ministry of Labor and Social Affairs, Mr Faleh Al-Amiri; and the Head of the Central Statistical Organization, Dr Zia Kazem, as well as UN officials in Iraq.

In the Kurdistan Region of Iraq, Dr. Shabaneh convened with President Nechirvan Barzani, as well as the Minister of Planning, Mr. Dara Rasheed; the Minister of Health, Mr Saman Hussein Mohammed; and the Minister of Labour and Social Affairs, Ms Kwestan Mohammad, in the presence of the President’s Chief of Staff, Mr Fawzi Hariri; the Prime Minister’s Chief of Staff, Dr Aumed Sabah; the Head of the Kurdistan Region Statistics Office, Mr Sirwan Mohammed; the Director-General of Planning at the Ministry of Health; Ms Vian Jaf; and the Director-General of GD for Combatting Violence Against Women, Ms Kurdo Omer.

During his meetings, he received a positive response on the implementation of the census and both Governments agreed that the census should not be used for political gains but for development purposes.

 Conveners admitted that there might be some obstacles that can hinder the implementation of the census, however, expressed their readiness to discuss the concerns to reach an agreement that will serve first and foremost the interest of the people of Iraq.

“I came to Iraq for two reasons: to celebrate the progress made by Iraq in women’s reproductive health and rights since 1994 and to discuss the 2020 Census with key Government officials,” said Dr Shabaneh.

“In the last 25 years, Iraq has made progress in reaching the goals of the ICPD in women’s empowerment and rights by taking measures to decrease maternal death, infant and children under-five mortality, and fertility rate, which dropped from 7 to 3.6, despite the prevailing unrest in the country. In the Kurdistan Region of Iraq, further restrictions were put on polygamy in resolution 62 while resolution 59 treated “honour killing” as a punishable crime,” he added.

“Despite the remarkable progress achieved, yet a lot more needs to be done to achieve the unfinished business of the Programme of Action of the ICPD by ending preventable maternal deaths, ending gender-based violence and harmful practices, and ending the unmet need for family planning. Together with the International Community, UNFPA is committed to supporting the governments, civil society organisations, youth representatives, and community partners to achieve these goals,” he concluded.

On the issue of the census, UNFPA Regional Director asserted: “We cannot fail the people of Iraq. After years of living in challenging social conditions and suffering from the repercussions of war, we will support the Iraqi people by helping them deliver accurate data and design people-centred strategies to help them achieve the Sustainable Development Goals and enhance the quality of their lives.”

raq has decided to conduct a general census of its population by the end of 2020, 23 years after its last census in 1997. While the last census excluded the Kurdistan Region, the 2020 one will include the autonomous territory in the country’s north.

Mahmoud Othman, a member of Iraq’s Supreme Census Committee and director of Sulaimani’s Statistics Office, sat down with Rudaw on August 31 to explain that the new census will be digitized. No longer depending on pen and paper, technologies like GPS to better access locations will be employed instead.

The census, which Iraq’s Prime Minister Adil Abdul-Mahdi has strongly insisted on holding, might face resistance, especially from minority groups in Kirkuk and the Nineveh Plains, as it has not been determined whether the question of ethnicity and religion will be among the over 70 questions asked.

Much preparation was made for a 2009 census, but it never saw light as Turkmen and Arabs in disputed Kurdish-Iraqi territories feared the areas could come back under Kurdish rule following the assessment.

Counting for the census has been set the ambitious timeframe of a single day. An estimated 300,000 individual counters working for the government will be needed to gather the data.
 
Othman spoke to Rudaw about the census and how it will deal with the disputed territories - particularly Kirkuk. The interview has been edited for brevity and clarity.

Hiwa Jamal: Will a census be held in Iraq in 2020?
Mahmoud Othman: We hope so, but we have a bad history with this process. Following the toppling of Saddam and his regime, Kurds have tried since 2004 to convince Baghdad to hold a general census, because an Iraqi census has not been held for 22 years now. His Excellency the Prime Minister, who has decided for the census to be held in 2020, is of the mind that the census be done in one day.

Is it possible to conduct the census within one day?

Up until the 1957 census, the citizenship directorate in Iraq’s Ministry of Interior oversaw the process to determine the status of individuals. In the years 1977, 1987, and 1997 [censuses excluding the Kurdistan Region], the Iraqi Ministry of Planning took the helm. It would be done in a day.
 
Past censuses were held in pen and paper form. The results would come out in three to four years, by which time the results would be meaningless and expired. There would be an improvement in every subsequent census. They claim 1957 was the best census year. However, we have many criticisms of the process [for that year]. Depending heavily on the village chieftains, census conductors would sit only in the house of the chieftain. They didn’t visit [individual] houses.

If the 1957 census was not that sophisticated, why is it referenced is so much, especially when making the case for the proportion of Kurds in Kirkuk, the disputed territories and Article 140?

Actually, Kurdish intellectuals in Kirkuk were critical when the 1957 census was held, claiming Kurds were treated unfairly because the civil employees who did the census were Turkmen and Arab. Kurds then were rural, so education was not widespread among us. We didn’t have [Kurdish civil] employees. Ali Askari, may he rest in peace, says he caught some of these civil employees recording Kurdish families as Arab or Turkmen – even though the family had specifically said they were Kurdish.

You talked about Kirkuk. I have compared the figures of the 1947, 1957, 1977, 1987 and 1997 censuses, and it could be seen truly how the regimes in Baghdad have barbarically and chauvinistically attempted to underreport the number of Kurds in areas disputed until today.  Even with all the critical observations of the 1957 census, Kurds comprised 48 percent of Kirkuk’s population, while Turkmen made up 29 percent of the population. Arabs comprised 22 percent. The Kurds number as much as both of them combined.

Seeing this percentage, year after year, regimes both royal and republican have attempted to shrink it. In the censuses of 1977, 1987 and 1997, the Kurdish percentage decreased all the way to 16 percent.The Turkmen, who are currently are at odds with us Kurds and refuse to reach a treaty with us, had their percentage dropped all the way to 4 percent. The percentage of Arabs was increased from 28, 29 percent all the way up to 79 percent.

You can see now that only a fraction of forcefully expelled [Kurds] have returned [to Kirkuk]. For example, Tuz Khurmatu, Kifri, Kalar and Chamchamal, which are Kurdish areas, have been cut off from Kirkuk [administratively]. Despite all that, Kurds form 52 percent of Kirkuk’s population.

I wanted to touch on matters relating to Kirkuk later, but we will delve into it now. In Kirkuk and in Kurdistani areas outside Kurdistan Regional Government (KRG) control, can an accurate census be done under current conditions? How can this be done in a manner that is just and reflective of reality?


Concerning Kirkuk province, through history, [the actions of] those who have ruled and occupied Iraq prove that Kirkuk is Kurdistani. Attempting to decrease the number of Kurds in Kirkuk, from the royal era all the way up until today, efforts to Arabize and Turkify Kirkuk, were all aimed at taking Kirkuk away from Kurds. Kurds, in their uprisings in the past 100 years, have been fighting to take these territories back. This has remained the case despite political, armed and dialogue efforts. Why?

Ever since the toppling of Saddam, Kurdish officials decided that, through mindful discussion and political efforts, the topic of Kirkuk needed to be resolved. This led to Article 140 in the Iraqi constitution. The Article is yet to be implemented. The Article was to be implemented in three stages, including normalization and reverse of Arabization policies through sending settler Arabs back to their original places, linking back the areas that were administratively cut off from it, then holding a census on the bases of which the people would determine whether to be ruled by the Kurdistan Region or Iraq. 
 
We made very good preparations for census in the years 2009 and 2010. Unfortunately however, due to the reasons I mentioned, the Iraqi government cancelled it one week before the date of the census.

Mr. Mam Jalal [Talabani, then President of Iraq] gathered all the Kurdish officials, factions and parties, representatives of sects and ethnicities from Kirkuk in a meeting with the Iraqi government and the UN, asking why the census was not held.It turned out that some Turkmen and Arab brothers had objected, claiming that if the census were to be held then all the areas would return to the Kurdistan Region. The then-Minister of Planning asserted that a census would not be an automatic decision on the fate of these territories. The fear of the true size of the Kurdish population becoming clear has become a scary thing for them.
Conditions for the holding of a successful census, according to UN standards, are stability and security. There are 2 million IDPs who are still not back home from places destroyed [in the war against Islamic State]. There are also sectarian and ethnic conflicts between Kurds and Arabs, and the issue of the disputed territories.You said there needs to be stability for a census. Is there enough stability in Iraq, especially in the disputed Kurdistani areas outside KRG control - especially Kirkuk - to hold a census?

The Iraqi government has given a promise to return as many IDPs as possible. Second, they want to hold the census in one day due to security concerns, as they are fearful. If it goes on for two days, three days, it will fail in Iraq. All that comes after convincing the International Census Advisory Board that there could be a concise, clean, and scientific census within one day, devoid of interference. From 2004 until 2009, when the best preparations were made, political and ethnic interference prevented a census from being held.

There have been arguments made that questions concerning one’s ethnicity and religion should be taken out of the census question form. Will these questions be included? Do Kurds want them included?

There have been no discussions about the form yet.It is the task of the KRG to settle on something with the Iraqi government. Of course Kurds want these questions included. Why hold a population census? To have thorough information on every individual and family in the country.  Questions of ethnicity and religion are included in the census of other countries. If you don’t know how many religious groups you have in your country, how can you set up plans to serve, protect, and develop them? Or how many ethnicities there are, and what their proportions are so that their constitutional rights can be determined?

Can we know roughly the size of the population of the Kurdistan Region? What is the unemployment rate among that population?

It is nearly six million. We have a population of 5.821 million individuals, IDPs and refugees not counted. In 1990, the unemployment rate was 60 percent. In 2013, that dropped to 7 percent in the 15-64 age range. When we say 15-64, we refer to the age range of the labor force. 60 percent of the population of the Kurdistan Region falls within this age range. After years of financial crisis, the unemployment rate has increased to 14 percent.

Arab and international experts discuss the detailed plan for the implementation of the general census in 2020

The Ministry of Planning continues its meetings to review the ongoing preparations for the implementation of the census at the end of the current year 2020 and the progress made in each of them. 



The Minister of Planning, Dr. Nuri Sabah Al-Dulaimi, last week, a joint meeting of the Operations Room and the Executive Management of the General Population Census, where the meeting witnessed a review of a number of detailed work, including completing the requirements of the electronic environment for the census, developing the capabilities of specialized teams and completing the comprehensive training plan for the enumerators, in light of the powers granted by the Cabinet To the Ministry of Planning to facilitate the implementation of the census.

Al-Dulaimi pointed out that "the general population and housing census 2020 will be a safe electronic census, to support development policies, and through it the population reality numbers will be identified at the governorate, district, district, village and Kasbah levels, and the extent of their need for schools, hospitals, infrastructure and other services." 



In turn, Sazan Imad stated, "The conduct of the census will provide data and statistics in order to analyze and evaluate the changes that take place in the country, and contribute to a fair distribution of funds and wealth in the various sectors in the country, including health, education, service, and the industrial, agricultural, and other sectors."



She pointed out that "the importance of the population census helps the private sector to restore its leadership role in society, and enhance its partnership with the public sector in order to achieve economic results."

It is noteworthy that "countries use new approaches to knowledge of the census through the use of modern technologies, such as mobile devices, geospatial information systems, in addition to the use of the Internet, as these modern methods help to improve the results of the census, the speed of obtaining it, and the efficiency of its quality."



Imad stated, "The population census contributes to estimating the actual needs of the state, diagnosing errors and developing appropriate solutions for them, as well as determining the quantity and quality of the actual need for hospitals, schools and housing, especially as the census represents a future vision for 10 years, in which real economic development is achieved." 



The first population census was conducted in Iraq in October of the year 1927, and it was implemented by (the General Souls Department) of the Ministry of the Interior, and it was entrusted to committees that took mosques, schools and government places as their headquarters in cities and cities, and in spite of that the population was estimated Iraq under this census is two million and 968 thousand and 054

The Minister of Planning, Dr. Nuri Sabah Al-Dulaimi, as a representative of the Prime Minister, opened today, Wednesday, the second international scientific conference of the Iraqi Society for Statistical Sciences for the General Population and Housing Census held in Erbil in cooperation with the Ministry of Planning, scientific universities, United Nations organizations, civil society and local under the slogan (Population .. Development paths with statistical evidence).

Dr. Nuri Al-Dulaimi explained in the opening speech the importance of the decision to implement the census in enhancing the sustainability of the various sectors of development, and redefining development policies in all fields, pointing to the importance of such conferences in providing great support for the efforts to implement the census during the last quarter of this year, indicating the absence of Clear in the statistical data because a long period of time has passed since the last general census was conducted in Iraq, which caused the inability to diagnose the challenges and problems that hinder development.

Economists, researchers, interested and interested people have high hopes for the census (general population census) to be organized at the end of this year, so that they can put the correct frameworks for structural reform of the economy, which suffers from deep-rooted distortions with which it is difficult to solve the main challenges.

The most prominent question here is will the general census succeed?

It is well known that the figures close to reality are more positive and beneficial in drawing up the right plans and policies and preparing the fertile ground for the decision-maker and the legislator to adopt the safest way to address the challenges.

The depth of the problem in front of making clear and non-messy decisions to rely on hypothetical, inaccurate, outdated, outdated, and outdated virtual numbers, especially as the country has gone through many events that have led to changes in the general reality of the country, and most decisions are unsuccessful and do not fulfill the purpose, and the challenges remain stuck without Precise solutions.

I was impressed by two young men who surprised me in a chance conversation that brought me together in a break in a recent statistical conference.

I say a coincidence, because the way they interacted with me without prior knowledge, he asked me a question about my opinion of the possible results of the conference and it was really a prudent question. Let us follow the proceedings of the discussion sessions for the most prominent research papers. Here, the conversation ended.

And as soon as the discussion sessions began, it was truly sound, approved and selected research in a proper way, and included between its authors and its providers international and Arab experiences, in addition to the Iraqi academic experiences.

Where does the lesson lie? 

We have to make sure now, as long as we are in the early preparations stage to organize the general population census to be held later this year, that we can benefit from the results of the research and recommendations that came out of that conference, especially that I blended in his recommendations based on successful international experiences in this field.

Then it is necessary to search for ways to create a positive environment for organizing this census in order to obtain accurate statistics in the light of which can put effective solutions and proper planning and the development of annual, medium and long-term plans. It is necessary to provide the basic requirements, including the necessary material and human capabilities, and enlist the enumerators in focused training courses. 

The most important thing is to resolve the differences in many geographical borders between the governorates and the problem of the disputed regions in order for the statistics to be real and accurate to ensure finding successful solutions to all the challenges facing our economy from poverty and unemployment rates and solving the problems of services, housing and roads in front of these challenges. Our question emerged in the introduction to the article (Will it succeed? Census?).

Hope remains dependent on the national will and sincerity of intentions to rebuild a new Iraq that lives up to its resources, human and material resources.

20 February 2020; Baghdad, Iraq – The Ministry of Planning will contribute IQD 6 billion (US$ 5 million) to UNFPA in support of the technical and procurements requirements for the Census.


On 20 February, the Minister of Planning, Dr Nouri Sabah Al-Dulaimi, on behalf of the Government of Iraq, and UNFPA Representative in Iraq, Dr Oluremi Sogunro, signed today a memorandum of understanding (MoU) between both parties as part of US$ 17.2 million allocated for the technical requirements and expertise needed for the implementation of the 2020 Housing and Population Census.

“This memorandum of understanding is part the Ministry of Planning’s strategy to unite national and international efforts towards ensuring that the Census is executed on time and in line with its developmental goals,” said Dr Al-Dulaimi, adding that the Census will provide accurate data which will enable the Government to put in place evidence-based policies to improve the livelihoods of the Iraqi citizens and move forward towards achieve sustainable development in Iraq.

The Minister thanked UNFPA for its continuous efforts and support to the Ministry of Planning’s projects in Iraq, commending the valuable partnership.

Dr Sogunro expressed his gratitude for the Government’s trust in UNFPA: “We thank the Minister for his trust and today we reiterate our commitment to continue the provision of all the technical expertise, as well as human resources and procurement needed for the success of the census.”

“UNFPA has always called for people-centred and evidence-based policies and strategies, therefore, we believe that the success of this census is imperative for the future of Iraq,” he concluded.

20 February 2020; Baghdad, Iraq – The Government of Iraq, represented by the Ministry of Planning, and UNFPA launched the Fund’s third Country Programme Document (CPD) for 2020-2024, at the Ministry of Planning’s premises on 20 February 2020.



The CPD, which was developed in collaboration with the Government of Iraq, United Nations agencies, human rights institutions and civil society organizations, is in harmony with the country’s priorities as outlined in the Iraq Poverty Reduction Strategy, the Iraq National Development Plan (2018-2022) and the Iraq Vision 2030. It also focuses on the four outcomes of the UNFPA Strategic Plan, 2018-2021, and the United Nations Sustainable Development Cooperation Framework for Iraq (2020 -2024).



Through this CPD, UNFPA will work to strengthen national capacity for the provision of high-quality integrated sexual and reproductive health services, especially for the most vulnerable populations. The efforts will be directed towards increasing the national capacity for creating demand of reproductive health services, including the request for information to enable the population to make informed decisions related to their sexual and reproductive health. The next five years, will ensure that young people have the skills and ammunition to exercise leadership and participate in sustaining peace as per UNSC resolution 2250 on Youth, Peace or Security. Furthermore, UNFPA with donors and partners will help improve the capacity of the government, human rights institutions, local civil society organizations and communities to prevent and respond to gender-based violence, including in humanitarian settings. Moreover, the partnership with the government, academic, experts, and the civil society will aim at improving the national population data systems for better availability, analysis and creation of evidence-based programmes.



Speaking at the event, his Excellency Minister of Planning, Dr Nouri Al-Dulaimi said: “Country programmes documents have contributed to preparing and building the capacities of Iraqis in many ways. The support received in providing integrated services and access to information, in empowering young people to exercise leadership and participation in development projects at the national and local levels, in reducing and addressing gender-based violence, and in providing technical support to improving data and data collection to draft people-centred policies and strategies in line with the goals of sustainable development 2030.



“We look forward today to continue our partnership with UNFPA within the framework of its new CPD for 2020-2024 which will be the stepping stone to enhance and strengthen population dynamics in Iraq,” he added.



On his part, UNFPA Representative, Dr Oluremi Sogunro, said: “This third country programme tells the story of the long history of cooperation between UNFPA and the Government and People of Iraq. We look forward to this new era of work where we will strive to strengthen national capacities, in particular of health systems and woman machineries, to address emerging development and humanitarian needs, and to ensure that no one is left behind.”



“Women and girls count; their rights are inherent to them, are owed to them; and if we invest in them, the world and all of the 17 sustainable development goals will advance forward rapidly as a result,” he continued.



The ceremony, which was attended by Dr Ali Shukri, Senior Advisory to the President of the Republic, representatives of key ministries and government entities, Governors, partners and civil society members, was preceded by a signing of a memorandum of understanding between the Ministry of Planning and UNFPA for the disbursement of IQD 6 billion from the Government of Iraq to UNFPA support to the 2020 Population and Housing Census.



The event will be followed by a stakeholder meeting on 23-24 February where UNFPA will develop with donors and key partners the implementation framework of the country programme document to serve more efficiently the population of Iraq.
