"
She explained that "if there is a subject worthy of the Foreign Ministry to discuss with Kuwait is the recent burial of a low-lying area in the Khawr Abdullah and turn it into an island, why is the external commitment to silence on this issue?", Adding that "As for the rail link with Kuwait, If the Ministry of Transport approves it contrary to the recommendations of the parliamentary investigative committee, the minister will be questioned in the House of Representatives. [size=30]KUNA - The head of the Coalition for Reform and Reconstruction and head of the National Wisdom Movement in Iraq Ammar al-Hakim said that Kuwait is one of the first Arab countries that stood with the Iraqi people in the stage of change and liberalization. 
Al-Hakim said in an open meeting organized by the Kuwaiti Journalists Association with local and Arab media on Sunday the desire to enter Kuwait government and private sector to participate in a share of the Iraqi market promising. 
Kuwait was moderately flexible in its policies and relations with all countries in the hope that Kuwait would play a role in easing tensions in the region and avoiding further wars, conflicts and instability.
He pointed to the ability of Kuwait and Iraq to build bilateral relations and cooperation in various fields and overcome many problems and obstacles in the presence of the Kuwaiti political leadership represented by His Highness the Amir of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and the establishment of bridges between the two countries for the benefit of the two brotherly peoples. 
He stressed the Iraqi political will and the desire to strengthen relations with Kuwait, noting that during his current visit to Kuwait he is very optimistic about all the Kuwaiti officials he met and that there is an important development in the level of relations between the two countries. 
Al-Hakim expressed his happiness and his accompanying delegation in this annual visit during the holy month of Ramadan to Kuwait and meet the Kuwaiti political leadership and senior officials in the country and discuss the most important political and economic issues of mutual interest between the two countries.
He said that Iraq is emerging from the bottleneck and is recovering from its victory over the so-called Islamic State Organization, calling on its armed forces, which have become more experienced in tackling such challenges. 
He added that Iraq, confident of itself, comes out of the neck of the bottle after the great sacrifices made by its people in its war with the so-called organization (calling) for the liberation of the land and defend the offer and achieved this lofty goal of liberating the entire Iraqi territory and expelling elements of the organization abroad. 
He pointed out that the Iraqi cities from the north to the south removed many of the security aspects of the cement walls and security checkpoints and people are doing their normal lives and opened the Green Zone to visitors after the closure of about sixteen years.
He explained that the Iraqi armed forces were able to dismantle and remove the infrastructure and the system, which was the so-called organization (calling) launched attacks, such as weapons stores and factories of bombs and explosive belts in addition to the import systems of hundreds of elements of combat and suicide, which was attracted by the terrorist organization. 
Hakim said that the security situation that has begun to spread across Iraq encouraged businessmen and capitalists wishing to invest on doorways and talk seriously with Iraqi officials to allow foreign investment and provide facilities in this regard. 
He pointed out that the visits by Iraqi Prime Minister Adel Abdul Mahdi to Iran, Saudi Arabia, Egypt and then to France and Germany led to the signing of many bilateral agreements and contracts in various political, economic and development fields.
He pointed out that the Iraqi government earlier signed a contract with a German company worth 14 billion dollars to provide 11 thousand megawatts of electricity to Iraq over four years in addition to a contract with a US oil company worth 53 billion dollars, "These contracts and agreements aimed at the development and infrastructure of Iraq and provide Jobs chances". 
He pointed out that the Iraqi forces today under a coalition of reform and reconstruction involving political forces of all components of Iraq after the long suffering of sectarian alignments that have affected Iraq for many years in addition to another alliance is a coalition of construction and also characterized the same political diversity and each of the political orientation and his own national project. 
He pointed out that high oil prices and reduce military spending will lead to the provision of budgets required for the Iraqi government to spend on development projects and the reconstruction of liberated cities and other priorities, especially the fight against corruption.
He pointed to the regional and international desire of the Arab countries, the European Union, America and Russia to participate in the development projects and economic giant in Iraq. Stressing the desire of Iraq to open up and walk in the process of creating a balance in its regional and international relations and build a system of strategic relations and constant in various fields. 
He said that the escalation between the United States and Iran represents "a great concern for Iraq and the countries of the region." He pointed out that Iraq has "important and strategic relations with these two countries and is trying to employ them to ease the tension between them and find ways and other outlets to resolve this crisis and spare the region disasters of wars and conflicts."

KUWAIT: The Kuwaiti-Iraqi joint committee held its seventh session in Kuwait on Sunday under the chairmanship of Deputy Prime Minister and Minister of Foreign Affairs Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah and Iraqi Foreign Minister Dr Mohammad Ali Al-Hakim. The session resulted in the signing of a number of agreements, memorandums of understanding and executive programs that would contribute to enhancing the cooperation between the two countries.


A statement by the committee stressed that the meeting between the two brotherly countries is a continuation of the positive results achieved by the previous sessions. The seventh session witnessed a review of all fields of cooperation between the two sides, especially the economic and developmental ones, and discussed means of enhancing them for close cooperation and integration between the two brotherly countries, reflecting the common desire to develop and strengthen bilateral relations at all levels, said the statement. It noted that the Kuwaiti-Iraqi joint committee is an example of strong bilateral relations that contribute to achieving the progress and prosperity of both countries and peoples. The last two days witnessed the convening of meetings of committees, government task forces and the private sector representatives from both countries to discuss ways to promote and develop cooperation between all public and private sectors in various vital areas and work on prepare draft agreements and memorandums of understanding to be signed between the governments of the two countries.
Taxation avoidance 
The Kuwaiti and Iraqi ministries of finance signed yesterday an agreement for avoiding double taxation and preventing financial evasion for income and capital taxes. The deal encompasses various advantages involving tax exemptions and reduction for investments and business in Kuwait and Iraq, the Kuwaiti Finance Ministry said in a statement. The deal was signed by Undersecretary of the Kuwaiti Finance Ministry Saleh Al-Sarawi and his Iraqi counterpart Maher Johan, it said. It aimed at wiping out financial barriers that could restrict capital movement and trade exchange between both countries through the prevention of double taxation on money and individuals, according to the statement.

Steadly development
Sheikh Sabah Al-Khaled has praised the steadily improvement in Kuwaiti-Iraqi relations. The recent high-level reciprocal visits of the two countries’ officials showed the steady growth of the already strong bilateral relations, Sheikh Sabah Al-Khaled said in his speech at the seventh session of the high Kuwaiti-Iraqi committee. He noted that both Kuwait and Iraq shared the same visions and stances of various regional and international issues. The strengthening bilateral relations also reflected His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and Iraqi President Barham Saleh’s directives, he said. Kuwait’s top diplomat said that the wide participation representatives of public and private sectors in the committee meeting has resulted in the signing of five cooperation documents (agreements, memorandums of understanding and executive programs). The documents cover fields of economy, transport, sports, science and technology, he pointing, adding that they take the number of cooperation agreements and memos between the two countries up to 60.He underlined that this large participation in the session was a positive indicator of constructive cooperation between the two countries.

Sheikh Sabah Al-Khaled expressed hope that the Kuwaiti-Iraqi relations would maintain growth to serve the interests of the two Arab nations. He pointed out that bilateral relations between Kuwait and Iraq have witnessed increasing growth in various fields over the past few years. He highlighted the remarkable contribution of the public and private sectors to various investment, trade, development, energy and telecommunications projects in the two countries.
Sheikh Sabah Al-Khaled stressed Kuwait’s firm support to Iraq in its fight against terrorist organizations. He also reiterated Kuwait’s backing to all measures taken by Iraq to preserve its security, stability and territorial integrity. He urged the international community to support Iraq in its efforts to eliminate terrorism in all its forms, recalling with pride that less than two years ago, Iraq defeated the so-called Islamic State group and liberated its territory. He recalled His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah’s call for an international conference for the reconstruction of the liberated areas in Iraq, which was hosted by Kuwait in February 2018. The Kuwait-hosted conference raised up to $30 billion of aid pledges by donor countries and the development institutions. This reflected the confidence of the international community in the great potential and opportunities available in the economic and investment aspects in Iraq, he said. – KUNA

The Minister of Planning, Dr. Nouri Sabah al-Dulaimi arrived in Kuwait on Wednesday on an official visit within a government delegation headed by the Prime Minister, Adel Abdul Mahdi, with the participation of a number of ministers and government officials.
The Minister of Planning attended the joint meetings held by the Prime Minister and His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah and the Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah to discuss means of enhancing bilateral relations.

Prime Minister Adel Abdul Mahdi said that the relations between Iraq and Kuwait have witnessed a qualitative development, and 
we moved from the stage of fears and ambitions to the stage of trust and cooperation in all fields. This came during his meeting with Kuwaiti Parliament Speaker Marzooq Al Ghanim and a number of Kuwaiti parliamentarians, And the presence of deputies from the members of the Iraqi delegation.

He added that the good relations we have with all neighboring countries reflect on our internal situation in a positive way and lead to reconciliation between our diverse people. The opposite is also true because our surroundings are diverse, stressing that our common denominator with Kuwait is the great participations and the historical, cultural and geographical importance. Of natural and human resources, and that these relationships and wealth are destroyed only by the adventures and wrongful and aggressive policies that destroyed the two countries and wasted their wealth, and we exceeded most of them and left little.

He called for resolving all outstanding issues between the two countries in the spirit of cooperation and understanding witnessed by fraternal relations including regional water issues and ports. The two parliaments of the two countries should play their role in favoring the two countries' supreme interests, deepening relations and removing obstacles and advancing projects that serve the two peoples and achieve security, stability and prosperity.

For his part, Mr. Marzooq Al-Ghanim said that the Kuwaiti National Assembly in its full spectrum and direction with a strong Iraq is stable and prosperous and we want distinguished relations and we look forward to increasing cooperation between the two countries which exceeded the past and activate the agreements in the economic and trade fields. He expressed his satisfaction with Iraq's development, stability and openness in its relations with the countries. Stressing the support of the Iraqi government in its policy and directions and its efforts to serve Iraq and restore its real and constructive role in the region.

KUWAIT (Reuters) - Iraq's Prime Minister said his government is working to solve the problems between Iraq and Kuwait in light of his country's openness, stability and the signing of agreements and projects with various neighboring countries and friendly countries.

"The two sides discussed bilateral relations, joint cooperation between the two countries and neighboring countries, developments in the region and various issues of mutual interest," Adel Abdul Mahdi said after visiting Kuwait.

The Iraqi prime minister headed an official delegation to Kuwait on Wednesday evening on an official visit, the first since he took office last year.

"Iraq and Kuwait have come a long way and have overcome many outstanding issues and we are working together to build a better future and the relations of integration. We have many participants and opportunities, especially in the areas of construction, reconstruction and services," he said in a statement released Thursday.

The Iraqi Prime Minister pointed out that "the delegations and the joint committees have made important progress in discussing the files of cooperation in all fields and look forward to more," explaining that his government is working hard to serve its people and develop the economy.
