[size=16]He visited Deputy Prime Minister for Economic Affairs and Finance Minister Fuad Hussein on Sunday , July 28, 2019 the headquarters of the United Nations in Baghdad and met with Ms. Jeanine Hines Special Representative of the Secretary-General of the United Nations in Iraq and Head of Mission.




His Excellency held an extensive meeting with Ms. Henness and the cadre 

In the Organization.



The meeting discussed the general political situation in the region and Iraq in particular and recent developments in the relations between Baghdad and Erbil to resolve outstanding issues and issues through a series of meetings and meetings at a high level in order to resolve all outstanding problems. 



In addition, the United Nations programs and projects in Iraq were discussed and discussed through the development and strengthening of the capacities of employees in government institutions and programs of stability and reconstruction, especially the liberated areas.



As well as technical support in the formulation of the general budget of the state to convert them to budget programs and performance and raise the efficiency of employees in the management of public funds.

Mr. Fuad Hussein said that he chaired several meetings with representatives of all ministries and bodies and in the presence of the Finance Committee in the House of Representatives to prepare the budget strategy and to turn to budget programs and performance.

His visit concluded with a tour of the United Nations complex to keep a close eye on the work of the staff as well as their accommodation.

On the sidelines of the workshop, the Deputy Prime Minister delivered the opening speech which stated that:

ladies and gentlemen

Good morning all of you:

It is my pleasure to be with you in this important workshop which comes as I see it as a step to strengthen the approach we started in Iraq several months ago in coordination with the Iraqi ministries and governorates.

So far, we have adopted a "traditional budget" that has been technically proven   

1. Not based on accurate assumptions of real needs.

2. Not strategically oriented.

3. Designed to focus on reducing costs rather than achieving tangible results.

And a lot of limitations and shortcomings that I am sure you fully understand.



ladies and gentlemen :

As I mentioned, I have chaired during the past months fifteen meetings at the headquarters of the Ministry of Finance with representatives of all Iraqi ministries and provinces, in addition to representatives of the Kurdistan region and advisers of the Prime Minister and in the presence and active participation of the Finance Committee in the Iraqi Council of Representatives. To prepare the budget strategy for the years 2020-2022. We discussed at length the requirements of their institutions for the next three years based on their needs and priorities, how to determine these priorities, and start calculating the expected costs of these priorities or projects over three years.



Our focus in these meetings was on energy, health and education. As well as the economic sectors to develop them to contribute to the diversification of the economy in general.

We do not need to say that changing our way from the "traditional budget" to the "project balancing and steering performance" will not be easy. This approach is new to us, and so far we do not have the individual and institutional capabilities necessary to formulate a real "project budget and performance" that will contribute to channeling our resources to the real need with a clear vision of how budgetary costs translate into tangible results. However, we have taken the first step and decided to go to that kind of budget until the end.

We certainly welcome the technical support, advice and training of our friends in all countries of the world. I recently discussed our technical needs with the ambassadors of Germany, France and the Netherlands in Iraq. All of them agreed to provide assistance. In fact, some initiatives have started with initial training and others have set a timetable.

Ladies and Gentlemen: I would like to thank USAID, which worked with our experts to organize this workshop. In my briefing on the agenda, I noted that the workshop will conclude with the paragraph "Determining the necessary steps and timetable for moving to budget projects and performance". I look forward to working with you all on "steps and timetable" that you all agree on.

Thank you very much, especially all those who contributed and participated in organizing this workshop.
