You know Jayzze, I do not really like to give my opinion, I only share the news of the days, and I share them on the forum, I read my reading of the IRAQI government, and I specify the IRAQ government is working on democracy, and I would say a real first formation of a democratic government, either to have a consensus between them, or between the IRAQI, and not the interference of IRAN thanks to this Prime Minister who is neutral for the formation of the new government, he seeks the consensus between them, and he is ready to resign from his post if the world desire, and this is not what he wants no longer, I see democracy by this prime minister, good evening to all !! !

Claud (Moose)

I will give my final opinion on this, I will give you the picture of my understanding on Iraq, the project was scheduled before 2014, and I repeat I am not a guru, but only a news reader, but when the Islamic state attacked Iraq that changed the banking principle, this is the IMF project, financial inclusion in the Arab world, especially Iraq, the united states want to rebuild iraq, so how to control the fraud in the reconstruction of iraq, by the electronic system like us with ATMs, about two years ago the director of the central bank had announced that he would make the changes on the removal of the three zeros with the winning conditions, like this year !! So the farther that it will go for me is either for the month of October because of the signature with the nasdaq, or else January 2020, but it does not bother me, that is in 5 months, and to rebuild it works in dollar, then it should be at least 1 to 1 with the united states for the value of the currency, and we'll see later if it's going to be like in 2012 according to the government's program estimate at $ 3.20 depending on what I read, but I am a new reader only, good evening to all !!

This is good this morning with this news today, a beautiful summary of the IMF Middle East project on the image that I mentioned yesterday about the banking system in Iraq! have a lovely day everybody !!

In addition to working on a glossary of terms, the first draft prepared by the Arab Monetary Fund includes a definition and explanation of the terminology of modern financial techniques, which will benefit the cadres in Arabic and English and the corresponding words in French. This is an important aspect due to the instability of tariffs in the field of modern financial techniques.

Al-Humaidi explained that the Group's most prominent technologies are blockbuster technologies, encrypted assets, digital currency issued by central banks, digital financial services and electronic payment services, cyberspace security, large data, industrial intelligence, threats and electronic risks.

"In recent years, the Fund has been working on the subject at regular meetings of the Board of Governors of Central Banks and Arab Monetary Institutions, based on strategic orientations, and discussed topics related to financial techniques at its recent meetings since 2016."

He added that the Fund has introduced the topics of modern financial techniques to the work programs of all committees and working groups emanating from the Council in various aspects. The Arab Banking Supervision Committee and the Financial Stability Group discussed the implications of financial stability and the role of central banks in setting controls And the development of censorship '.

He pointed out that the Regional Working Group discussed the enhancement of the financial coverage of the subject by examining the opportunities of benefiting from digital financial technologies and services in accelerating the efforts of financial inclusion in the Arab countries. The Arab Committee for Payment and Settlement Systems also discussed modern financial techniques and their impact on the development of electronic payment tools and reflections This reduces the cost of remittances and financial transactions.

Dr. Al-Humaidi pointed out that the Fund considered the importance of forming a specialized working group at the regional level within the framework of the Fund, which includes stakeholders and specialists for deliberation, study and exchange of ideas and knowledge, thus helping to promote the development and growth of the modern financial services industry and maximize opportunities for benefiting them in the Arab countries.

He added, 'The establishment of the group launched by the Fund aims to build a network of knowledge and specialists in the field of financial techniques at the level of Arab countries, as well as between Arab countries and international specialists from outside the Arab countries.'

Al-Humaidi explained that the Group contributes through the exchange of experiences and expertise in enhancing the diverse knowledge to support the industry of modern financial technologies and developing innovation in them, which helps the authorities in the Arab countries to develop the uses of modern financial technologies and develop a framework for their organization, in line with the strategies and visions of each country to reduce the potential risks.

He pointed out that the group of modern financial techniques meets twice a year, while maximizing the chances of benefiting from the conferences and workshops held in the Arab countries, to arrange on the sidelines of the group meetings whenever the opportunity arises.

He added that "the age of the government will be determined at the end of this year, and if it managed to satisfy more blocks of the two big blocs, it will continue for the next four years," noting that "the government has shrunk quotas to the fullest extent, so that the quota became a large part of the state, and all positions now Distributed according to this approach, unlike the previous where it was distributed among all the components. ”

He continued, "The current quotas returned to Iraq before the first square," pointing out that "the life of the government will be short, especially as it has given some blocs positions at the expense of other blocs, which will make those blocs form an opposition front leading to overthrow the government."

Wisdom movement leader Ammar al-Hakim said on Monday that many cases of repetition or school evasion do not stem from lack of intelligence or indifference or lack of commitment to students, calling for a "major educational revolution" and speed up the resolution of the post of Minister of Education in the government of Prime Minister Adel Abdul Mahdi.

Al-Hakim said during the Eid prayer sermon and continued by Alsumaria News, "The educational file is a thorny and complicated file and pressure on all Iraqi families and is waiting for radical solutions and treatments to establish an integrated educational system and sophisticated and modern."

"We believe that many cases of repetition or school evasion do not stem from lack of intelligence or indifference or lack of commitment to students as much as they do not interact with the educational method.

Al-Hakim called for "a major educational revolution through a thoughtful, scientific and modern change in the curricula, methods and the educational environment to suit the changes of our time." Which caused the vacancy of this ministry throughout the previous period of government life. "

In a tweet, Sadr summarized that advice with four points:

* Full commitment to independence and inclination to one party without another or deviation will be a new construction of the (deep state).

* The need to improve the services file, which is "still lagging and almost non-existent".

* Activating the anti-corruption file, which "did not get any progress at all," but considered Abdul-Mahdi silent about it and "silence is almost authorization of corruption."

* Maintain the prestige of the state and its security institutions and the independence of the Iraqi decision and do not hesitate to punish those who work to weaken the security services and punish those with foreign affiliations, so that Iraq is fully sovereign.

He continued: "You can replace the deputies deprived by the Electoral Commission, and not through the blocs, but so far there are no explicit legal articles dealing with the issue of deputies who have not been sworn in, although contrary to the Constitution, as it provides for the presence of 329 deputies representing the people." He added, "We believe that these tips can be a roadmap for the Prime Minister to cross this important stage in the history of Iraq, and we hope him to deal positively with them and take advantage of what is contained in view of the sensitivity of the situation and worsening crises."

Al-Rikabi continued: "Therefore, the alliance is waiting for the Prime Minister to show good faith in dealing with the lagging files and take practical steps in achieving them, especially the files of anti-corruption and services," adding:

The second point: the services file is still lagging and almost non-existent .. We hope from the Prime Minister brother to strive actively and tangible to activate the services have been damaged many people and no longer patience for that is easy.
The third point: We did not see any progress in the file of anti-corruption at all, but the blame .. This silence is almost a authorization of corruption .. If ratified it will hurt us scourge .. And not while inevitable.

The MP of the Building Alliance Abbas Yaber Al-Atafi, on Saturday, the existence of an "urgent desire" in the parliament to prepare an integrated study on the educational reality during the next legislative term, considering that the low rates in examinations and "deterioration" of the educational reality has nothing to do with the absence of a minister of education.

Al-Atafi said in an interview with Alsumaria News, "There is an urgent desire during the next legislative term to prepare an integrated study on the educational reality in Iraq in order to overcome the failures that have occurred in the previous period," adding that "if the Prime Minister put a professional figure from within the ministry to seek it away from The political quota system will be accepted by all political parties within the parliament. "

Al-Atafi considered that "the low rates in the exams and the current deterioration in the educational reality have nothing to do with the absence of a minister of education. They were all the cause of what happened and failures in educational work. "

Al-Atafi pointed out that "the Prime Minister is required to be more assertive and strong in providing a professional personality to address this important ministry, which builds and plans for the future of Iraq and build future generations."

It is noteworthy that the education portfolio in the government is still vacant after the parliament vote on June 24, to exempt Shaima al-Hayali from the post of Minister of Education at the request of Prime Minister Adel Abdul Mahdi, and the lack of three candidates for the post of confidence in parliament.

BAGHDAD (Reuters) - A cabinet reshuffle is expected with the start of a new legislative term, a senior political source said on Thursday, as Sadr's leader revealed a move to sack five ministers.

The source said in a press statement that "there is a political agreement on a cabinet reshuffle, with the start of the new legislative chapter of the House of Representatives," noting that "the agreement was finally in principle between political leaders and leaders of political blocs."

He added that "the agreement was to make a first ministerial reshuffle, to be the change of ministers through the withdrawal of confidence, after questioning them in the House of Representatives," adding that "the agreement was to choose replacements for the dismissed ministers from within the ministry itself and the people of competence."

The source said that "talks are still going on despite the dominance of the crisis of recent attacks on the factions of the crowd on the political atmosphere in Baghdad."

For his part, the leader of the Sadrist movement, the governor of Zamili, in a press statement, "the existence of a first reshuffle will be with the beginning of the legislative chapter of the Iraqi Council of Representatives."

Al-Zamili added that "so far the government performance is poor, and did not provide anything clear to the citizens, and there are ministers did not do business as required, and there are ministers hovering on suspicion of corruption and some of them face issues of integrity and other suspicions."

He continued that "there is a movement by the political blocs to question and dismiss a number of ministers," adding that "there is a tendency to dismiss about five ministers, and this may be a reshuffle first, and there may be another amendment."

On July 29, 2019, MP Hakim Sattar al-Jabri revealed that five ministers are being questioned according to legal frameworks, stressing that these interrogations are far from extortion, targeting or attempting to put the stick in the wheel of the state.

BAGHDAD -

The government headed by Adel Abdul Mahdi, is preparing to enter its second year, which seems to be difficult under the emergence of internal and external crises, perhaps the most intense waving of the leader of the "Sadr", Muqtada al-Sadr to lift his hand from the government, which contributed to granting support in agreement with the coalition of Fatah Hadi al-Amiri, in October 2018. The government is also required to resolve other thorny issues such as interrogation and possible dismissal of some of its ministers, as well as external crises related to the border with Kuwait, and the aftermath of the bombing of the PMF headquarters.

On Thursday, Sadr's leader, Muqtada al-Sadr, threatened the government that it would renounce it if it did not take a tough stance on some issues, warning of a "riot state".

"This is a declaration of the end of the Iraqi government," Sadr wrote in a tweet on Twitter. "This is a shift from a law-controlled state to a riot state. If the government does not crack down, I declare my innocence." "Peace, my country," he concluded.

Sadr's comments coincide with the waving of some deputies of his alliance (others), to question some ministers of the government of Adel Abdul Mahdi in the next legislative term.

Parliamentary sources said that "deputies from the Alliance, insisting on the need to question ministers accused of corruption in the government of Abdul-Mahdi," adding that "this has troubled some deputies of the Fatah alliance, who still support the Prime Minister and his ministers."

She pointed out that "the government suffers from many problems, most notably the differences in views within the understandings of Fatah and others that supported the formation of a year ago on its performance," pointing out that "serious external crises await the government in its second year, most notably, the return to talk about legislation to remove US troops And terminate or amend the security agreement with Washington. "

According to the sources, "among the external crises is also the targeting file, which targeted the headquarters and weapons depots belonging to the Popular Mobilization, and Israel is considered the first accused to stand behind them, in addition to pressure on the government to move to Moscow to buy a modern air defense system despite the previous US rejection of such a step, except On the escalation of the dispute with Kuwait over the demarcation of the maritime border in the waters of the Arabian Gulf, and revealed the Iraqi media to Baghdad to make a formal complaint to the United Nations about it.

The government of Adel Abdul Mahdi was formed about a year ago with the direct support of the "conquest" led by Hadi al-Amiri, and "Saeron" supported by the "Sadrists", after the two coalitions managed to persuade the majority of parliament to vote to give confidence to the government.

Raed Fahmy, a member of the government program follow-up committee, said in a televised interview that "interrogations are one of the normal acts that the House of Representatives can do," and called for "activating the accountability procedures against corrupt ministers." .

"The government did not function according to the government program," Fahmi said.

In parallel, the government is under heavy pressure from faction leaders of the Hashd to take a firmer stance on the bombings of Hashd headquarters, which Israel accuses, an Iraqi government official said.

"The government is waiting for investigations to be completed because any hasty step in this dossier could lead Iraq into an external crisis with the United States, which supports Iraq in its war on terror through its leadership of the international coalition," the official said, speaking on condition of anonymity.

Meanwhile, the parliamentary bloc "Sadikon", the political wing of the movement of Asaib Ahl al-Haq, to include the issue of the dispute with Kuwait in the agenda of the next parliament session, calling for "the use of all means to defend the borders of Iraq.

" "We confirm our support for the Iraqi government's move, which submitted a memorandum of protest to the UN Security Council regarding the recent abuse, but we in the parliamentary bloc" Sadikon "parliamentary believe that this step is not enough," stressing the need for the government to defend the Iraqi border using various means guaranteed by customs and laws International.

The bloc called for hosting the ministers of foreign affairs and transport in the next parliament session, to see the steps of the government in this file.

Adel Abdul-Mahdi's government is under heavy pressure from parliamentarians and political forces to push its government program forward and promises to implement it.

According to parliamentarians, the government has achieved little in the past year, as member of the House of Representatives Jawad al-Moussawi said the dismissal of Prime Minister Adel Abdul-Mahdi is very close if the government does not take strict and rapid measures strengthen the state and its laws, and contribute to the fight against corruption, adding In a statement, "For a whole year, we did not feel that Abdul Mahdi was prime minister, only his work was very protocol at a time when we need a determined, courageous and strong prime minister for corruption and spoilers."

This comes at a time when parliament is preparing to resume its sessions for the new legislative term next week.
Parliamentary sources said that the next legislative term will be hot, confirming the "new Arab" and the insistence by most political blocs to exercise the oversight role of parliament on the government.

She pointed out that the upcoming parliamentary sessions will witness interrogations of a number of ministers, and possibly dismiss those found guilty of corruption charges, indicating that the Prime Minister will also be required by the legislature to clarify what has been achieved from the government program evidence.

A member of the Iraqi parliament for the Alliance "supported" by the Sadr movement, Star Atabi, the government of Abdul-Mahdi for failing to implement the government program during the past period, explaining in a press statement that the people are still waiting for a lot of government, and that the failure can not be silent, There is an intention to interrogate a number of ministers who have proved to be deficient in evidence and documents.

Anbar MP Yahya al-Mohammadi accused the government of failing to implement the government's program regarding compensation and return of displaced people in the liberated provinces, pointing out in a televised interview that there is a tendency to withdraw confidence from the government if it cannot fulfill its promises.

Civic member Mohammed Ihsan expressed fears that such pressure on the government might disappear with the start of the legislative term and the start of a new season of deals between the legislative and executive authorities, wondering in an interview with the "new Arab" about the role of parliament in monitoring the government during the past year.

He pointed out that the Iraqi citizen has not felt any change, whether at the level of laws mandated to legislate parliament, or projects and services known to be the duties of the government, ruling out the ability of the Prime Minister to take bold decisions related to change and reform because he came as a consensus candidate, and does not have a large parliamentary bloc in support of his orientations .

Last Thursday, the leader of the Sadr movement, Muqtada al-Sadr, threatened the government that it would renounce it if it did not take a firm stance on some issues, warning of a "riot state."
