"The regional working group established by the IMF to support the industry of modern financial technologies and innovation development is developing a platform for the exchange of knowledge and consultation on modern financial techniques," said the Arab Monetary Fund. 

"The platform will include meeting documents, working papers and research on various technology topics, as well as links between modern financial technology companies, technology centers and business accelerators in Arab countries and around the world," said Abdul Rahman Al-Humaidi, Managing Director and Chairman of the Fund.
 
In addition to working on a glossary of terms, the first draft prepared by the Arab Monetary Fund includes a definition and explanation of the terminology of modern financial techniques, which will benefit the cadres in Arabic and English and the corresponding words in French. This is an important aspect due to the instability of tariffs in the field of modern financial techniques.

Al-Humaidi explained that the Group's most prominent technologies are blockbuster technologies, encrypted assets, digital currency issued by central banks, digital financial services and electronic payment services, cyberspace security, large data, industrial intelligence, threats and electronic risks. 

"In recent years, the Fund has been working on the subject at regular meetings of the Board of Governors of Central Banks and Arab Monetary Institutions, based on strategic orientations, and discussed topics related to financial techniques at its recent meetings since 2016."

He added that the Fund has introduced the topics of modern financial techniques to the work programs of all committees and working groups emanating from the Council in various aspects. The Arab Banking Supervision Committee and the Financial Stability Group discussed the implications of financial stability and the role of central banks in setting controls And the development of censorship '. 

He pointed out that the Regional Working Group discussed the enhancement of the financial coverage of the subject by examining the opportunities of benefiting from digital financial technologies and services in accelerating the efforts of financial inclusion in the Arab countries. The Arab Committee for Payment and Settlement Systems also discussed modern financial techniques and their impact on the development of electronic payment tools and reflections This reduces the cost of remittances and financial transactions.

Dr. Al-Humaidi pointed out that the Fund considered the importance of forming a specialized working group at the regional level within the framework of the Fund, which includes stakeholders and specialists for deliberation, study and exchange of ideas and knowledge, thus helping to promote the development and growth of the modern financial services industry and maximize opportunities for benefiting them in the Arab countries. 

He added, 'The establishment of the group launched by the Fund aims to build a network of knowledge and specialists in the field of financial techniques at the level of Arab countries, as well as between Arab countries and international specialists from outside the Arab countries.' 

Al-Humaidi explained that the Group contributes through the exchange of experiences and expertise in enhancing the diverse knowledge to support the industry of modern financial technologies and developing innovation in them, which helps the authorities in the Arab countries to develop the uses of modern financial technologies and develop a framework for their organization, in line with the strategies and visions of each country to reduce the potential risks.

He pointed out that the group of modern financial techniques meets twice a year, while maximizing the chances of benefiting from the conferences and workshops held in the Arab countries, to arrange on the sidelines of the group meetings whenever the opportunity arises.

 In fact, the Ministry of Education is going through a serious crisis, starting with the failure to reach the appointment of a Minister (or Minister) for education so far, 
The Ministry of Education represents one of the most important ministries of the country, because it is concerned with the formation of new generations, yet they receive very little attention and attention of the parties of power, as well as the statements of the political blocs during the elections did not include an integrated vision of the educational sector in Iraq, This is the lack of interest of these blocks on the issue of the formation of generations a new civilization. Since 15 years and I write annually on this subject, but I did not touch the attention of those concerned with

The issue of the Ministry of Education needs a comprehensive central solution within the framework of an integrated vision that successive governments in Iraq do not seem to have since 2003 
clearly.



I have mentioned in my many articles that it requires a plan or strategy covering 12 years, the years spent by Iraqi citizens in school. 



I have explained this in my various articles on this issue since 2004. 



This effort is supposed to be led by the Minister of Education, but subjecting the ministry to the system of party quotas on the basis of the elections makes every Minister of Education incapable of doing so
 the mission. 



And to get out of this spiral in front of us two ways, either the Ministry of Education out of quotas, or the formation of a higher education and take up the task to carry out this task.



I do not know which of the two solutions is easier than the second, but I am inclined to the second solution, namely, the formation of a higher council for education, from experts and qualified people who believe in the modern democratic civilizational project as a general framework for education and for the formation of the generation.

I sent this proposal to Prime Minister Adel Abdul Mahdi, but I received no reply from him.



The essence of the composition of the Supreme Council for Education is to be outside the framework of quotas, and it is not linked to the periodic change of government, and the term of membership is 12 years, with half the members changing every six years.



The function of the Council is to supervise / follow-up the content in the curricula of education during the 12 years spent by the Iraqi student in school.



(The council is not interested in material aspects such as school buildings, furnishing, etc., these will be left to the Ministry of Education).



The backbone of content in the curricula of education is the thesis of the modern civilized state, which ensures the graduation of an effective citizen in a country based on the foundations of citizenship, democracy, institutions, law and modern science. These are the pillars of modern civilized state.



The political blocs can differ on the person of the Minister of Education, but the Supreme Council of Education will continue to function in isolation from this difference in the upbringing of generations
 New. 



Since the formation of this council will pass through the parties of the Authority (parliament or government), the conditions for his success to be formed outside the framework of political conflicts and quotas. If the parties of the Authority can accomplish this in this way, it has, and if it can not, 
They will kill the project in its infancy.

Baghdad (IraqiNews.com) A member of the Parliamentary Economic and Investment Commission, MP Noura al-Bajari, confirmed on Wednesday that the initiative to revalue and delete zeros from the Iraqi Dinar is ready for implementation by the Central Bank although it will be delayed by five years given the political and security situation of Iraq.

In an interview with IraqiNews.com al-Bajari saidThe policy to delete zeros from the Iraqi currency is ready to be executed by the Central Bank, however, its implementation will be delayed by 5 years on the basis of the extreme security and political situation of the country.”

Al-Bajari said that the head of the Central Bank of Iraq had previously said that this policy from parliament was accepted and that the zeros will be deleted from the Iraqi currency in the next 5 years.

For me it is not complicated, I hear the end of the formation of the government, nothing will move before the government is complete, and it is a requirement of the World Bank to unlock the budget for reconstruction either during the last meeting between them for signing the document !! "The regional working group established by the IMF to support the industry of modern financial technologies and innovation development is developing a platform for the exchange of knowledge and consultation on modern financial techniques," said the Arab Monetary Fund. 

"The platform will include meeting documents, working papers and research on various technology topics, as well as links between modern financial technology companies, technology centers and business accelerators in Arab countries and around the world," said Abdul Rahman Al-Humaidi, Managing Director and Chairman of the Fund.
 
In addition to working on a glossary of terms, the first draft prepared by the Arab Monetary Fund includes a definition and explanation of the terminology of modern financial techniques, which will benefit the cadres in Arabic and English and the corresponding words in French. This is an important aspect due to the instability of tariffs in the field of modern financial techniques.

Al-Humaidi explained that the Group's most prominent technologies are blockbuster technologies, encrypted assets, digital currency issued by central banks, digital financial services and electronic payment services, cyberspace security, large data, industrial intelligence, threats and electronic risks. 

"In recent years, the Fund has been working on the subject at regular meetings of the Board of Governors of Central Banks and Arab Monetary Institutions, based on strategic orientations, and discussed topics related to financial techniques at its recent meetings since 2016."

He added that the Fund has introduced the topics of modern financial techniques to the work programs of all committees and working groups emanating from the Council in various aspects. Dr. Al-Humaidi pointed out that the Fund considered the importance of forming a specialized working group at the regional level within the framework of the Fund, which includes stakeholders and specialists for deliberation, study and exchange of ideas and knowledge, thus helping to promote the development and growth of the modern financial services industry and maximize opportunities for benefiting them in the Arab countries.

Al-Humaidi explained that the Group contributes through the exchange of experiences and expertise in enhancing the diverse knowledge to support the industry of modern financial technologies and developing innovation in them, which helps the authorities in the Arab countries to develop the uses of modern financial technologies and develop a framework for their organization, in line with the strategies and visions of each country to reduce the potential risks.

The House of Representatives at its 36th session, which was chaired by Mr. Mohamed Halbous, the President of the Council on Tuesday 30/7/2019 and attended by 196 deputies, on three draft laws.
At the beginning of the session, the Council proceeded to vote on the draft law on the ratification of a headquarters agreement between the Government of the Republic of Iraq and the International Committee of the Red Cross, submitted by the Committee on Foreign Relations, to the desire of the Republic of Iraq to grant the International Committee of the Red Cross a role to carry out its humanitarian tasks in providing protection and assistance in order to alleviate suffering Of the Iraqi people without discrimination.
For his part, Mr. Halabousi called for the government to send the text of the agreement to inform the House of Representatives before the vote on the draft law in general.
The Council voted on the draft law on the accession of the Republic of Iraq to the Convention on Minimum Standards for Social Security No. 102 of 1952 submitted by the Committees on Foreign Relations, Labor, Social Affairs, Migration and Displaced Persons for the purpose of securing the minimum standards of social security for employees in the Republic of Iraq, Concerning Minimum Social Standards No. 102 of 1952, which entered into force on 27 April 1955.
The Council voted on the draft law on the accession of the Republic of Iraq to the International Rescue Convention of 1989, submitted by the Committees on Foreign Relations, Health and the Environment in order to encourage the maritime industry and the protection of the environment in Iraq and for the purpose of the Republic of Iraq joining the International Convention on Rescue and entered into force on 14/7/1996.
The Council also voted on the draft law on ratification of the Military and Security Cooperation Agreement between the Government of the Republic of Iraq and the Government of the Hashemite Kingdom of Jordan, submitted by the Committees of Foreign Relations, Security and Defense to establish cooperation mechanisms between the Government of the Republic of Iraq and the Government of the Hashemite Kingdom of Jordan. The principles of international law, respect for their national sovereignty, non-interference in their respective internal affairs and the ratification of the military and security cooperation agreement between the two governments.
The Council postponed the vote on the recommendations of the Commission on Human Rights in connection with the events of Najaf, Ashraf, to amend them by agreement between the parliamentary blocs.
