Baghdad / Emad Al-Amara

The development of local sustainable in Iraq depends on a set of elements and conditions must be met to achieve the goals and translated into reality, because the success of this development needs some real solutions, including the activation of local administration and popular participation as one of the most important guarantees that raise the rates of development.

Local Administration

"The local administration is one of the important branches of public administration, one of the oldest administrative decentralization and the most applied," said Dr. Wafaa Al-Mahdawi, a consultant at Beit Al-Hikma. "Her work includes providing local authorities with individual authorities and authorities. The existence of independent local units in their functions and responsibilities for the central government in accordance with the powers granted to them.
"These units are linked to the central government to the extent that the state guarantees its political and administrative unit. Local administration therefore represents the distribution of the administrative function between the central government and elected local bodies operating under the supervision and supervision of the central government."

Development process

Mahdawi pointed out that "the local administration is very important for its role in the development process through the local bodies and communities because they are close to the population and stems from them and is able to identify the local conditions and needs and involve the local population in thinking and effort in the development of programs aimed at community development and implementation, By persuading the importance of these programs and their returns to both the local population and the state. "
"The various local authorities have a growing responsibility for development as general trends towards sustainable local development grow," she said. "The role and efficiency of the local administration is reflected in the process of local development of the local communities by enhancing the transfer of information from local to national levels and vice versa, helping to strengthen the relationship between the citizen and the state and benefiting from the local capacities, while activating the participatory process and targeting development programs for the poorest groups. Coordination between all actors. "
Popular participation
Mahdawi stressed that "the subject of popular participation has become one of the most important topics at all levels and the occupation of economists, policy and planning in various countries of the world because of the safeguards that raise the rates of development, it is a process by which the public gain a greater understanding of their social reality."
And the importance of popular participation called Al-Mahdawi to "plan to support and encourage, and to provide opportunities that accommodate many citizens to increase their activities and their positive impact on the results of community development projects and society as a whole."

Planning procedures
In a related context, economic researcher Dr. Salima Hashim explained that "popular participation makes people effective rather than just subject to their ability." "People need opportunities within an institutional framework, planning procedures, policy-making and decision-making institutions at the local level, providing services and services," Hashem said. "Individuals need opportunities to influence the mobilization and management of resources and the provision of services through public opinion, Consultative and monitoring mechanisms that direct and transfer the preferences of the beneficiaries of the services to the service managers and the competing parties to provide and provide services. "
"People's participation requires increasing the capacity of individuals to participate effectively, part of which is determined by the basic capabilities of individuals in the financial, material, information and organizational fields. By obtaining these resources, individuals and communities are more able to exploit the opportunities for influence in institutional governance and to provide Services to meet their needs and improve their living standards ".
