Said the specialist in the private sector in the name of Jamil Antoine that the budget of 2019 routine as the previous budgets, describing them as balancing items and not balancing curricula.
Antoine said in an interview with "Sabah" that "according to the ministerial curriculum set by the Prime Minister, the budget year 2020 will be different and there will be a special philosophy of the budget and aims to address intractable matters that the private sector has a major role in them.



Private sector and the budget of 2019


Antoine expressed the hope that "the industrial, agricultural and productive sectors will play an effective role in achieving self-sufficiency and food security. When wealth is in the hands of the private sector and invests, its productivity is greater."


He pointed out that "the budget, under the current situation, has become guiding even if it is issued by law, but we hope that there will be a commitment in the implementation of the five-year plan and to establish a social market economy in harmony with the five-year plan with both the budget and ministerial platform set by Prime Minister Adel Abdul Mahdi ".


He said that "this trend would produce something new coordinated between the private sector and the government sector to integrate in more than 50 thousand industrial projects in the private sector is stalled and need support and investors," noting that "the government sector has 250 projects in the Ministry of Industry need to Support, infrastructure and financing with soft loans. "


Antoine called for "the activation of customs tariff laws and the law of protection of the national product and the law of consumer protection and the law of prevention of dumping commodity and competitiveness, with the enactment of new laws that attract Iraqi capital migrating to create good investment opportunities, and thus start domestic production takes its role.


He stressed that "the need to review many of the laws, legislation, regulations and instructions, which amounted to more than 27 thousand laws and regulations and legislation that need to be pruned to adopt a private sector is real and intact remains connected to land and Iraq." 
 
Solutions and proposals


On the solutions between Antoine the importance of "the existence of economic information to educate the citizen on the importance of the private sector and the budget and its importance, in addition to the existence of real legislation complementary to the development of the productive sector, as well as support the private sector and the allocation of land to build industrial cities integrated services, and provide small and medium loans directed to the youth, 150,000 young people a year in colleges and institutes are dreaming of finding jobs. "
"It is necessary to have equal employment opportunities between the public and private sectors after guaranteeing their functional and pension rights and the level of wages, as well as reducing red tape and bureaucracy by activating the e-government system to stimulate them to produce and provide a good industry."
 
The Constitution and the private sector


Antoine stressed that "the Iraqi constitution referred in Article 25 to the development of the private sector, stressing that the sector did not touch anything of implementation, and that there are organs in some departments of the State stand a stumbling block to the growth of the private sector, which led to the migration of the Iraqi private sector to Iraq Abroad, and the withdrawal of large funds that were earmarked for investment in the country.


He added: "The country has lost human capital from the skilled technical workers and the big industrialists and traders who were considering the homeland before their pockets." He pointed out that "the decline of the role of the private sector is one of the reasons for public sector inflation and depletion of the budget on salaries that were originally allocations to the sector 
The private".


"The public sector has not been able to contribute to the production process and was paralyzed by the adoption of the operating budget on oil sales only and affected by world prices," he said. "Despite the increase in revenues and the existence of development plans, but the production and industry of the private sector declined due to the invasion of poor consumer goods, Iraq out of the competitive market and industrial areas have become deserted. "


"This is the role of identifying imports and not keeping them at random, with the need to reconsider what the country can do and the need for imports to cover the local industry demand, which calls for the rapid development of a platform to adjust the balance of trade for the benefit of Iraq's economy."
