A report by the Federal Financial Control Bureau revealed the lack of preparation of the archaeological sites discovered. The last field survey was completed in 2010, which negatively affected the preparation of the discovered sites, which amounted to (8317) sites compared to the preparation of archaeological sites according to recent studies indicating that there are (16000) archaeological sites In the whole of Iraq, as well as the lack of exploration work for the archaeological sites discovered (243) site Mnqb, which constitute (3%) of the preparation of archaeological sites discovered because of the inclusion of the work of prospecting within the annual plans for the years (2017-2017) to the Department of investigations and excavations and the failure of missions For its full realization of the Awam (2011-2013).
The presence of cases exceeded the archaeological sites in Baghdad and the provinces amounted to (570) site except the Kurdistan Region and Nineveh by citizens and state departments, including eight archaeological sites in Baghdad and some provinces because of the lack of adequate protection of archaeological sites (3253) protected archaeological site Of the total archaeological sites (8317) and the protected reserve (11) archaeological site only, which indicates 90% of the sites protected and non-fenced to theft and indiscriminate brawl as well as weak legal procedures against the transgressors.
The study showed the lack of financial allocations from the operational budget for the maintenance of archaeological sites and monuments, and the low rates of maintenance work compared to the amounts allocated. Fourteen of the fifty-five sites were preserved and the cities of Babylon and Orr were not under maintenance. In spite of its historical and cultural importance, as well as the continued closure of (10) museums out of (15) museums in most of the provinces of Iraq and the establishment of new museums since the
creation of 2003 except for the Samawa Museum, which was created in 2010.
The study also noted the lack of preparation of recovered artifacts stolen from the Iraqi National Museum or those that steal from archaeological sites through the indiscriminate pits.

The report led to a number of recommendations, the most important of which was the urge to include the implementation of archeological survey of archaeological sites and the work of exploration within the annual plans of the Department of Investigation and Exploration and keep abreast of technological development in the work of the detection of archaeological sites and remove abuses and provide the necessary protection for archaeological sites and intensify efforts to reopen closed museums and museums And the need to provide the necessary financial allocations and technical staff specialized in the maintenance of monuments and preservation and employment to serve the tourism in Iraq.
