The three presidencies held a meeting at the Peace Palace in Baghdad on Saturday evening in the presence of President Barham Salih, Prime Minister Adel Abdul Mahdi, and Speaker of the House of Representatives Mohammed Halbusi.
A statement issued by the Presidency of the Republic said that "the two discussed the amendment of article (58) of the budget law, and decided during the meeting to grant more time to the government until 24-10-2019, (the end of the year of the government) in order to choose personalities to run state institutions, And end the file of the administration by proxy and support the government in choosing the best in accordance with the principle of efficiency and integrity and achieve national balance away from quotas.
"The meeting focused on the national framework document for a unified Iraqi policy. The participants also stressed the need to limit weapons to the state, to protect national sovereignty and to confront all those who want to engage Iraq in conflicts and conflicts outside the interests of its people," the statement said.
"The meeting stressed the need to establish balanced relations with the Arab, regional and international environment in accordance with the national interest," the statement said.
The statement added that "the three presidencies reiterated the importance of protecting diplomatic missions in Iraq, and take legal measures deterrent against those who try to tamper with the security and safety of those missions and their presence in Iraq."

The Parliamentary Finance Committee confirmed on Sunday that the House of Representatives will vote on the amendment of Article (58) of the budget law concerning the grades for the next session next Tuesday, while pointing out that the new date was set on 24 October this year.

The House of Representatives in its thirtieth session held under the chairmanship of Mr. Mohamed Halboussi, the President of the Council on Tuesday 2/7/2019 and in the presence of 172 deputies, read five laws among them proposed the First Amendment Law of the Budget Law for 2019 and extended the legislative term Current one month.
At the beginning of the session, which opened under the chairmanship of First Deputy Speaker of the House of Representatives, Mr. Hassan Karim al-Kaabi, the vote on the appeals filed on the health of the membership of some ladies and gentlemen was postponed due to the absence of a two-thirds majority.
The Council voted to proceed with the report and discuss the proposed amendment to the First Law of the Federal General Budget of the Republic of Iraq for the fiscal year 2019 No. (1) for the year 2019 submitted by the Finance Committee.

Mr. Halaboussi also called on the ladies and gentlemen to support the efforts of the Ministry of Culture to add the Babylonian monuments to the World Heritage List.
The Council completed the first reading of the draft law on survivors of Yazidiyat, submitted by the committees of martyrs, victims, political prisoners, human rights, women, families and children. On the establishment of the Global Drylands Alliance.
During the meeting, which was chaired by Vice President Dr. Bashir Haddad, the Council concluded a report on the first amendment to the Agricultural Quarantine Law No. 76 of 2012, submitted by the committees of agriculture, water, marshes, health and environment.
The interventions of Ladies and Gentlemen focused on the need to keep the application for health leave from the importing person and to increase the allocation of quarantine staff.
The Council concluded the discussion of the draft law of the Information and Communication Authority, submitted by the Committees of Services, Reconstruction, Culture, Information, Tourism and Antiquities.

Dr. Bashir Haddad called on the parliamentary committees to follow up the affairs of the care institutions and orphanages, and called on the government to pay great attention to the role of the shelters and the guests residing there.
Dr. Haddad directed the hosting of the two heads of the Sunni and Shiite Awqaf by the Awqaf and Religious Affairs Committee to discuss the dispute over Awqaf in Nineveh province, as well as the hosting of the security and defense committees and displaced persons responsible for the Ministry of Displacement and Migration to inquire about the possibility of returning displaced Iraqis residing within the Syrian border.
The Council also completed the first reading of the draft law to address the violations of housing provided by the committees of services, reconstruction, legal, security and defense in order to address the abuses of housing on land owned by the state or municipalities within the limits of the basic designs before the date of entry into force of this law and correct the legal status of those who exceeded the rent of land over which to build residential homes and for the purpose Preventing the encroachment on real estate belonging to the state and municipalities and the removal that they have obtained.

The Cabinet approved a recommendation from the housing consultative group that investors in housing projects need to complete a percentage of the planned building work before they are allowed to own the land.

A member of the Monitoring Committee on the implementation of the government program and strategic planning, Anam Khuzaie, said Saturday that the government sent its semi-annual report to the Committee, noting that the report indicates the completion of 70% of its program.

"The government has promised the parliament to send bi-monthly or quarterly reports, but no report has been received, despite ongoing communications from the Strategic Planning Committee," Khuzai told the NRC.

"After the letter of reference, the government sent a semi-annual report because of pressure to inform the people and the House of Representatives about its achievements of the government program," noting that "the government confirmed in its report that the percentage of completion of the government program 70%."

Khuzai said that "the number of achievement referred to by the government is excessive because the number of projects existing 1600 projects in the report and implemented according to the report is only 44 projects, asking," If this completed 44 projects, how to be 70%? ".

She explained that "the government stated in its report that there is part of the deviations in the government plan by about 25% and caused by the ministries of planning and finance," indicating that "the government explained that the reason for deviating from the plan not to launch financial allocations from the Ministry of Finance and failure to complete projects in real form from the Ministry of Planning "He said.

The decision of the House of Representatives Khadija Ali, Saturday, that the parliament decided to intensify its meetings during the month to complete three files, "important and necessary," including the amendment of the budget law.


In an interview with Alsumaria News, Ali said that "the House of Representatives decided during this month to intensify its sessions by two sessions every week for Monday and Thursday, including two days for the work of parliamentary committees," indicating that "the intensification of parliamentary sessions during this month came to resolve three files are important and necessary."






"The first file concerns the amendment of the draft budget law in order to give the legal cover to extend the work of agencies and special grades to reach the government's resolution of this important and vital file," she said, adding that "the other file is to resolve the candidate of the Ministry of Education being an important ministry and linked to a large segment of Iraqis Which is the student segment. " 

Ali pointed out that "the third file is no less important than the two previous files, which is the service laws and laws related to the work of the Iraqi state, including the Federal Court Act and a number of other laws that need to work to complete them.


The legislative recess was due to begin on Wednesday, but the speaker of the House of Representatives decided to extend the second legislative term for one month in order to complete the "important" laws.

after ten day vacation I see the same garbage next sat. will they have a vote on the education post or the cbi   will they pass all the laws needed?how  . despites all the gurus claims any day.how about the budget law that was supposed to go into effect by june 30? remember what shabby said the best time to do it is in the beginning of the year or in the middle of the year and we passed both time lines.  besides the gurus bs and next sat session  what else say you?

The draft federal civil service law sparked a wide debate between the Finance Committee in the House of Representatives and senior officials of the three presidencies who objected to the abolition of their privileges and raise the risk of their salaries and equality with the rest of the state employees.

The draft law grants the Council of Ministers the right to determine the salaries of state employees and privileges, as well as to eliminate all disparities and differences between the employees of the Green Zone and their counterparts in ministries and state institutions.

"The aim of the unified civil service law is to reduce the disparity in the salaries of employees throughout the Iraqi state through the abolition of privileges and risk," said member of the parliamentary finance committee Jamal Kouger in a statement quoted by the newspaper "Al Mada".

"The new legislation will consolidate salaries and eliminate the disparities between the staff of the ministries and the three presidencies," he said. He also notes that "once this law is passed, many laws will have to be repealed in a gradual manner."

The member of the Finance Committee that "the most prominent laws that will be canceled after the adoption of the Federal Civil Service Act are the laws governing the salaries of the three presidencies and their allocations and gravity," pointing out that "the upper classes of senior officials of the Iraqi state expressed their rejection of the adoption of this law because it limits their privileges" .

The House of Representatives completed during the last sessions reading the first and second draft of the draft law on the federal civil service amid objections by several members of the House of Representatives and the staff of the three presidencies, because the project eliminates privileges and risk.

It is estimated that the number of employees of the House of Representatives is 1955. Employees of the Presidency of the Republic number 1068 employees, and the employees of the Council of Ministers 3587, since they earn imaginary salaries compared to their counterparts from ministries and state institutions.

The previous governments have introduced a system of allocations and risk for the three presidencies to encourage them to continue working and not to leave the job after the security services recorded many cases of assassinations that affected the staff during the period of sectarian conflict.

The Kurdish MP that "the legislation of this law will enable the State to address the momentum in the appointments to ministries that enjoy the system of allocations and gravity and direct appointments to all ministries without exception." 

Staff members in the three presidencies are often appointed by the dominant parties to the political scene by setting conditions and controls that require the nomination of candidates for appointment from the parties to approve the appointment.

The member of the Finance Committee parliamentary Jamal Kogger that his committee "completed all amendments to the law, except for the observations reached recently by some civil society organizations and the three presidencies."

On the other hand, a parliamentary source, who declined to be identified, said that "the federal civil service bill sent by the government of Abbadi to parliament in the previous session gives the right to the Council of Ministers to determine the salaries of employees and privileges through the instructions and controls to be issued to implement this law."

According to the source informed that "the law is mature and developed, but requires review and treatment of some of the paragraphs before being presented to vote within the House of Representatives," asserting "the arrival of many objections by the three presidencies and some members of the House of Representatives on it."

The source pointed out that "the abolition of the system of privileges and seriousness will be applied to ministers and below in the institutions of the Iraqi state," pointing out that "the legislation of this law will cancel about 100 decisions of the dissolved Revolutionary Command Council."

For his part, explains the member of the Legal Committee in the House of Representatives Hussein al-Aqabi that "the Federal Civil Service Law is still controversial within the financial and legal committees," noting that "some members of the House of Representatives want to keep the definition of salaries and privileges by the House of Representatives and not the Council of Ministers."

The Cabinet held its regular session in Baghdad on Tuesday under the chairmanship of Prime Minister Adil Abd Al-Mahdi.
The Cabinet approved the first amendment of the General Population and Housing Census law no. 40 of 2008.
The Cabinet authorised the General Company for Trading and Processing Grain (Ministry of Trade) to borrow a trillion and four hundred billion Iraqi dinars from TBI (Trade Bank of Iraq) for paying the dues of farmers for the year 2019.
The Cabinet also approved the draft law for Yazidi female survivors. The draft law will be forwarded to the State Council, which will be responsible for auditing it and returning it to the General Secretariat of the Council of Ministers. It will then be sent directly to the Council of Representatives.
The Cabinet discussed writing treaty reports for conventions which Iraq had adhered to or ratified, including:

The National Sindh parliamentary bloc on Saturday called on the government to implement the laws in force and to grant compensation for the slaughters of martyrs and political prisoners and wounded and covered by the implementation of Article 140 of the Constitution because of the great damage caused by the former regime. 
The bloc, in a press conference held by its members today: "We call on the basis of Article 132 of the Constitution the implementation of legislation in force, including the law of the Martyrs Foundation No. 2 of 2016 and Law 35 for 2013 and Law 16 of 2010 and Law 57 for the year 2015 and the Committee to implement Article 140 of the Constitution. 
The bloc called on the prime minister to "intervene and resolve the demands of those covered by the laws in force and the justice of those affected by the former regime within a specific time frame.
"As for article 140 of the Constitutional Committee and Law 16 of 2010, they are also marginalized and oppressed and consider large segments of the people of the center and south who opposed the former regime and destroyed their role and burned their land, especially those involved in the uprising of the people of 1991 and the uprising of Basra on 17/3/1999 The areas of Basra and Dhi Qar and the market of Shiouh of the tribes of Joiper and Asajra and Beni Said and Jammal in Shatrah as well as the tribes of Alb Hassan in Muthanna and other provinces.

"The regional working group established by the IMF to support the industry of modern financial technologies and innovation development is developing a platform for the exchange of knowledge and consultation on modern financial techniques," said the Arab Monetary Fund. 

"The platform will include meeting documents, working papers and research on various technology topics, as well as links between modern financial technology companies, technology centers and business accelerators in Arab countries and around the world," said Abdul Rahman Al-Humaidi, Managing Director and Chairman of the Fund.
 
In addition to working on a glossary of terms, the first draft prepared by the Arab Monetary Fund includes a definition and explanation of the terminology of modern financial techniques, which will benefit the cadres in Arabic and English and the corresponding words in French. This is an important aspect due to the instability of tariffs in the field of modern financial techniques.

Al-Humaidi explained that the Group's most prominent technologies are blockbuster technologies, encrypted assets, digital currency issued by central banks, digital financial services and electronic payment services, cyberspace security, large data, industrial intelligence, threats and electronic risks. 

"In recent years, the Fund has been working on the subject at regular meetings of the Board of Governors of Central Banks and Arab Monetary Institutions, based on strategic orientations, and discussed topics related to financial techniques at its recent meetings since 2016."

He added that the Fund has introduced the topics of modern financial techniques to the work programs of all committees and working groups emanating from the Council in various aspects. The Arab Banking Supervision Committee and the Financial Stability Group discussed the implications of financial stability and the role of central banks in setting controls And the development of censorship '. 

He pointed out that the Regional Working Group discussed the enhancement of the financial coverage of the subject by examining the opportunities of benefiting from digital financial technologies and services in accelerating the efforts of financial inclusion in the Arab countries. The Arab Committee for Payment and Settlement Systems also discussed modern financial techniques and their impact on the development of electronic payment tools and reflections This reduces the cost of remittances and financial transactions.

Dr. Al-Humaidi pointed out that the Fund considered the importance of forming a specialized working group at the regional level within the framework of the Fund, which includes stakeholders and specialists for deliberation, study and exchange of ideas and knowledge, thus helping to promote the development and growth of the modern financial services industry and maximize opportunities for benefiting them in the Arab countries. 

He added, 'The establishment of the group launched by the Fund aims to build a network of knowledge and specialists in the field of financial techniques at the level of Arab countries, as well as between Arab countries and international specialists from outside the Arab countries.' 

Al-Humaidi explained that the Group contributes through the exchange of experiences and expertise in enhancing the diverse knowledge to support the industry of modern financial technologies and developing innovation in them, which helps the authorities in the Arab countries to develop the uses of modern financial technologies and develop a framework for their organization, in line with the strategies and visions of each country to reduce the potential risks.

Baghdad (IraqiNews.com) A member of the Parliamentary Economic and Investment Commission, MP Noura al-Bajari, confirmed on Wednesday that the initiative to revalue and delete zeros from the Iraqi Dinar is ready for implementation by the Central Bank although it will be delayed by five years given the political and security situation of Iraq.

In an interview with IraqiNews.com al-Bajari saidThe policy to delete zeros from the Iraqi currency is ready to be executed by the Central Bank, however, its implementation will be delayed by 5 years on the basis of the extreme security and political situation of the country.”

Al-Bajari said that the head of the Central Bank of Iraq had previously said that this policy from parliament was accepted and that the zeros will be deleted from the Iraqi currency in the next 5 years.

The International Finance Corporation (IFC), a member of the World Bank Group, has signed a memorandum of understanding with the International Development Bank (IDB), one of Iraq's largest private banks, to start cooperation and expand financial services to the private sector and boost the country's economy. 
 
This memorandum of understanding would help the International Development Bank for Investment and Finance strengthen its position locally and support private and public sector companies. In view of the limited access of Iraqi companies to financing, the cooperation between IFC and the International Development Bank is aimed at facilitating access by the Bank's customers to financial services such as loans, trade finance and other forms of financing, which ultimately helps them to create jobs and contribute effectively to the process. Economic and social development.
