 The first session of the third legislative term of the House of Representatives will begin on Saturday, amid the likelihood that the new chapter will be "hot" because of the files and laws that are supposed to be discussed by the House.



 Today's session includes a report and discussion (second reading) of the proposed amendment to the law of first amendment of the law of transplantation of human organs and prevention of trafficking No. (11) of 2016, and the report and discussion (second reading) of the draft law ratifying the protocol of 2014 supplementing the Convention on Forced Labor No. 29 of 1930



 The first reading of the draft law of partnership between the public and private sectors and a number of other items contained in the agenda of the session, while this table of important files such as the resolution of the post of Minister of Education.

[rtl]BAGHDAD: The House of Representatives opened its first session of the first legislative term of the second legislative year of the fourth parliamentary session, which was held under the chairmanship of the President of the Council Mohammed Halbousi, on Saturday, and the presence of 240 deputies to read seven bills, including 5 protocol.[/rtl]
[rtl]"At the outset of the session, the Speaker extended his deepest condolences to the Iraqi people and the Islamic nation on the occasion of the tragic martyrdom of Imam Hussein," the council said in a statement. "I left a reform message, recalling at the same time the martyrs and wounded of the painful stampede that accompanied the visit ceremony and the need for the government to investigate the causes of what happened and work to avoid its recurrence in the future."
Later, MPs recited Surat Al-Fatiha to the souls of the martyrs of the battle of the eternal Tuff and the visitors of Imam Hussein (AS) and the martyrs of Iraq.
The Council voted to adopt the demands made by the deputies of the holy province of Karbala to compensate the martyrs of the stampede at the ceremony of the martyrdom visit of Imam Hussein (AS).
President al-Halbousi also thanked the Committee on Foreign Relations and Deputy except Talabani and all the Council departments for the successful hosting of the meeting of the Budget and Planning Committee in the Asian Parliamentary Assembly in Baghdad recently.

During the session, which was chaired by Deputy Speaker Bashir Haddad, the MPs' interventions focused on the importance of providing protection to doctors practicing their work in transplantation of human organs and emphasizing the importance of not compromising the donor during operations conducted by the medical team and the importance of adding a representative of private hospitals in Baghdad and the provinces. The Kurdistan region to the High Commission for the transplantation of human organs to ensure that no operation outside the approvals issued by the Commission.
Vice President Bashir Haddad stressed the importance of coordination with all institutions in Iraq in order to ensure the success of transplants and the need to comply with Islamic law.

Interventions focused on the demand for uniformity of maternity periods and their incompatibility with existing laws.
The Council also completed the reading of the report and discussion of the draft law ratifying the Convention on the exemption of holders of diplomatic passports and official service from the entry visa between the Government of the Republic of Iraq and the Government of the Republic of Serbia submitted by the Committee on Foreign Relations.
In this regard, the Council concluded reading the report and discussion of the draft law of accession of the Republic of Iraq to the UNESCO Convention on the Protection of the Underwater Cultural Heritage submitted by the Committee on Foreign Relations, Culture, Information, Tourism and Antiquities.
The Council completed the first reading of the draft law ratifying the Agreement on the Promotion and Protection of Investment between the Government of the Republic of Iraq and the Government of the Kingdom of Saudi Arabia, submitted by the Foreign Relations, Economy and Investment Committees, which aims to enhance and expand economic cooperation between the two countries through the encouragement and protection of investments and the creation of favorable investment conditions between them.
The Council completed the first reading of the draft law of partnership between the public and private sectors submitted by the Finance, Economy and Investment Committees for the purpose of encouraging the private sector and its involvement in the process of economic development and development of state resources and face the circumstances of financial deficit and to strengthen the legislative framework and national capacities related to the private sector and the economy and to create a legal framework for partnership between the public sectors And your.

so today 240 members showed up  and they were originally supposed to vote on the 3 vice pres and education minister but  elected to continue kicking the can down the road and do other minoe things. this just shows you if they really wanted to help the people they would complete the nessary ministers and laws needed to move ahead instead of stalling so they can continue stealing  money from their cash cow the auction

The House of Representatives on Saturday lifted its session to next Monday, after it finished reading and discussing a set of laws.



The correspondent said the House of Representatives has finished discussing the draft law ratifying the agreement to exempt holders of diplomatic passports and official service from the entry visa between the Government of the Republic of Iraq and the Government of the Republic of Serbia.



He added that the Council ended the discussion of the draft law of accession of the Republic of Iraq to the UNESCO Convention on the Protection of Underwater Cultural Heritage, explaining that the Council of Representatives finished reading the draft law on ratification promotion and protection of investment between the Government of the Republic Convention on the Law of Iraq and Saudi Arabia.



He continued that the House of Representatives finished reading the draft law of partnership between the public and private sectors and lifted its session to Monday at 1 pm.

claude what you bought over is good. the problem with the articles are they will form committes or discuss them during the coming sessions. thise all should have been done months ago and passed. btw the gov keeps telling the people there value will go up but how can it unless these laws plus the ed minister as well as 3 vps must be passed ? what am I missing?

The Cabinet held its regular weekly meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Adil Abd Al-Mahdi.

The Prime Minister briefed the Cabinet on the latest regional developments and on his official visit to the People’s Republic of China.



The Cabinet approved the formation of the Higher Committee for School Construction to streamline efforts to ensure that Iraqi students have access to a safe and modern learning environment.


The Cabinet approved a draft law on the accession of the Republic of Iraq to the International Convention on the Control of Harmful Anti-fouling Systems on Ships, 2001.


The Cabinet also approved a draft law on the accession of the Republic of Iraq to the International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001.

He added that "the Parliamentary Education Committee met with the Prime Minister and asked him the absence of any candidates by the political blocs for the post of Minister of Education."



He explained that "the Parliamentary Education Committee can not stand idly by not to resolve the post of Minister of Education, and worked to submit a letter to the Prime Minister, including the readiness of the Education Committee to provide a candidate with scientific competence and educational experience in case the government and the blocs are unable to submit candidates."



He explained that “Abdul-Mahdi explained that he was ready to receive the candidates of the Parliamentary Education Committee, as a result of which a committee meeting was held during which he announced the readiness of the Committee to receive the names of candidates for the post of the said minister, within the conditions and controls set for this 
the purpose".



He stressed that "the names of the candidates will be submitted to the Prime Minister in the next few days," pointing out that "objections expected from the political blocs on some of the candidates, but the parliamentary education committee must have a role because of the non-resolution of the issue."

The Parliamentary Education Committee, on Thursday, selected a candidate for the post of Minister of Education and send her resume to the Prime Minister Adel Abdul Mahdi.

The committee said in a statement received (Mawazine News), that "a sub-committee was formed from the members of the committee represented from the province of Nineveh in order to nominate a person with the competence and educational experience of the people of Mosul."

She added, "The members of the sub-committee took into account the conditions that must be met in the candidate and requested by the Prime Minister to fill this position," stressing that they "have finished the selection of the candidate and send a resume for the purpose of review and evaluation by the Prime Minister."

The public and official circles are waiting to resolve the post of Minister of Education, which was vacant for 11 months after the formation of the government of Adel Abdul Mahdi.

Since the announcement of Adel Abdel Mahdi's government in September last year, the debate over the "vacant" portfolio of the Ministry of Education has been ongoing so far, in the absence of political consensus on choice.

The Council of Ministers, on Tuesday, recommended the House of Representatives to wait on the approval of the draft law on oil and gas, and also recommended the withdrawal of the draft law regulating the establishment of Allawi, the sale of fruits, vegetables and animals.


The Prime Minister's Office said in a statement received by Alsumaria News, "The Council of Ministers approved the priorities of the bills and to recommend to the House of Representatives to withdraw the draft law regulating the establishment of Allawi, the sale of fruits, vegetables and animals."






He added that the Council "approved the recommendation to the House of Representatives to wait on the approval of the draft law on oil and gas until the completion of the draft law to amend the law of the National Oil Company and the completion of the draft law on oil and gas before the Council of State."

The Cabinet held its regular weekly meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Adil Abd Al-Mahdi.

The Prime Minister briefed the Cabinet on the latest domestic and regional developments.

The Prime Minister outlined the details of a number of directives aimed at creating new job opportunities for Iraqi university graduates.

The Prime Minister directed that recruitment can begin to fill posts left vacant since 2017 in ministries and public bodies across Iraq, with 15% of all posts allocated to holders of post-graduate degrees.

The Prime Minister also directed that the share of posts allocated to holders of post-graduate degrees at public universities and colleges be increased to no less than 30%.

The Prime Minister also directed that holders of post-graduate degrees form no less than 60% of new recruits to teaching posts at Iraqi private universities and educational institutions.

The Prime Minister directed that relevant authorities take the necessary measures to ensure compliance with the provisions of Article 30 of Investment Law No 2 for 2009 which stipulate that Iraqi nationals make up 50% of the workforce in investment projects.

The Prime Minister directed that the Ministry of Oil and other government agencies include clauses in contracts to be concluded with foreign companies stipulating that Iraqi nationals make up no less than 50% of their engineering professionals.

The Cabinet approves the first package of measures and recommendations related to the demonstrators


The Cabinet approved the first package of actions and recommendations related to the demonstrators.
The decision of the Council in its first extraordinary meeting held on 5/10/2019, which included the adoption of the first package of actions and recommendations as follows:

1. Open the door to apply for residential land allocated to low-income people and other categories in accordance with the Council of Ministers resolution (70 of 2019), and in all governorates.

2. Completing the distribution of (17000) seventeen thousand housing units to the beneficiaries of low income in the province of Basra, and within a period not exceeding four weeks from the date of issuance of this resolution.


3. Preparing and implementing a national housing program that includes the construction of 100,000 housing units distributed among the governorates and giving priority to the poorest governorates and regions.

4. The governors shall form committees to sort out the names of the most needy families in their governorates, from the category of those covered by the social welfare network;

5. The Ministry of Finance shall enhance the balance of the Housing Fund in order to increase the number of borrowers and enable them to build housing units on plots of land to be distributed to citizens and the loans shall be exempt from interest in accordance with the Law of the Fund.


6. Granting (150,000) one hundred and fifty thousand unemployed persons who do not have the ability to work a monthly grant of (175000) one hundred and seventy-five thousand dinars per person for a period of three months in a total amount of (78.5 billion) seventy-eight billion and five hundred million dinars.

7. The Ministry of Defense shall open the door for volunteering for youth through the electronic portal or reception centers in the governorates starting from 10/10/2019.

8. The Ministries of Defense (Ministry of Interior) take the fundamental procedures to repeal their contracts in all governorates.


9. Establishing modern marketing complexes (kiosks) in the commercial areas of the capital Baghdad and the governorates, distributed to those referred to in paragraph (6) above within a period of three months at a total cost of (6000000000) sixty billion dinars, provided that the kiosk owner undertakes to operate two of The unemployed; to ensure the provision of at least (450,000) four hundred and fifty thousand jobs to citizens taking into account the priority to those who have been removed stalls.

10. Preparing a program for training and qualifying the unemployed who have the ability to work and the number of (150,000) one hundred and fifty thousand young graduates and non-graduates, with a financial grant during the training period of (3) three months amounting to (175000) hundred and seventy-five thousand dinars per month For each person, and a total amount of (78.5 billion) seventy-eight billion and five hundred million dinars; in order to qualify, and run those who successfully pass the training courses in investment companies operating in Iraq.


11. Grant the successful persons in the above-mentioned training courses appropriate loans to establish medium or small projects from the profit-making loan fund at the Ministry of Labor and Social Affairs, or grant them loans through the initiative of the Central Bank for youth lending amounting to one trillion dinars.

12. Include the unemployed participants in the training program above the Industrial Services Law by granting them a piece of land served to establish an industrial project with all the privileges provided by the said law.
13. During the recent events, all victims of demonstrators and members of the security services were considered martyrs, covered by the laws in force, and their families were granted rights and privileges.

14. The Ministry of Health shall provide treatment services to the wounded demonstrators and all security forces, and provide all needs at the expense of the government, including treatment abroad if required.

15. The Ministry of Education shall take the necessary procedures to contract the lecturers and include the required financial allocations in the draft federal budget law for the fiscal year 2020 according to the need and specialization.

16. The Ministry of Agriculture shall take the basic procedures to exempt farmers from the amounts of lease of agricultural lands owed to them previously until 31/12/2019.

17. All governors, in coordination with the Social Welfare Departments of the Ministry of Labor and Social Affairs, shall prepare lists of disadvantaged families who are entitled;

The Council of Ministers at its meeting held Tuesday, chaired by Prime Minister Adel Abdul-Mahdi, the second package of urgent measures of the Council of Ministers in meeting the demands of the demonstrators.
Below is the second package decision:
 
I. Formation of the High Committee for the distribution of residential land headed by the Prime Minister and the membership of each:
 
1 - Minister of Construction and Housing Deputy Chairman of the Committee
 
2 - Secretary General of the Council of Ministers member
 
3 - Head of the Secretariat of the Higher Commission for Coordination between the provinces member
 
4 - Director General of Real Estate State Member
 
5 - Director General of Survey Military - Ministry of Defense Member
 
6 - Director General of Agricultural Land - Ministry of Agriculture Member
 
7 - Representative of the Prime Minister Office Member
 
8 - Director General of Real Estate Registration Member
 
Committee:
 
1.The preparation of agricultural land necessary for the allocation of housing plots for eligible citizens according to resolution No. (70) of 2019.
 
2. Study the expansion of municipal boundaries and the requirements of extinguishing, owning, and modifying the use of land and changing its sex for the purposes of the Committee's work.
 
Second . Include in the draft budget law for 2020 the freezing of the laws and instructions in force that give the right to receive the person more than a salary, retirement or grant and the option of receiving one.
 
Third. The Ministry of Electricity shall distribute integrated solar energy systems to 3000 poor families free of charge and allocating a total of (15) billion dinars.
 
Fourthly. In order to provide a large number of job opportunities for unemployed youth, it was decided:
 
1- The Ministry of Commerce should simplify the procedures for registering small companies for young people (for the age group 18-35 years) and exempting them from the wages created for the purpose of providing job opportunities for this category in the following works:
 
Cleaning companies (educational institutions, health institutions, investment residential complexes).
 
B- Horticulture and gardening companies.
 
C- Contracting companies for secondary works.
 
Waste recycling plants.
 
Software companies.
 
Other.
 
2. Ministries and entities not affiliated with the Ministry and the Governorates shall be authorized to directly refer to works (restoration, maintenance, construction, expansion, addition, erection, operation, equipment, cleaning, transportation) which cost up to 500 million dinars, as well as projects that cost less than one billion dinars to These companies or contractors are young Iraqis who are not classified and with the exception of the contracting methods stipulated in Article (3) of the instructions for the implementation of government contracts No. (2) for the year 2014 and instructions for the implementation of the budget in force at the time.
 
3. Companies that have government contracts from ministries and entities not affiliated with the Ministry and the governorates shall refer part of their work, not exceeding (500) million dinars, to contractors that are not classified by contracting them in the form of (a nominated contract) with the employer or the contracting authority to guarantee the rights of the contracting parties. The Ministry of Planning shall issue controls to facilitate and implement this subject mentioned above in paragraph IV (2).
 
4. The Ministry of Labor and Social Affairs to take measures to provide for the manufacture of dishes and ready -made refreshments and hot drinks and cars specialized mobile car procedures (such as: car maintenance and cleaning of all kinds) for unemployed youth registered in Albyant base has funded either through: (
 
a) generating loan fund For-profit in the Ministry of Labor.
 
(B) soft loans with nominal interest from the Rafidain and Rashid banks for those not registered in the Ministry of Labor and Social Affairs database.
 
5. The Municipality of Baghdad and the governorates shall simplify the procedures of granting them the license to practice the profession and organize their parking places in the commercial areas.
 
6. This type of vehicle is exempt from customs duties.
 
V. The Ministry of Electricity shall employ the unemployed youth of the age group (18-35 years) to work as collectors for electricity wages and according to their areas of residence according to the invoices issued by the Ministry, through operational forms and incentives at 5% of the value of the amounts collected daily to be trained and given work wages. Daily 5,000 dinars for the first three months from the start of training.
 
Sixthly. Supporting vocational education and distribution of agricultural lands: In order to support vocational education and play its role in providing a skilled professional workforce qualified to establish small and medium-sized private enterprises and providing job opportunities in the agricultural sector, it was decided to:
 
1- Grant the preparatory students a monthly grant of fifty thousand dinars during the school year. From 2019-2020.
 
2- The administrative and financial disengagement of vocational education schools from the general directorates of education and re-association with the general directorate of vocational education in the ministry of education.
 
Allow the investment of technical and vocational capabilities of vocational education schools for productive and service purposes (as well as for training purposes) and allocate a percentage of the proceeds of the products to students, teaching and training staff, to develop the school environment and market their products, with the development of independent accounting units therein to facilitate the work of those schools.
 
4. The Ministry of Agriculture allocated water - share agricultural land to the graduates of agricultural Alaaadadiat (as well as for graduates of agricultural colleges and veterinary institutes) to establish specialized associations and cooperative investment of these lands, and bringing them to the law of agricultural full - time No. 24 of 2013.
 
5. The Ministry of Agriculture in coordination with the Ministry of Water Resources Allocating agricultural land, including desert, with water share to the full-time unemployed agricultural workers and others, and establishing specialized cooperative societies to invest without fragmentation of large agricultural areas.
 
6. The Ministry of Agriculture shall reassess the contracted agricultural projects to the private sector and cancel the non-operating projects contracts and re-offer them as investment opportunities without fragmentation, and provide a new vision to employ them in support of the agricultural sector and the employment of labor.
 
7. The Ministry of Agriculture shall evaluate the contracted agricultural lands according to the Land Reform Law No. (117) for the year 1970, the Agricultural Land Lease Law No. (35) for the year 1983 and the other laws in force. And others.
 
8. The Ministry of Agriculture shall activate the Facilitated Agricultural Lending Fund and allocate recoveries from the Agricultural Initiative Funds for the purpose of lending to the unemployed and those who have been allocated agricultural land.
VII. The Ministry of Industry and Minerals shall train unemployed young graduates and others wishing to establish local products manufacturing projects within the expertise available in the factories and companies of the Ministry and allow them to exploit the unused productive halls in factories and provide industrial services to them free of charge. Profitable projects or the Youth Employment Initiative launched by the Central Bank.
VIII. The Council of Advisers at the Presidency of the Council of Ministers to study the reduction of the retirement age of employees and provide a vision for the Council of Ministers within two weeks in order to replace them with unemployed youth.
IX. The Ministry of Higher Education and Scientific Research and other ministries and entities not associated with the Ministry of launching the functional grades resulting from the movement of owners assigned to holders of higher degrees for the purpose of providing them with jobs within two weeks in accordance with the stated controls, competence, need and transparent competition between applicants and within two weeks.
 
Tenth. The Ministry of Higher Education and Scientific Research:
 
a. Obliging universities and colleges to accommodate appropriate numbers of graduate holders according to the available capacity through the adoption of teaching staff by (1) teacher:
 
 
(25) students in administrative and humanitarian disciplines, the ratio of 1:20 in the disciplines of pure sciences, and the ratio of 1:15 in the disciplines Engineering & Medical Group.
 
B. Increase the admission rate of vocational school graduates in technical institutes and colleges to 10%, starting from the academic year 2020-2021
 
eleven. In order to improve municipal and environmental services and to encourage small industries used for waste recycling products, it was decided that:
 
1. The Municipality of Baghdad and the governorates shall undertake the contracting procedures with investors to establish waste treatment and recycling plants using modern methods.
 
2. The Ministry of Electricity shall purchase all the electrical energy produced from waste treatment, if any, at encouraging prices.
 
twelfth. Requiring ministries and entities not affiliated with the Ministry and the governorates to cover their needs of local products, including private sector products that have an added value of more than 20%.
 
thirteen. The General Secretariat of the Council of Ministers shall form committees in the governorates to follow up the decisions of the Council of Ministers to meet the demands of the demonstrators to be chaired by one of the ministers and members of the Council of Representatives for that governorate, the Governor, the Police Commander and a representative of the Field Follow-up Cell in the Prime Minister's Office. The Ministers shall complete their work within a maximum period of three months.

[*]Provincial governors and the Ministry of Labour and Social Affairs to provide lists of 600,000 in-need families so they can receive social security payments.

[*]A grant of 175,000 Iraqi dinars per month to be paid to 150,000 citizens who are unemployed and are unable to work. The payment to continue for three months.

[*]Introducing a new, three-month training scheme for 150,000 graduates and non-graduates who are currently unemployed but are able work. Trainees will receive a grant of 175,000 per month while in training and those who successfully complete the training programme will be offered jobs with several investment projects in Iraq. They will also be offered loans to start their own small and medium size businesses, and business-ready plots of land to start their own industrial projects.

[*]The Ministry of Education to take the necessary measures to contract lecturers on various internship/volunteer programmes and submit a request for financing these measures to be included in the 2020 Federal Budget.

[*]Cancelling any accumulated unpaid rent for farmers who lease land from the Ministry of Agriculture for the period up to 31/21/2019.

[*]On 15/10/2019 the Ministry of Defence will begin receiving online applications from young Iraqis aged 18-25 who wish to join the Armed Forces.

[*]The Ministries of Defence and Interior to take the necessary measures to reinstate qualified groups of employees who were dismissed from service.

[*]Directing all health institutions, hospitals and clinics to provide, free of charge, all necessary medical treatment to injured protesters and members of the security forces, including evacuation for treatment overseas if necessary.

[*]Declaring protesters and members of the security forces who died during the recent protests as martyrs, with their families receiving the financial and legal protection decreed by law.

The Cabinet held its regular weekly meeting in Baghdad on Tuesday under the chairmanship of Prime Minister Adil Abd Al-Mahdi.
The Cabinet agreed a series of measures to meet the aspirations of Iraqis and address the grievances of protestors, including:

  • The establishment of the High Committee for the Distribution of Residential Land to be headed by the Prime Minister to oversee allocation of plots of land to low-income groups.

  • Simplifying company registration procedures for owners of new businesses who are aged 18-35 years and exempting them from any associated fees.

  • The distribution of integrated solar energy systems to 3,000 low-income families free of charge.

  • The Ministry of Industry and Minerals shall train unemployed young graduates and others wishing to start manufacturing projects. Those who successfully complete the training programme and wish to start a project will receive funding from the Central Bank of Iraq.

  • The Ministry of Agriculture shall activate the Facilitated Agricultural Credit Fund to provide lending to those who are unemployed but have been allocated land for cultivation.

  • A high-level committee will review the retirement age for state employees with a view to reducing it. The review to be concluded within two weeks.

  • The Ministry of Higher Education and Scientific Research, other ministries and public bodies to start, within two weeks, recruiting holders of post-graduate degrees to appropriate vacant posts while observing fair selection and transparency rules.

  • The General Secretariat of the Council of Ministers to establish committees in Iraqi provinces to ensure implementation of the decisions by the Cabinet. The committees will report regularly to the Prime Minister and submit their final reports no later than three months.


The Cabinet will hold other meetings later to continue discussing the latest developments and take the necessary measures to meet the aspirations of all Iraqis.

House voted Thursday to give confidence to Suha Khalil Hussein to fill the bag and the Ministry of Education.
A parliamentary source told Mawazine News that "the House of Representatives voted in its session, today, to give confidence to Suha Khalil Hussein to fill the portfolio of the Ministry of Education."
"Khalil was nominated by Prime Minister Adel Abdul Mahdi for the post," he added.
Earlier in the day, the House of Representatives held a session to vote on the cabinet reshuffle submitted by the Prime Minister.

The Foreign Relations Committee chaired by MP Sherko Mirwais and in the presence of its members on Thursday 10/10/2019, held a meeting to speed up the enactment of a number of laws.
At the beginning of the meeting held at the Commission's headquarters, the participants agreed to refer the draft law of accession of the Republic of Iraq to the Convention on Road Transport of 1975 to vote, as well as to raise the draft law of accession of the Republic of Iraq to the International Convention on Load Lines of 1966 and the Protocol amended in 1988 amended in 2003 for reading. First during the next sessions.

The House of Representatives voted in its ninth session of the first legislative term of the second legislative year of the fourth parliamentary session, which was held under the chairmanship of Mr. Mohammed Halbousi, Speaker of the Council and the presence of 220 deputies on Thursday 10/10/2019, Completing the cabinet line-up by granting confidence to Mr. Jaafar Sadiq Allawi, Minister of Health, and Mrs. Suha Khalil Hussein, Minister of Education, who was sworn in for her new post.

At the outset of the meeting, President al-Halbousi read a letter from the Prime Minister to the House of Representatives on the reshuffle of the cabinet after completing the formation of the government or whenever the need arises. "In its recent demonstrations, this practice, which we may repeat later, will strengthen democracy in our country, make censorship more effective and prompt everyone to make additional efforts to serve his country and its people."

The Speaker pointed out that the letter of the Prime Minister pointed out that "the House of Representatives appreciates that the lack or confusion of the ministerial composition has negative effects on everyone and that the Council will put these things in mind to accelerate the granting of confidence of women and gentlemen candidates so that they can exercise their work as soon as possible" He pointed to the Prime Minister's book on the curricula vitae of the candidates of the ministries of health, education, communications, immigration, the displaced and industry and confirms their safety in terms of integrity, accountability and justice.

The Council voted not to approve a request submitted by 50 deputies, including the deletion of the paragraph on the vote on the ministerial reshuffle until the presence of the Prime Minister and present himself for the existence of interrogation files on some ministers.

The Council then completed the vote to complete the government line-up by granting confidence to Mrs. Suha Khalil Hussein Al-Ali Bey, Minister of Education, after receiving 114 votes out of 203 deputies.

Mrs. Suha Khalil Hussein was then sworn in as Minister of Education.

In turn, President Halbousi service committee formed of heads of blocs and parliamentary committees to follow up the demands of the demonstrators and under the supervision of the Presidency of the Council to exercise the strategic planning committee role in this regard.
 
It was then decided to adjourn the meeting.
