Iraq is committed to global supply cuts by OPEC and its allies and any decision to increase or reduce production should be taken collectively by OPEC, Oil Ministry spokesman Assem Jihad said on Monday.
"Iraq does not make an individual decision to compensate for the shortfall in the oil market for any reason," Jihad told Reuters when asked if Iraq was ready to increase its production to compensate for any potential shortage of Iranian oil supplies.
An informed source told Reuters the United States was expected to announce on Monday that Iranian oil buyers should stop imports quickly or face sanctions, triggering a 3 percent jump in crude prices to reach their highest levels this year.

An official in Iraq said on Monday that his country could increase its oil exports by a quarter million barrels per day to meet the shortfall "if the market requires it," after Washington announced the   end of the exemptions that allow eight countries to buy oil from Iran.
"We have the ability to increase exports by a quarter of a million barrels a day at any time to meet the needs of the market," the government official said on condition of anonymity.
The official did not say whether his country, the second OPEC oil  producer,  had discussed the issue of increased production with the organization or with the United States.
But he added that "in the coming days, the picture will be clearer" for Iraq, which exported about 3.4 million barrels per day in March, according to the Ministry of Oil.
US President Donald Trump decided to  end the exemptions that allowed eight countries to buy Iranian oil, with the aim of achieving zero exports of crude in that country.
 "The United States, Saudi Arabia  and the  United  Arab Emirates , three of the world's biggest energy producers, with our friends and allies, are committed to securing enough supplies for the world oil markets," the White House said  Monday  .
Starting in early May, China, India, South Korea, Turkey, Japan, Taiwan, Italy and Greece will face US sanctions if they continue to buy Iranian oil.
In November, Washington re-imposed heavy economic sanctions on Tehran and all the countries it does not abide by after its withdrawal from the international agreement on Iran's nuclear program, signed in 2015.
The ban on selling oil was the main measure, but the United States gave six-month exemptions, saying the global market could not afford to shock the sudden sale of Iranian crude.
However, the United States has granted Iraq three-times exemptions so that the country, which suffers from chronic energyshortages  ,  can continue to buy gas and electricity in Iran. The deadline is expected to expire in June.

US President Donald Trump said that Saudi Arabia and other OPEC countries would compensate for any shortage of Iranian oil supplies on world markets.
Trump decided to end the exemptions granted to some countries to buy  Iranian crude  without facing US sanctions.
"Saudi Arabia and others in OPEC will fully compensate for the oil flow squads under our full sanctions now on Iranian oil,"Trump wrote on Twitter on Monday (April 22nd ).
Saudi Arabia said earlier on Monday it would consult with oil producers to keep oil markets stable and not out of balance if Washington had made promises to stop some countries from importing oil from Iran.
The Kingdom of Saudi Arabia is closely following developments in the oil markets following the recent statement issued by the US government on the sanctions imposed on Iranian oil exports, the Saudi Press Agency quoted Minister of Energy, Industry and Mineral Resources Khaled Al-Faleh as saying.
"Within the next few weeks, the Kingdom will consult closely with other oil producing countries and major oil consuming countries, with the aim of maintaining market equilibrium and stability, in the interests of both producers and consumers, as well as the stability and growth of the global economy," he said.
According to US statements, the administration of President Donald Trump wants to  set a date for suspending the exemptions granted to some countries to import oil from Iran.
The US president imposed economic sanctions on Tehran in two phases, in August and November 2018, including several sectors, including oil.

A source close to the Iraqi government said that the decision by the US president not to extend the exemptions from sanctions on Iran, may put Baghdad in an embarrassing situation, although Iraq is not directly concerned with this decision. 
The source said in a press statement that Iraq does not import oil from Iran, but imports gas only to generate electricity and some agricultural crops that do not fall into the sanctions. 
He added: "Washington gave Iraq additional time to import gas from Iran a while ago, but Washington may put Iraq in an awkward position at the end of this deadline as Iraq needs to supply gas from Iran to operate some of its electrical stations."
"President Donald Trump has decided not to reissue sanctions on Iran when it expires in early May," the White House said in a statement. "The decision aims to bring Iranian oil exports to zero and deprive the regime of its main source of income."

Some 20 million barrels of Iranian oil sitting on China’s shores in the northeast port of Dalian for the past six months now appears stranded as the United States hardens its stance on importing crude from Tehran.

Iran sent the oil to China, its biggest customer, ahead of the reintroduction of U.S. sanctions last November, as it looked for alternative storage for a backlog of crude at home.

The oil is being held in so-called bonded storage tanks at the port, which means it has yet to clear Chinese customs. Despite a six-month waiver to the start of May that allowed China to continue some Iranian imports, shipping data shows little of this oil has been moved.

Traders and refinery sources pointed to uncertainty over the terms of the waiver and said independent refiners had been unable to secure payment or insurance channels, while state refiners struggled to find vessels.

The future of the crude, worth well over $1 billion at current prices, has become even more unclear after Washington last week increased its pressure on Iran, saying it would end all sanction exemptions at the start of May.

“No responsible Chinese company with any international exposure will have anything to do with Iran oil unless they are specifically told by the Chinese government to do so,” said Tilak Doshi of oil and gas consultancy Muse, Stancil & Co in Singapore.

Iran previously stored oil in 2014 at Dalian during the last round of sanctions that was later sold to buyers in South Korea and India.

China last week formally complained to the United States over the unilateral Iran sanctions, but U.S. officials have said Washington is not considering a further short-term waiver or a wind-down period.

The 20 million barrels is equal to about a month’s worth of China’s imports from Iran over the past six months, or about two days of the country’s total imports.

Iran says it will continue to export oil in defiance of U.S. sanctions.

A senior official with the National Iranian Tanker Company (NITC), who spoke on condition of anonymity, told Reuters: “We will continue to sell our oil.”

“Iran is now desperate and will deal with anyone with steep discounts as long as they get paid somehow,” said Doshi.

SOME OIL TAKEN
Some Iranian oil sent to Dalian has moved, according to a ship tracking analyst at Refinitiv.


Dan, a supertanker owned by NITC moved 2 million barrels of oil from Dalian more than 1,000 km (620 miles) to the south to the Ningbo Shi Hua crude oil terminal in March, according to Refinitiv data.

Ningbo is home to Sinopec’s Zhenhai refinery, one of the country’s largest oil plants with a capacity of 500,000 barrels a day and a top processor of Iranian oil.

Sinopec declined to comment.

The Iranian tanker was chartered by state-run Chinese trader Zhuhai Zhenrong Corp, according to Refinitiv analyst Emma Li. The NITC official confirmed the oil was taken by Zhuhai Zhenrong.

Zhenrong was started in the 1990s and brokered the first oil supply deals between Iran and China. At that time, Iran was supplying oil to China to pay for arms supplied by Beijing during the 1980-88 Iran-Iraq war. Zhuhai Zhenrong still specializes mainly in buying Iranian oil.

An official at the general manager’s office with Zhuhai Zhenrong’s office in Beijing said he could not immediately comment. The company did not reply to a fax seeking comment.

For now, more Iranian oil is heading to China, with the supertankers Stream and Dream II due to arrive in eastern China from Iran on May 5 and May 7, respectively, Refinitiv data showed.

Some of this crude may be from Chinese investments into Iranian oilfields, a sanctions grey area.

Whether China will keep buying oil from Iran remains unclear, but analysts at Fitch Solutions said in a note “there may be scope for imports via barter or non-compliance from … China.”

Muse, Stancil & Co’s Doshi said the only way to get the Iranian oil out of Dalian now was by cheating.

“Only rogue parties might try to cheat the system and try to pass the Iranian oil at Dalian as something else via fraudulent docs. But I doubt this is easy or can amount to much in terms of volume.”

Iran's oil can not be removed from the market and the challenges facing Iran will affect the Organization, OPEC Secretary-General Mohammad Barkindo told a news briefing on Thursday.

US President Donald Trump's decision to suspend US exemptions from sanctions on eight major Iranian oil importers came into force on Friday. 
On Friday, May 3, 2019, the eight countries face US sanctions if they continue to buy Iranian oil.
Observers point out that Iranian oil exports are going down to zero starting at dawn on Friday.
With the entry into force of the resolution, eight countries, including China, India, South Korea and Turkey, have already benefited from exemptions subject to US sanctions if they continue to import Iranian oil.
Washington's goal is to stop Iran's oil exports completely or zero and deprive Tehran of its main source of income.

The National Iranian Oil Company (NIOC) will set up a representative office in Iraq to facilitate activities by Iranian producers and constructors in the neighboring state.
The issue was discussed in a meeting between Iranian oil industry equipment producers and senior managers of the Iraqi Ministry of Oil on the sidelines of the 24th Iran Oil Show in the Iranian capital of Tehran on Friday (May 3).
The meeting was attended by Iraqi Deputy Oil Minister Mahmoud Abdul Amir Hashim, the NIOC director for support, construction and goods supply, Ramin Qalambor Dezfouli, and a number of oil equipment producers.
Speaking in the meeting, Qalambor Dezfouli said the gathering was aimed at providing Iranian constructors and producers with the opportunity to establish a closer connection with their Iraqi counterparts.
“We have been seeking to achieve this goal for about three years as Iranian producers and constructors are acting independently in Iraq. Currently, we aim to establish an NIOC representative office in Iraq to represent the Iranian Ministry of Petroleum in the country.”
He added, “We are seeking to work out solutions to enable Iranian producers and constructors to cooperate with Iraq’s private sector.”
Qalambor Dezfouli said the office will be responsible for connecting Iranian oil industry’s constructors and producers with the Iraqi Ministry of Oil.
“Given that Iranian constructors do not have international certificates and licenses, we are cooperating with the Iraqi Ministry of Oil to set up a mechanism through which those Iranian companies that are approved by the NIOC, receive approval from the Iraqi Ministry of Oil and, thus, be able to participate in the implementation of oil projects in the neighboring state.”
The 24th Iran International Oil, Gas and Petrochemical Exhibition (Iran Oil Show 2019) began on Wednesday (May 1) and will continue until May 4 (Saturday).

He noted that Iraq is close to signing a $ 53 billion 30-year deal with Exxon Mobil and PetroChina to develop the oil infrastructure in the south under a giant energy project.

 The US Defense Department announced on Thursday that new weapons had arrived at Qatar's Air Force base.

"Four P-52H strategic bombers have arrived in the Middle East after indications of a real threat from the Iranian regime," the US communications team said.

According to sources , the US Congress, officials from President Donald Trump 's management will cast a secret on the statements of the situation with Iran next week, after asking lawmakers from the Democratic and Republican parties for more information.



"Foreign Secretary Mike Pompeo, Chairman of the Joint Chiefs of Staff General Joseph Danford and Acting Defense Minister Patrick Chanahan will attend Tuesday's hearing before the full Senate," Reuters quoted congressional aides as saying. Members of Congress have complained for weeks that "the Trump administration has not given them enough information about the current tension with Iran,

Relations between Washington and Tehran became more strained in the wake of Trump's decision this month to try to stop Iran's oil exports altogether and strengthen the US presence in the Gulf in response to what he said were Iranian threats.

Washington withdrew its diplomatic staff from its embassy in Baghdad this week following weekend attacks on four oil tankers in the Gulf. 

Trump said Thursday he hoped the United States would not go to war with Iran.

US President Donad Trump told his defense minister he did not want war with Iran, The New York Times reported Friday.
 
The newspaper quoted administration officials as saying that President Trump had sought to rein in the standoff with Iran in recent days and told Acting Defense Minister Patrick Chanahan that he did not want to go to war with Iran.



An official said Shanahan and General Joseph Danford, chairman of the Joint Chiefs of Staff, provided the president with a range of military options, but many officials said Trump was firm in saying he did not want a military clash with the Iranians.

 

Trump said earlier that he hoped the United States would not be on the way to war with Iran, amid fears that his advisers might try to push the war with Tehran.

 

Asked if the United States would fight Iran, the president replied: "I hope it will not happen," a day after reiterating his desire for dialogue via Twitter. "I'm sure Iran will want to talk soon."

Iran 's permanent representative at the United Nations Majid Takht Ruanga, said the information was considered counterfeit based on problems in the Middle East, calling on Americans to the openness of public opinion with their information that was documented.

As for the purpose of the counterfeit information, he said that "including saying that Iran is involved in the problems of the region or destabilizing Iraq, for example, the important issue is that these intelligence reports are not acceptable even by America's allies, so these are the main causes of the problems in our region "He said. 

"If there were information from the US authorities, why not disclose it to the American and international public opinion," Rowanji said. "Unless this information is disclosed, we consider it false and there is nothing of value." 

In response to a question by the channel that Major General Qassim Selimani had forces that could attack US forces on behalf of Iran, Rawanji said: "This is part of the American propaganda, the counterfeit information that I have mentioned and the time to incite against Iran."

"Those who believe in this information are only those responsible for interfering in the 2003 Iraq war and are now trying to ignite the war in the region now." 

On the possibility of dialogue and negotiation with the United States, the Iranian diplomat said: "We can not impose pressure and order and negotiate at the same time as these two things do not meet." 

"The history of this diplomacy has unfortunately gone, and the Americans are trying to drag the others to the negotiating table with this policy, but certainly this diplomacy can not be as successful on Iran as it was in the past," he said. 

"If you look at the statements made by US officials about Iran and the preconditions they have developed, you will conclude that they do not want dialogue and negotiation," he said. 

While there were talks with US congressmen, he said, "There have been talks with some former members of Congress, but not last."

"We do not seek the option of war, because we believe that it will harm the security of the whole region, even if the confrontation is to take place in our neighborhood, and it will be harmful to the region and catastrophic for the whole region," he said. 

He called on the US administration to review its policy of imposing maximum pressure, saying it was "futile and unproductive and would anger the Iranian people against America." He added that "the embargo policy has not been welcomed even by America's allies and has led to the isolation of the United States internationally."

- Iranian Foreign Minister Mohammad Javad Zarif said on Saturday he believed the war would not erupt in the region because Tehran "does not want the conflict."
