Baghdad / National Information Center (NNC)

A member of the Monitoring Committee on the implementation of the government program and strategic planning, Anam Khuzaie, said Saturday that the government sent its semi-annual report to the Committee, noting that the report indicates the completion of 70% of its program.

"The government has promised the parliament to send bi-monthly or quarterly reports, but no report has been received, despite ongoing communications from the Strategic Planning Committee," Khuzai told the NRC.

"After the letter of reference, the government sent a semi-annual report because of pressure to inform the people and the House of Representatives about its achievements of the government program," noting that "the government confirmed in its report that the percentage of completion of the government program 70%."

Khuzai said that "the number of achievement referred to by the government is excessive because the number of projects existing 1600 projects in the report and implemented according to the report is only 44 projects, asking," If this completed 44 projects, how to be 70%? ".

She explained that "the government stated in its report that there is part of the deviations in the government plan by about 25% and caused by the ministries of planning and finance," indicating that "the government explained that the reason for deviating from the plan not to launch financial allocations from the Ministry of Finance and failure to complete projects in real form from the Ministry of Planning "He said.

"The committee will study the report and will announce its assessment in the coming weeks to the House of Representatives and public opinion."

He added that "the movement is pushing for a legal dispute between the government and parliament, because of the opposition of the government's direction with the parliamentary will to push for the amendment," stressing that "the amendment needs to agree between the executive and legislative authorities, and taking into account the public interest."

Some provisions of the amnesty law provide for the non-enforcement of sentences against convicted persons in the event that the convicted person has paid the financial obligations of the State or persons or obtained a waiver by the party against whom the case was brought.

Vito senior state officials delay the adoption of a law to standardize salaries

Economy News Baghdad

The draft federal civil service law sparked a wide debate between the Finance Committee in the House of Representatives and senior officials of the three presidencies who objected to the abolition of their privileges and raise the risk of their salaries and equality with the rest of the state employees.

The draft law grants the Council of Ministers the right to determine the salaries of state employees and privileges, as well as to eliminate all disparities and differences between the employees of the Green Zone and their counterparts in ministries and state institutions.

"The aim of the unified civil service law is to reduce the disparity in the salaries of employees throughout the Iraqi state through the abolition of privileges and risk," said member of the parliamentary finance committee Jamal Kouger in a statement quoted by the newspaper "Al Mada".

"The new legislation will consolidate salaries and eliminate the disparities between the staff of the ministries and the three presidencies," he said. He also notes that "once this law is passed, many laws will have to be repealed in a gradual manner."

The member of the Finance Committee that "the most prominent laws that will be canceled after the adoption of the Federal Civil Service Act are the laws governing the salaries of the three presidencies and their allocations and gravity," pointing out that "the upper classes of senior officials of the Iraqi state expressed their rejection of the adoption of this law because it limits their privileges" .

The House of Representatives completed during the last sessions reading the first and second draft of the draft law on the federal civil service amid objections by several members of the House of Representatives and the staff of the three presidencies, because the project eliminates privileges and risk.

It is estimated that the number of employees of the House of Representatives is 1955. Employees of the Presidency of the Republic number 1068 employees, and the employees of the Council of Ministers 3587, since they earn imaginary salaries compared to their counterparts from ministries and state institutions.

"The legislation of this law by the House of Representatives will provide a great service to the rest of the employees of the Iraqi state and achieve social justice in the distribution of salaries," notes the head of the Kurdistan Islamic Union bloc, adding that "the system of risk and privileges was due to the violence in the years after 2005 "He said.

The previous governments have introduced a system of allocations and risk for the three presidencies to encourage them to continue working and not to leave the job after the security services recorded many cases of assassinations that affected the staff during the period of sectarian conflict.

The Kurdish MP that "the legislation of this law will enable the State to address the momentum in the appointments to ministries that enjoy the system of allocations and gravity and direct appointments to all ministries without exception."

Staff members in the three presidencies are often appointed by the dominant parties to the political scene by setting conditions and controls that require the nomination of candidates for appointment from the parties to approve the appointment.

The member of the Finance Committee parliamentary Jamal Kogger that his committee "completed all amendments to the law, except for the observations reached recently by some civil society organizations and the three presidencies."

On the other hand, a parliamentary source, who declined to be identified, said that "the federal civil service bill sent by the government of Abbadi to parliament in the previous session gives the right to the Council of Ministers to determine the salaries of employees and privileges through the instructions and controls to be issued to implement this law."

According to the source informed that "the law is mature and developed, but requires review and treatment of some of the paragraphs before being presented to vote within the House of Representatives," asserting "the arrival of many objections by the three presidencies and some members of the House of Representatives on it."

The source pointed out that "the abolition of the system of privileges and seriousness will be applied to ministers and below in the institutions of the Iraqi state," pointing out that "the legislation of this law will cancel about 100 decisions of the dissolved Revolutionary Command Council."

For his part, explains the member of the Legal Committee in the House of Representatives Hussein al-Aqabi that "the Federal Civil Service Law is still controversial within the financial and legal committees," noting that "some members of the House of Representatives want to keep the definition of salaries and privileges by the House of Representatives and not the Council of Ministers."

"These amendments will be amended before the law is submitted to the vote," he said, adding that "the adoption of this law will provide legal protection for all employees."

Kadhim al-Sayadi, a lawmaker, called on Wednesday to reconsider the confidence granted to Prime Minister Adel Abdul Mahdi and his government.

"The eight-month period is sufficient to diagnose the government and its performance," he said, adding that "the government has not taken any step forward to lift the suffering of the Iraqi people at the level of health, education, services and education."
"There is no real thing that can be presented as a government achievement before the people," he said. "The House of Representatives is unable to answer many of the Iraqi people's questions about what the government has presented, which is a good question,

[rtl]Shafaq News / Prime Minister Adel Abdul Mahdi, there is no fear of attempts to topple his government, returned his government "more solid and harmonious."[/rtl]
[rtl]"We are not afraid of attempts to topple the government because we did not turn to others, but the political forces are the ones who went to us," Abdul-Mahdi said in an interview with a group of media. "Today the government is more solid and harmonious and has something to defend."[/rtl]
[rtl]"The government is working according to the right rules of action, and the political forces must respect these rules," he said.[/rtl]
[rtl]"If the House of Representatives wants to sack the prime minister, the prime minister will honor this decision and deliver it to the secretariat," he said. "We do not believe that the political forces do not have maturity and jealousy for the country's interests."[/rtl]
[rtl]"We are in a new phase and the previous stage is over. We must build a new equation, not with weakening parties. Parties are very important in any democracy," he said.[/rtl]
[rtl]He pointed out that "the parties have the political space and the parliament, and we must protect the parties and guide them also and there is transparency between the parties and the public "He said.[/rtl]
[rtl]"When we reach the level that the political parties can not know the largest bloc to receive the government or want to go out," Abdul Mahdi said, "we have not yet formed an adult opposition or an adult majority. We are still living in the past, and we are optimistic that there are crises in the country. From the circle of quotas and that everyone wants to participate in the government, this is a golden opportunity to establish a system of political majority, and this depends on the law of parties and the importance of the parties to be an adult. You know Jayzze, I do not really like to give my opinion, I only share the news of the days, and I share them on the forum, I read my reading of the IRAQI government, and I specify the IRAQ government is working on democracy, and I would say a real first formation of a democratic government, either to have a consensus between them, or between the IRAQI, and not the interference of IRAN thanks to this Prime Minister who is neutral for the formation of the new government, he seeks the consensus between them, and he is ready to resign from his post if the world desire, and this is not what he wants no longer, I see democracy by this prime minister, good evening to all !! !

I will give my final opinion on this, I will give you the picture of my understanding on Iraq, the project was scheduled before 2014, and I repeat I am not a guru, but only a news reader, but when the Islamic state attacked Iraq that changed the banking principle, this is the IMF project, financial inclusion in the Arab world, especially Iraq, the united states want to rebuild iraq, so how to control the fraud in the reconstruction of iraq, by the electronic system like us with ATMs, about two years ago the director of the central bank had announced that he would make the changes on the removal of the three zeros with the winning conditions, like this year !! So the farther that it will go for me is either for the month of October because of the signature with the nasdaq, or else January 2020, but it does not bother me, that is in 5 months, and to rebuild it works in dollar, then it should be at least 1 to 1 with the united states for the value of the currency, and we'll see later if it's going to be like in 2012 according to the government's program estimate at $ 3.20 depending on what I read, but I am a new reader only, good evening to all !!

«Arab Monetary»: the development of a platform for the exchange of knowledge on modern financial techniques

23/07/2019

The House of Representatives begins the new legislative session next Saturday - Page 6 Rc_156386336997_23

"The regional working group established by the IMF to support the industry of modern financial technologies and innovation development is developing a platform for the exchange of knowledge and consultation on modern financial techniques," said the Arab Monetary Fund.

"The platform will include meeting documents, working papers and research on various technology topics, as well as links between modern financial technology companies, technology centers and business accelerators in Arab countries and around the world," said Abdul Rahman Al-Humaidi, Managing Director and Chairman of the Fund.

In addition to working on a glossary of terms, the first draft prepared by the Arab Monetary Fund includes a definition and explanation of the terminology of modern financial techniques, which will benefit the cadres in Arabic and English and the corresponding words in French. This is an important aspect due to the instability of tariffs in the field of modern financial techniques.

Al-Humaidi explained that the Group's most prominent technologies are blockbuster technologies, encrypted assets, digital currency issued by central banks, digital financial services and electronic payment services, cyberspace security, large data, industrial intelligence, threats and electronic risks.

"In recent years, the Fund has been working on the subject at regular meetings of the Board of Governors of Central Banks and Arab Monetary Institutions, based on strategic orientations, and discussed topics related to financial techniques at its recent meetings since 2016."

He added that the Fund has introduced the topics of modern financial techniques to the work programs of all committees and working groups emanating from the Council in various aspects. The Arab Banking Supervision Committee and the Financial Stability Group discussed the implications of financial stability and the role of central banks in setting controls And the development of censorship '.

He pointed out that the Regional Working Group discussed the enhancement of the financial coverage of the subject by examining the opportunities of benefiting from digital financial technologies and services in accelerating the efforts of financial inclusion in the Arab countries. The Arab Committee for Payment and Settlement Systems also discussed modern financial techniques and their impact on the development of electronic payment tools and reflections This reduces the cost of remittances and financial transactions.

Dr. Al-Humaidi pointed out that the Fund considered the importance of forming a specialized working group at the regional level within the framework of the Fund, which includes stakeholders and specialists for deliberation, study and exchange of ideas and knowledge, thus helping to promote the development and growth of the modern financial services industry and maximize opportunities for benefiting them in the Arab countries.

He added, 'The establishment of the group launched by the Fund aims to build a network of knowledge and specialists in the field of financial techniques at the level of Arab countries, as well as between Arab countries and international specialists from outside the Arab countries.'

Al-Humaidi explained that the Group contributes through the exchange of experiences and expertise in enhancing the diverse knowledge to support the industry of modern financial technologies and developing innovation in them, which helps the authorities in the Arab countries to develop the uses of modern financial technologies and develop a framework for their organization, in line with the strategies and visions of each country to reduce the potential risks.

He pointed out that the group of modern financial techniques meets twice a year, while maximizing the chances of benefiting from the conferences and workshops held in the Arab countries, to arrange on the sidelines of the group meetings whenever the opportunity arises.

And decided to host the above authorities for the lack of completion of the file of appointments for the education sector, despite the adoption of the budget for many months, although it provides great service to our students and find jobs for several thousand young graduates.

Claud (Moose)

This is good this morning with this news today, a beautiful summary of the IMF Middle East project on the image that I mentioned yesterday about the banking system in Iraq! have a lovely day everybody !!

In addition to working on a glossary of terms, the first draft prepared by the Arab Monetary Fund includes a definition and explanation of the terminology of modern financial techniques, which will benefit the cadres in Arabic and English and the corresponding words in French.

For me it is not complicated, I hear the end of the formation of the government, nothing will move before the government is complete, and it is a requirement of the World Bank to unlock the budget for reconstruction either during the last meeting between them for signing the document !! Have a lovely day everybody !!

The World Bank expects the recovery of Iraq's economy and Yemen and growth in Egypt

04/04/2019

The House of Representatives begins the new legislative session next Saturday - Page 6 Rc_155435962274_23

The World Bank predicted that the economy of Iraq and Yemen will witness a remarkable recovery in the coming period, expecting the growth of the Iraqi economy by 2.8% this year, especially after the formation of a new government in Baghdad, compared to 0.6 per cent in 2018, and that the agreement on the reconstruction of Iraq will be granted The country's economy is a strong boost.

The bank also predicted a rapid rebound in Yemen if the violence, despite the continuing risks, continues, noting that the Saudi Vision 2030, which was included in the 2019 budget, will contribute significantly In diversifying the Saudi economy and reducing dependence on oil revenues in the public budget.

He predicted that GCC economic growth would reach 2.1 per cent in 2019, up 0.1 per cent from 2018. This was due to reforms by the GCC countries to reduce their reliance on oil revenues, as well as the huge volume of investment in infrastructure In preparation for hosting the Expo in 2020. "

The sharp contraction of the Iranian economy, due to the decline in oil production in part from US sanctions, will negatively impact the growth rate, The real Iran has another year of Rook D, with a recording rate of contraction - 3.8 per cent this year. '

The report predicted that oil-importing countries will see growth of 4 per cent this year, compared with 3.8 per cent in 2018. This was due to the return of tourism, especially to Egypt and Tunisia, which helped to reduce the trade deficit of these countries.

In its report, the World Bank said it expected Egypt to grow by 5.5 percent this year, the largest since 2008, making it one of the best performers among oil importers in the region. The report attributed the reason for the rise in natural gas production, the recovery of tourism and the increase in government investment spending. In addition, the reduction of subsidies several times, the increase in VAT revenues and income taxes, led to the reduction of the budget deficit in Egypt during the past two years.

The report warned of the economic challenges facing Lebanon due to debt burdens, which account for about a third of total public spending. Bank experts expect Lebanon's debt to be around 151 percent of GDP this year. Accompanied by a rise in the overall budget deficit to 12.4 per cent of GDP during the current year, compared with 11.5 per cent in 2018.

World Bank expects Yemeni economy to recover

The report pointed out that the announcement of the formation of the new government in Beirut may lead to strengthening the morale of the market, especially with expectations of a new reform package of public finance soon, adding that the expectations of the economic performance of oil importing countries in the region closely linked to developments in neighboring countries rich in oil, Especially in the GCC countries. As the recovery of oil-exporting countries is linked to increased capital flows, foreign direct investment and cash transfers to neighboring oil-importing countries.

On the other hand, the report expected GDP per capita in MENA to rise by 1.8 per cent and 1.3 per cent in 2020 and 2021, respectively. GCC GDP per capita is expected to recover this year, with the exception of the Sultanate of Oman and Bahrain, which is expected to achieve negative GDP per capita growth despite the increase in real GDP in both countries during the current year. . The report attributed the increase to arrivals and the annual growth rate of the population of the two countries by 4 per cent and 5 per cent, respectively.

The report said that national income per capita is expected to increase by 2.6 per cent in oil-importing countries, while per capita income in developing oil-exporting countries will fall by 2.4 per cent due to the sharp decline in per capita gross domestic product in Iran.

The World Bank forecast real GDP in the region to grow by 3.4 and 2.7 per cent in 2020 and 2021, respectively. "The oil-importing countries are expected to see economic growth rise to 4.7 per cent of real GDP by the end 2021. Djibouti leads these countries at a growth rate of 8 per cent in 2021, supported by government investment in infrastructure.

The rise in US Treasuries, which is priced in the Middle East and North Africa (MENA), on the basis of which sovereign debt can be raised, could raise foreign borrowing costs for the region, the report said. It is expected that the average ratio of total external debt to GDP in the region will be 30 percent, compared to 40 percent in the GCC.

The inclusion of Saudi Arabia, the UAE, Bahrain, Kuwait and Qatar in the JPMorgan Emerging Markets Index will lead to increased capital flows to the GCC, where experts at the World Bank The United States, China and the EU may adversely affect economic growth in the region. He attributed the reason for the slow growth in these countries, to the uncertainty caused by international trade tensions between the EU and the United States and China, and the decline in fiscal stimulus in the United States.
