The Supreme Council for Combating Corruption, is a coordinating council to unify and guide anti-corruption measures and coordinate the work between the regulatory system, stressing that the state policy is currently concerned with the fight against corruption, which according to the Constitution of the Prime Minister, stressing that there is no legal impediment Of the continuation or existence of the Council. 
"The Supreme Council for Combating Corruption is an extension and a continuation of the previous Supreme Council before it and was known as the Joint Coordinating Council for Combating Corruption," said Ezzat Tawfiq, head of the panel. 
He pointed out that "the Council is limited to tasks, including the collection of regulatory bodies, represented by the Office of Financial Supervision and the Integrity Commission and the system of inspectors offices and the Supreme Judicial Council and the representative of two members, including the head of public prosecution and the second head of the judicial supervision.
Tawfik added that "talk about the legal basis for the formation of the Council is premature, because the policy of the State to combat corruption and guide public policies is in accordance with the Constitution of the Prime Minister because he is the highest executive head in the country, and there is no legal obstacle to the existence of the Council or its continuation, Direct anti-corruption measures and coordinate action between the system. " 
"The UN Convention against Corruption, which Iraq acceded to and ratified in 2007, has become an internal law that obliges the state to exercise its legislative, executive, judicial and other regulatory powers," he said. The efforts of the state in the field of fighting corruption, and the Council is one of these channels. "
The head of the Integrity Commission, the Prime Minister, the sponsor of the state's policies and directions, and therefore is the supervisor of the unification of procedures and coordination and can not be a substitute for the constitutional or legal bodies represented by the Court of Financial Control or the Integrity Commission or the Supreme Judicial Council or the bodies mandated under the Constitution and the law to carry out its functions and responsibilities " . 
He added that the council coordinates and unifies the efforts to form a strategic control policy, pointing out that what the Integrity Commission requires of outputs within its control policy and what is requested by the Audit Bureau will be directly enforceable as the Prime Minister is the head of the executive authority. Programs and monitoring of policies in the field of anti-corruption, will facilitate the monitoring bodies and follow-up and supervision of the evaluation of policies and programs through the Joint Council.
Tawfik said that the council will shorten its role and the two sides' financial supervision, measures, time and effort to implement its programs and policies, and that its existence will overcome the obstacles and great challenges that may be faced in the fight against corruption, pointing out that the council will work to remove these obstacles. The Council of discussion and demand to direct a specific policy to deal with this file. "
