Norway reaffirms its commitment to a new contribution to stability in Iraq
June 03, 2019
Baghdad, June 03, 2019 - A $ 9 million (NOK 75 million) partnership agreement was signed today between the Norwegian government and the United Nations Development Program (UNDP) to support stabilization and recovery efforts for Iraq's post-conflict phase.
The grant funds provided by the Government of Norway will be allocated through the UNDP's Restructuring Program for Free Zones, which funds quick-track initiatives for liberated areas from pre-emptive control. This is the 10th contribution of the Government of Norway to the program for the restoration of the liberated areas since 2015, bringing its total contribution to 45,000,000 US dollars (NOK 376,200,000). Norway is the seventh largest contributor out of 27 donors to fund the stabilization program for liberated areas.
Based on the priorities set by the Government of Iraq and local authorities, the Stabilization Program for liberated areas helps to quickly repair basic infrastructure, strengthen local government capacity and provide short-term employment opportunities.
Resident Representative of the United Nations Development Program (UNDP), Ms. Zainah Ali Ahmed, said: "Our priority now is to focus on the regions that have been occupied for a period of occupation and the liberated areas."
"These areas have seen the lowest percentage of returnees, and through the stabilization efforts of UNDP and partners, we are working hard to bring the displaced home, and this generous contribution from the Norwegian government is very important in helping us achieve this important goal."
"We express our gratitude to the Government of Norway for all support and to reaffirm its commitment not only to stability in Iraq but also to ensuring the long-term prosperity of the Iraqi people," said Ms. Zeina Ali Ahmed.
At the request of the Government of Iraq, the United Nations Development Program (UNDP) established a program to restore stability to the liberated areas in June 2015 to facilitate the return of displaced Iraqis and lay the foundation for reconstruction, recovery and protection against the resurgence of violence through the repair of basic infrastructure and the restoration of basic services. So far, the UNDP's reconstruction program for liberated areas has carried out more than 2,500 projects in key areas of Anbar, Salahaddin, Diyala, Kirkuk and Nineveh, with another 600 projects being developed pending additional funding.

“Our biggest priority at the moment is to focus on areas that were the longest-held territories by ISIL and the last to be liberated,” said Resident Representative of UNDP, Zena Ali-Ahmad. Photo: Claire Thomas/UNDP Iraq/2018.
Baghdad, 3 July, 2019– The Government of Norway and the United Nations Development Programme (UNDP) signed a partnership agreement today for USD 9 million (NOK 75 million) to support stabilization and recovery efforts for Iraq post-ISIL.
Norway’s contribution will be channelled through UNDP’s Funding Facility for Stabilization (FFS) which finances fast-track initiatives in areas liberated from ISIL. This is Norway’s 10th contribution to FFS since 2015, bringing its total contributions to USD 45,000,000 (NOK 376,200,000). Norway is the 7th largest contributor of the 27 donors that fund the FFS.
Based on priorities identified by the Government of Iraq and local authorities, FFS helps quickly repair essential public infrastructure, boosts the capacity of local government, and provides short-term employment opportunities.
“Our biggest priority at the moment is to focus on areas that were the longest-held territories by ISIL and the last to be liberated,” says Resident Representative of UNDP, Zena Ali-Ahmad.
“These areas have experienced lower returns, and through UNDP and partners’ stabilization efforts we’re working hard to bring people back home. This generous contribution from Norway is critical in helping us achieve this important objective.”
“Our gratitude goes to the Government of Norway for all the support, and for reaffirming its commitment to not only stabilizing Iraq but securing long-term prosperity for its people,” adds Ms Ali-Ahmad.
At the request of the Government of Iraq, UNDP established the Funding Facility for Stabilization (FFS) in June 2015 to facilitate the return of displaced Iraqis, lay the groundwork for reconstruction and recovery, and safeguard against the resurgence of violence. This is done through rehabilitating essential infrastructure and restoring basic services. To date, UNDP’s Funding Facility has implemented more than 2,500 projects in key critical areas of Anbar, Salah al-Din, Diyala, Kirkuk and Ninewa, with another 600 in the pipeline, pending additional funds.
