The National Center for Administrative Development and Information Technology held a seminar to present the results of the study on the identification of the training needs of the top and middle leaders prepared by the six Azhar Abdel-Jabbar, the research head of Wasta Shaima Abdel Rahim, director and Mr. Mohamed Khaled, senior researcher. 

Purpose of the study 

The aim of the study was to identify the training needs of the top and middle leaders of the sample of the study consisting of five ministries (Planning, Electricity, Migration, Displaced Persons, Water Resources and the Ministry of Labor and Social Affairs), as well as the importance of the training requirement for each technical, humanitarian and administrative skill. Skills from the leadership level (middle and upper) from the point of view of the study sample. The study was designed to collect data and analyze the data using the statistical program (23 SPSS v).There is a discrepancy in the level of technical leadership skills in the ministries surveyed with the Ministry of Planning distinguished by technical and administrative skills. This is due to the nature of the ministry's specialized work and the joint committees with all ministries. The degree of importance of the training need exceeds the leadership skills (technical, humanitarian and administrative) Relative to the degree of importance of some skills depending on the difference of leadership level. 

Recommendations 

The recommendations of the study: The need for the participation of administrative leaders in development training courses because of its importance in the success of the comprehensive administrative development plans and in line with the directions of the state in administrative reform Note that there is within the training plan for the National Center for Administrative Development and Information Technology special axes of the higher and middle administrative leadership, Financial for the field of training in all departments of the State to promote the training process, especially for the administrative leaders and it is necessary to take the opinion of the administrative leaders themselves when determining the training needs and not rely solely on identifying the needs of the ministry,In addition to the need to increase the attention of ministries in the field of training, especially in the field of e-government and sustainable development, especially the advanced cadre, as well as determining the training requirement for all levels of leadership as a cornerstone for the success of their training programs. This creates a broad base of distinguished leaders at all levels. With all efficiency and effectiveness depends on the development of human resources, especially administrative leaders to fill administrative positions.
