I particularly welcome guests coming from outside the Kurdistan Region. I salute the Roudao Center for Studies for its organization and management, and invite 14 research centers in the region at this critical time. In order to discuss ways of achieving peace, stability and progress in our region, I hope that we will find fruitful discussions filled with understanding among all parties. 

Gentlemen, 
as politicians and scholars, you have your own information and direction, so I would like to speak frankly in your presence. In fact, we want to fulfill our commitments to the people of Kurdistan and Iraq in general, as we want the people of the Kurdistan Region and Iraq a decent life and a suitable companion. 

The well-being of the people can not be achieved without political stability in the country, and services can not be secured if the country is in a precarious security situation, so we must start from these two points.

When we look at these two points, we find that the political leadership in the Kurdistan Region, before the fall of the former regime, made great efforts to build a new Iraq in this way. To achieve this goal, many meetings were held between the Iraqi political parties in Erbil before and after the fall of the regime. We have been looking to build an Iraq for all, but that did not happen to all nationalities and components unfortunately, and the civil state was not built and the state of citizenship !, so the terrorist organizations benefited from these situations and enabled Al Qaeda to expand his presence in Iraq, and then strengthened his influence more in the Jalabab Ansar al-Sunna , And then became a bigger and stronger terrorist organization in the name of the organization, which ruined the situation of Iraq and the region and the world at large. 

Distinguished guests,
If we look at this as a "conspiracy" and that it came to Iraq from the outside, and we looked at this issue and the phenomenon in this perspective, we will not reach any solution, and perhaps we will go to a situation worse unfortunately !. 

There are currently continuous movements for the Da'ash in the strategic line of Diyala, Kirkuk, Salah al-Din, Anbar and Mosul, and up to Syria, and has nightly terrorist movements and attacks targeting the security forces and public places, and most of the elements that carry out these movements, Even if such a tense atmosphere is eliminated, another terrorist organization is expected to emerge from the remnants of this organization, in light of this situation and on this ground, so we must reach a radical solution.

The new Iraqi state itself has been defined by the constitution and the current system as a federal democratic state. In such a state, the absence of reconstruction, services and participation in the administration will be appropriate and common, until stability and prosperity and prosperity are in place. 

The neglect of equal participation and the spread of weapons as currently exist have made it possible to provide economic development as well as the continuity of trade and economic movement and many of the daily needs are very difficult and have had a very negative impact and are a barrier to political solutions and created a state of instability for citizens. Of all components. 

The solution to this situation must be done under the Iraqi constitution. The Kurdistan Region, when criticizing the non-application of 55 constitutional articles, related to the rights of the people of Kurdistan, he wants more than others to be the sovereignty of the Constitution. 

Gentlemen,
In order to rid ourselves of the seeds of terrorism in Iraq and eliminate it, we must first rebuild the devastated places. The ground for terrorism is in devastation and underserved areas, so reconstruction must begin quickly. 

We are all sorry to be one of the oldest cities in the region and the world, the city of Mosul is so devastating. The government should support the owners of the Mosul capital to take the lead in rebuilding Mosul with their hands. The people of all the provinces of central Iraq, not a number of people in those provinces, should feel that they are partners in the administration and administration of Iraq. For the purpose of eliminating terrorism and preventing its emergence under a different name, we need to develop our educational system in Iraq, to ​​have a new and accurate reconstruction plan, to have appropriate participation of all nationalities, religions and sects in the administration of the country and to promote and deepen peaceful coexistence in Iraq. And provide health insurance, social security for the unemployed and the poor, and the reasons for living and study for those who lost their parents and mothers, as stipulated by the Iraqi Constitution. 

However, in order to do so, all parties must openly engage with each other and develop a common understanding, joint action and consensus in Iraq. We are ready to start this in every way, and from today.

Prime Minister Adel Abdul Mahdi is a suitable figure for such a stage, and all political parties should be convinced that our joint work for better management and stability is very necessary, especially if they recall the low percentage of citizens' participation in the recent Iraqi parliamentary elections, And manage the country. All parties should act and act in a manner that will restore the confidence of the Iraqi people in the political system once again. 

Gentlemen, 
before the fall of the former regime, the Kurdistan Region was "the other Iraq". Iraq's model, which Iraqi opposition political parties have been proud of, is a symbol of the inevitability of regime change and the building of an advanced Iraq on the basis of federalism.

The Iraqi opposition at the London and Salahuddin conferences ratified the federalism and were fixed in the interim Iraqi constitution and then permanent. The people of Kurdistan were convinced that this regime, given the diverse nature of Iraq, would be further developed and expanded. Our view in the past and now in Iraq was that the federal system was the right path and order, a system that must be expanded and deepened in Iraq. 

However, I would like to tell you frankly that unfortunately we feel that the principle of federalism and the federal system has not yet been established in Iraq, and there is still no full understanding of the concept and principle of federalism and its system. This is why there is still a kind of dealing with the Kurdistan Region is not like dealing with the territory, it is more like dealing with the province. We hope that this modus operandi will be modified during the current government term.

There were no agreements or pledges in this picture, and the Iraqi constitution laid the foundations of federalism, and the opening of many articles of the Iraqi constitution the way to expand and consolidate the federal system, so that the federal system will be entrenched and deepen in the management of Iraq, but that we touch through the method of dealing and draft laws, Is in fact contrary to this constitutional perspective, and this is a violation of the foundations of consensus and federalism, that is completely contrary to the Constitution. 

There are articles that refer to the enactment of new laws that have been included in the Iraqi constitution so that the laws can be enacted on the basis of the federal system, and the inappropriate laws are amended to change the system to a real federalism, but what we see is practically the opposite! That we all have to adjust this approach in dealing with the enactment of laws, because it is contrary to the Constitution.

ERBIL, Kurdistan Region – To defeat the root causes of terrorism Iraq must rebuild all areas destroyed by war while supporting local investors to lead reconstruction initiatives and give all communities a genuine role in governance, KRG Prime Minister Nechirvan Barzani said in a message at the first Erbil Forum on Friday.

“To eradicate the roots of terror in Iraq and prevail over it we will have to first start rebuilding the destroyed areas,” Barzani said in a speech read at the forum by Interior Minister Karim Sinjari. “Terrorism thrives in neglected areas deprived of services. Reconstruction must start fast.”

Barzani cited Mosul as a place where the government could start building a true partnership with people.

“It saddens us all to see one of the most ancient cities in the world—Nineveh—destroyed like this,” said Barzani. “The government must support Mosul investors to lead the rebuilding initiative. People in all provinces should feel they are part of the administration of Iraq.”

The Kurdish prime minister said Iraq should respect its own constitution, which is based on federalism and the distribution of powers.

“Iraq defines itself as a federal democratic state and in such a state reconstruction, services, and participation would be for all, which would lead to stability and then prosperity,” read Barzani’s message at the forum, attended by Iraqi and Kurdish officials, academics, and diplomats.

Even finding a political solution is not easy because of “the lack of a true partnership and the prevalence of guns that have hampered economic progress, the flow of trade, and the delivery of people’s needs,” Barzani added.

The prime minister said the government must find a balance between ensuring security and fulfilling its other duties.

“We want for the people of the Kurdistan Region and Iraq a dignified life and prosperity,” Minister Sinjari read on behalf of the PM. “But a people will not have prosperity without political stability. In the meantime it is not easy to provide public services when people and the country live in a fragile state of security.”

Barzani referred to conferences among Kurdish and Arab leaders prior to the 2003 US invasion where they had envisioned a new democratic Iraq, which, he said, they had failed to implement.

“We were envisioning an Iraq for all, but unfortunately that was not the case for all communities and building a modern state did not happen.” Barzani said. “Terrorist organizations exploited this reality and spread across the region.”

He suggested that the cause of Iraq’s ills lay within.

“A solution for this must be found through the Iraqi constitution,” he said. “When the Kurdistan Region says that 55 constitutional articles have not been implemented more than anything we want the sanctity of the constitution.”

“I must tell you frankly that the idea of federalism and the system haven’t found each other yet in Iraq.” Barzani addressed the forum. “That’s why the Kurdistan Region is treated as a province and not as a region. We hope that this approach is changed under the current government.”

Meanwhile Barzani described Iraq’s current Prime Minister Adil Abdul-Mahdi as “the right person for this phase” and called on all political parties “to understand the importance of working together for a better governance and stability.”
