 In the second half of 2018 and 2019, the Central Bank of Iraq is making clear efforts to implement the objectives of its strategy in supporting the profitability of banks and stimulating them for real banking work by providing new banking products and services in line with their efforts over the past four years and achieving their strategy in developing the banking sector structurally, structurally and technically. .
In view of the role of Islamic banking in providing Islamic investment finance and offering Islamic products that contribute to restoring confidence to customers to deal with the banking sector and achieve good profits and the Islamic banking experience demonstrated by some banks that have been approved over the past two years, we are encouraged to propose that the Central Bank allow traditional banks to open Islamic windows in some areas where Islamic financing and investment activity is flourishing for the purpose of these traditional banks to expand their banking products towards the addition of Islamic products according to the executive instructions issued by The Central Bank must be noted here that the central bank already has issued instructions introduction of Islamic windows formerly No. 6 of 2011 before the issuance of the Islamic Banking Act No. 43 of 2015.
 Therefore, I call on the Central Bank to encourage traditional banks to open Islamic windows in some of its branches according to economic feasibility studies and the need of the banking market. 
 Which widens the circle of beneficiaries of this industry, and the options available to Islamic banking customers, and accelerates the process of developing the products and services of the industry. This is what happened when conventional banks started offering Islamic banking services in Arab and foreign countries. Where there has been a boom in Islamic banking products in the last ten years, in addition to improving the services and prices of Islamic banks, as a result of competition, but I think that the regulators in the Central Bank when allowing the traditional banks to open Islamic windows to put controls and restrictions, The most important of which are the following:
First, a traditional bank that wishes to open an Islamic window or offer an Islamic product must appoint a Shari'a board that will have specialists in the Shari'a to approve and control these products and be appointed by the General Authority of the Bank. 
Second: The bank shall have a specialized section for internal auditing and supervision, in proportion to the volume of work in the bank. 
Thirdly: Accounting should be separated between Islamic and traditional operations, in accordance with instructions issued by the Central Bank. 
Fourth: The accounting registration of the Islamic operations shall be in accordance with the accounting standards adopted by the Islamic banks and the accounts shall be independent of the accounts of the conventional bank. 
Fifth: The existence of policies and procedures for the work of Islamic windows and products separate from traditional banking procedures.
Sixth: Disclosure of Islamic operations in the quarterly and annual financial reports, the accounting methods used to record them, their risks, and how to address these risks. 
The number of conventional banks with Islamic windows has reached 320 banks worldwide, according to the report of the General Council of Islamic Banks and Financial Institutions, of which 22 are in the UK alone, led by HSBC, which offers Islamic banking services through its secretariat Which he founded in 1998 and currently manages $ 19 billion of Islamic financial assets around the world.

Baghdad (IraqiNews.com) A member of the Parliamentary Economic and Investment Commission, MP Noura al-Bajari, confirmed on Wednesday that the initiative to revalue and delete zeros from the Iraqi Dinar is ready for implementation by the Central Bank although it will be delayed by five years given the political and security situation of Iraq.
In an interview with IraqiNews.com al-Bajari said “The policy to delete zeros from the Iraqi currency is ready to be executed by the Central Bank, however, its implementation will be delayed by 5 years on the basis of the extreme security and political situation of the country.”
Al-Bajari said that the head of the Central Bank of Iraq had previously said that this policy from parliament was accepted and that the zeros will be deleted from the Iraqi currency in the next 5 years.

The World Bank predicted that the Iraqi economy will witness a remarkable recovery in the coming period, likely to rise economic growth after the formation of the government of Prime Minister Adel Abdul Mahdi.

In its annual report, the World Bank forecast 2.8 percent growth this year, especially after the formation of the new government, compared with 0.6 percent in 2018, and that the agreement on Iraq's reconstruction would give the country's economy a boost.
In the Middle East and North Africa, GDP per capita will increase 1.8 per cent and 1.3 per cent in 2020 and 2021, respectively.
The World Bank predicted real GDP in the region would grow by 3.4 and 2.7 per cent in 2020 and 2021, respectively. The Bank attributed this to the continued implementation by the countries of the region of structural reforms aimed at diversifying the economy and enhancing the business environment.
Oil-importing countries are expected to see economic growth rise to 4.7 per cent of real GDP by the end of 2021. Djibouti is leading these countries at a growth rate of 8 per cent in 2021, Government investments in infrastructure.

It's weird !! During the meeting, which was attended by the technical agent of the Ministry of Planning and Director General of the Department of Sector Planning in the ministry, discussed ways to consolidate local and international efforts to restore stability and recovery and reconstruction of liberated areas, and translate the international pledges obtained by Iraq from the Kuwait Conference to memorandums of understanding to jointly finance projects in those areas, And the mechanisms for managing them by the United Nations and World Bank credit funds, in accordance with the priorities of the Iraqi Government's programs and the five-year development plan.
Dr. Nouri al-Dulaimi said during the meeting that one of the most important priorities of the Iraqi government is the rehabilitation of infrastructure and provision of services and employment opportunities, and strive to provide a safe environment that contributes to facilitating the voluntary return of displaced people, praising the efforts of the international community in the liberalization and restoration of the liberated areas, The vision of the Iraqi government depends on the basis of the overall aim to achieve comprehensive reform and development integration among all projects.
The British and German ambassadors expressed their appreciation for the efforts of the Iraqi government and people to defeat terrorism, praising the role of the Minister of Planning in formulating a successful development policy based on partnership with the international community, stressing their efforts to achieve more support for Iraq and enable it to restore stability, recovery and reconstruction.
The representative of the World Bank welcomed the level of cooperation with the Ministry of Planning, stressing the expression of this cooperation on the extent of Iraq's ability to make optimal use of international support in programs, plans and projects that contribute to the provision of services and provide more employment opportunities.

new report from the World Bank Group forecasts real GDP growth (at constant market prices) of 2.8 percent this year in Iraq, increasing to 8.1 percent next year:
Iraq’s economy is gradually picking up following the deep economic strains of the last four years. Real GDP is estimated to have grown by 0.6 percent in 2018, thanks to a notable improvement in security conditions and higher oil prices, reversing the contraction of 1.7 percent seen in 2017.
The non-oil economy picked up speed and grew at 4 percent, while oil production was slightly less than 2017 in line with the OPEC+ agreement. Recently, the Iraqi economy has received a boost of confidence with the signing of several trade agreements with its neighbors.
Reconstruction efforts have been proceeding at a moderate pace. Inflation remained low at 0.4 percent in 2018, but slightly up from 2017, due to higher domestic demand in addition to rising food and transportation costs.
The economic outlook has improved due to higher oil prices and improving security situation, but constraints on capital spending will impede a recovery-driven growth acceleration. Growth is expected to spike to 8.1 percent in 2020 due mainly to higher oil output, with OPEC+ agreement coming to an end in mid- 2019.
Non-oil growth is expected to remain positive on the back of higher investment needed to rebuild the country’s damaged infrastructure network, private consumption and investment. However, the recently approved 2019 budget presents a sizable increase in recurrent spending, and unless there is a significant reorientation in fiscal policy to a comprehensive recovery approach, there will be limited fiscal space to sustain post-war recovery and longer-term development.
Higher spending together with easing oil prices will result in a high fiscal deficit projected at 5.4 percent of GDP in 2019 before narrowing down to about 3 percent throughout 2020-2021.
Lower oil prices and increased imports will cause the current account balance to turn into deficit, financed partially by international reserves decumulation.

The Secretary General of the Council of Ministers received Dr. Mehdi Al-Aalak, representatives of the World Bank and the International Organization for Migration (IOM), discussed ways to deepen joint cooperation, investments and major projects in liberated areas and achieve development by supporting investment to overcome the obstacles, reconstruction, welfare and security of the Iraqi people in general.
