approved Jordanian King Abdullah II on Monday, the general amnesty law in the country, which includes in one of its articles amnesty to Iraqis living in Amman from fines. 

Under the decision of the Jordanian monarch on the approval of the general amnesty law 'We Abdullah II Bin Al Hussein King of Hashemite Kingdom of Jordan, under Article 31 of the Constitution, and based on the decision of the Senate and the House of Representatives, endorse the following law and instruct Basaddarhoadavch to state laws: -

Almadh1- this law is called (general amnesty law for the year 2019) and from the date of its publication in the official Gazette.

Article 2 (a) Except as provided for in Article 3 of this Law, a general exemption shall be exempted from all criminal and criminal offenses, offenses and criminal offenses committed prior to 12/12/2018, so that the state of criminality shall be removed from the ground and any effects of legislation And any criminal action and original or consequential penalty relating to any such offense shall be extinguished. 

(B) The offenses provided for in paragraph (a) of this Article shall be exempted. The cases covered by the provisions of this Law shall also be exempted from fines and fees imposed or imposed in criminal and criminal offenses, offenses or in any criminal proceedings. 

Article 3 (a) The exemption provided for in paragraph (a) of Article (2) of this Law shall not include the following offenses, whether for the original actor, partner, the instigator or the instigator, and the exemption shall not include the full initiation of any of the following:

1. Crimes against the external and internal security of the State provided for in Articles 107-153 of the Penal Code No. (16) of 1960. 

2. Crimes against associations of bad guys and unlawful associations stipulated in Articles 157- 163 of the Penal Code No. (16) for the year 1960. 

3. Crimes against the duties of the office stipulated in Articles 171-175 and Article 177 of Penal Code No. 16 of 1960 

4. Crimes against the public authority stipulated in Articles 185-187 ) Of the Penal Code No. (16) for the year 1960. 

5. Crimes of burning and destroying the records of the public authority contrary to the provisions of Article 205 and the offenses of assault on roads and transportation As stipulated in Articles 377-381 of the Penal Code No. 16 of 1960. 

6. The murder stipulated in article 327, paragraphs 2 and 4, and Article 328 of the Penal Code, 16) of 1960.

7 - The crimes of criminal theft and looting provided for in articles (400-405 bis) of the Penal Code No. (16) of 1960 if it repeats any of the crimes stipulated in this item. 

8 - Crimes of forgery of banknotes and crimes related to the coins stipulated in articles (239 - 255) of the Penal Code No. (16) of 1960. 

9 - Crimes of fraud (criminal) stipulated in articles 262 - 264 of Penal Code No. (16) For the year 1960. 

10 - Offenses against the offer, including rape, maltreatment and criminal abduction stipulated in Articles 292-302 of the Penal Code No. 16 of 1960. 

11. The offenses stipulated in Articles 28-31 and 33, And (34) and (59) of the Military Penal Code No. (58) for the year 2006.

12. The offenses of espionage provided for in Articles 14, 15 and 16 of the Law for the Protection of State Secrets and Documents No. (50) of 1971. 

13. The offenses of narcotic drugs and psychotropic substances mentioned in paragraphs (b) and (c) of Article (12) and Articles 15-20 of the Narcotics and Psychotropic Substances Law No. 23 of 2016. 

14. Crimes committed contrary to the provisions of the Law on the Trial of Ministers No. 35 of 1952. 

15. Crimes committed contrary to the Economic Crimes Law No. 11 ) For the year 1993 or any offense to be relied upon. 

16. Crimes committed contrary to the provisions of Articles (16), (23) and (26-28) of the Integrity and Anti-Corruption Law No. (13) of 2016.

17. The offenses of dealing with slavery as provided for in Article 5 of the Abolition of Slavery Act of 1929 and the crimes of human trafficking stipulated in Article 3 of the Prevention of Human Trafficking Law No. (9) for the year 2009 except for the crimes of exploitation related to the removal of organs if for the benefit of an asset Or branches of the complainant. 

18. Crimes of money laundering and terrorism financing provided for in Articles 3 and 4 of the AML / CFT Law No. 46 of 2007. 

19. Crimes committed contrary to the provisions of the Prevention of Terrorism Law No. (55) of 2006 and its commencement. 

20. Crimes set out in article (11) of the Firearms and Ammunition Act No. 34 of 1952. 

21. Crimes set out in Article 12 of the Crackers Law No. 13 of 1953 .

22. Fines resulting from violating the provisions of the Income Tax Law, the General Sales Tax Law and the Customs Law. 

23. Crimes committed contrary to the provisions of the Law of Residence and Foreigners Affairs No. (24) of 1973, unless the conditions are fulfilled according to the provisions of the law within (180) days from the date of entry into force of the provisions of this law. 

(B) The exemption provided for in paragraph (a) of Article (2) of this Law shall include the following offenses, whether for the original actor, partner, the instigator or the instigator, and the exemption shall include the commencement of any of them, if accompanied by the revocation of the personal right, The amount to be awarded even if the judgment acquired the determinative degree:

(326) of the Penal Code No. (16) for the year 1960 and the commencement stipulated in paragraphs (2) and (4) of Article 327 ) And the initiation provided for in Article 328 of the Penal Code itself. 

2. Crimes of causing death in violation of Article 343 of the Penal Code No. 16 of 1960 and Article 27 of Traffic Law No. 49 of 2008. 

3. Crimes leading to death stipulated in Article 330 of the Law Penalties No. (16) for the year 1960. 

4. Crimes against the persons listed in Articles 334 and 335 of Penal Code No. 16 of 1960. 

5 - Offenses of quarrel stipulated in Article (338) of the Penal Code No. (16) for the year 1960. 

6. Fraud, check and credit-fraud crimes provided for in Articles 417-421.
Article (423) of the Penal Code No. (16) for the year 1960. 

7. Fraudulent fraud crimes stipulated in article 438, paragraph (438) of Penal Code No. 16 of 1960, and fraud crimes in the type of goods provided in Article 433 of the Penal Code No. (16) for the year 1960. 

8. slander crimes, perjury and perjury stipulated in articles (210) and (214) and (221) of the Penal Code No. (16) for the year 1960. 

9 - Crimes committed contrary to the provisions of Articles (379), (455) and (456) of the Penal Code No. (16) of 1960 and crimes committed contrary to the provisions of the Water Authority Law No. (18) of 1988 and the General Electricity Law No. (64) 002. 

10- The crimes of burning contrary to the provisions of Articles (368-373) of the Penal Code No. (16) of 1960.

11. The crimes of criminal theft and robbery provided for in articles (400-405 bis) of the Penal Code No. (16) for the year 1960 if it is not repeated for any of the crimes mentioned in this item. 

12 - Crimes of forgery stipulated in Article (265) of the Penal Code No. (16) for the year 1960. 

Article (4) Notwithstanding the provisions of Article (3) of this Law, the penalty prescribed for crimes committed prior to 12/12/2018 shall be reduced to the following: 

(a) half of the penalty for the murder provided for in paragraphs (2) and (4) of Article 327 of the Penal Code No. 16 of 1960. 

B-1 for a period of fifteen years if the death penalty provided for in article 328 of the Penal Code No. 16 of 1960 is only if it is accompanied by a felony not covered by the provisions of this law.

2. Half of the penalty if the penalty under article 328 of the Penal Code is less than the death penalty unless it is accompanied by a felony not covered by the provisions of this law. 

Article 5 Nothing in this Law shall prevent: 

(a) The judgment of the Personal Prosecutor of civil obligations and the enforcement of his judgment. 

B. Confiscation, destruction or disposition of goods other than commercial purposes in accordance with the provisions of the relevant laws. 

Article 6: The detainees and convicted persons covered by the provisions of this law shall be released by an order issued by the Public Prosecution to the competent authorities. In cases that are still pending before the courts, the public prosecution or any other body, In accordance with the provisions of this law. 

Article 7: This law shall not affect the validity of judgments and decisions that were executed before the provisions of this law came into force.

Article 8: A committee shall be formed under the chairmanship of the President of the Court of Cassation, the Head of the Public Prosecution and the Public Prosecutor at the Court of Appeal of Amman, the Attorney General at the Grand Criminal Court and the Public Prosecutor at the State Security Court to consider any objection, controversy or interpretation arising from the application of the provisions of this law. . 

Article (9) The Prime Minister and the Ministers are responsible for implementing the provisions of this law.
