The participants agreed on effective coordination with the United Nations program in developing a set of principles and criteria within transparent, practical systems that could be technically, technically, practically and supportive of the work of the system.

"The regional working group established by the IMF to support the industry of modern financial technologies and innovation development is developing a platform for the exchange of knowledge and consultation on modern financial techniques," said the Arab Monetary Fund. 

"The platform will include meeting documents, working papers and research on various technology topics, as well as links between modern financial technology companies, technology centers and business accelerators in Arab countries and around the world," said Abdul Rahman Al-Humaidi, Managing Director and Chairman of the Fund.
 
In addition to working on a glossary of terms, the first draft prepared by the Arab Monetary Fund includes a definition and explanation of the terminology of modern financial techniques, which will benefit the cadres in Arabic and English and the corresponding words in French. This is an important aspect due to the instability of tariffs in the field of modern financial techniques.

Al-Humaidi explained that the Group's most prominent technologies are blockbuster technologies, encrypted assets, digital currency issued by central banks, digital financial services and electronic payment services, cyberspace security, large data, industrial intelligence, threats and electronic risks. 

"In recent years, the Fund has been working on the subject at regular meetings of the Board of Governors of Central Banks and Arab Monetary Institutions, based on strategic orientations, and discussed topics related to financial techniques at its recent meetings since 2016."

He added that the Fund has introduced the topics of modern financial techniques to the work programs of all committees and working groups emanating from the Council in various aspects. The Arab Banking Supervision Committee and the Financial Stability Group discussed the implications of financial stability and the role of central banks in setting controls And the development of censorship '. 

He pointed out that the Regional Working Group discussed the enhancement of the financial coverage of the subject by examining the opportunities of benefiting from digital financial technologies and services in accelerating the efforts of financial inclusion in the Arab countries. The Arab Committee for Payment and Settlement Systems also discussed modern financial techniques and their impact on the development of electronic payment tools and reflections This reduces the cost of remittances and financial transactions.

Dr. Al-Humaidi pointed out that the Fund considered the importance of forming a specialized working group at the regional level within the framework of the Fund, which includes stakeholders and specialists for deliberation, study and exchange of ideas and knowledge, thus helping to promote the development and growth of the modern financial services industry and maximize opportunities for benefiting them in the Arab countries. 

He added, 'The establishment of the group launched by the Fund aims to build a network of knowledge and specialists in the field of financial techniques at the level of Arab countries, as well as between Arab countries and international specialists from outside the Arab countries.' 

Al-Humaidi explained that the Group contributes through the exchange of experiences and expertise in enhancing the diverse knowledge to support the industry of modern financial technologies and developing innovation in them, which helps the authorities in the Arab countries to develop the uses of modern financial technologies and develop a framework for their organization, in line with the strategies and visions of each country to reduce the potential risks.

He pointed out that the group of modern financial techniques meets twice a year, while maximizing the chances of benefiting from the conferences and workshops held in the Arab countries, to arrange on the sidelines of the group meetings whenever the opportunity arises.

The House of Representatives at its 36th session, which was chaired by Mr. Mohamed Halbous, the President of the Council on Tuesday 30/7/2019 and attended by 196 deputies, on three draft laws.
At the beginning of the session, the Council proceeded to vote on the draft law on the ratification of a headquarters agreement between the Government of the Republic of Iraq and the International Committee of the Red Cross, submitted by the Committee on Foreign Relations, to the desire of the Republic of Iraq to grant the International Committee of the Red Cross a role to carry out its humanitarian tasks in providing protection and assistance in order to alleviate suffering Of the Iraqi people without discrimination.
For his part, Mr. Halabousi called for the government to send the text of the agreement to inform the House of Representatives before the vote on the draft law in general.
The Council voted on the draft law on the accession of the Republic of Iraq to the Convention on Minimum Standards for Social Security No. 102 of 1952 submitted by the Committees on Foreign Relations, Labor, Social Affairs, Migration and Displaced Persons for the purpose of securing the minimum standards of social security for employees in the Republic of Iraq, Concerning Minimum Social Standards No. 102 of 1952, which entered into force on 27 April 1955.
The Council voted on the draft law on the accession of the Republic of Iraq to the International Rescue Convention of 1989, submitted by the Committees on Foreign Relations, Health and the Environment in order to encourage the maritime industry and the protection of the environment in Iraq and for the purpose of the Republic of Iraq joining the International Convention on Rescue and entered into force on 14/7/1996.

The First Deputy Speaker of the House of Representatives, Hassan Karim Al Kaabi, called on Prime Minister Adel Abdul Mahdi to suspend the decision to appoint general inspectors in some ministries, institutions and bodies. 
Al-Kaabi stressed that this decision is contrary to the Constitution and the content of Article 61, as well as that some of the institutions within this government resolution has been liquidated as property disputes.

 
He pointed out that the House of Representatives has already voted on the wording of a decision in principle to cancel the offices of general inspectors, in addition to the existence of a number of proposals submitted to the Presidency of the House of Representatives the need to link these offices with the Commission on Integrity at the moment.

Al-Kaabi said, "The importance of the government to take this into account and adheres to the decisions of the House of Representatives in this regard," pointing out that "most of the offices of general inspectors at the ministries did not exercise a firm and rapid oversight role in the detection of corruption and spoilers throughout the previous period, stressing the need to strengthen the role of the Court Financial Supervision".

BAGHDAD (Reuters) - A cabinet reshuffle is expected with the start of a new legislative term, a senior political source said on Thursday, as Sadr's leader revealed a move to sack five ministers.

The House of Representatives will begin next Saturday its new legislative chapter, discussing a number of important files, within the agenda of the meeting, in light of parliamentary efforts to question a number of ministers.
