France, Germany and Britain set up a trade mechanism with Iran without using the dollar

France, Germany and Britain have established a European trade mechanism with Iran without a dollar to avoid US sanctions, but diplomats have acknowledged that it is unlikely to result in major trade deals Tehran says it needs to keep the nuclear deal in place.

The main European allies of Washington rejected President Trump's decision last year to abandon the 2015 agreement, which lifted international sanctions on Iran in exchange for Tehran's acceptance of curbing its nuclear program.

Iran has threatened to pull out of the deal unless European powers allow it economic benefits. The Europeans have pledged to help companies engage in activities with Iran as long as they abide by the agreement.

The new US sanctions have largely succeeded in persuading European companies and abandoning plans to invest in Iran.

The new European trading mechanism has been devised as a means to trade Iranian oil and gas exports in exchange for purchases of European goods. But those ambitions seem to have receded. Diplomats say the use of the mechanism may in fact be limited to smaller trade, which is allowed by the Trump administration, such as products used for humanitarian purposes and food, for example.

Although the mechanism called the "Trade Support Tool" is a three-state project, it will receive official approval from all 28 EU member states. It was registered under the name of the "private purpose company" in Paris on Tuesday and will be headed by German banker Per Fischer, the former director of Commerzbank.

The system of the mechanism provides that Iran can continue to supply oil and other products to Europe, but the money to be paid in return will not be transferred to Iran through banks, but will be transferred to European companies that sell Iran medicines or food commodities, Thus, US sanctions against the payment system with Iran will be undermined. "As long as Iran can export raw materials, it will be guaranteed that this system works well," he said, adding that the system was generally "an expression of the reliability of European partners."

The founders of the mechanism hope to join other countries later, although a senior German official said this would not be imminent.

For its part, the US embassy in Germany said yesterday it is seeking additional details on the mechanism, but does not expect to affect the campaign Washington to exert maximum economic pressure on Tehran. "As the president explained, entities that will participate in sanctioned activities with Iran will face serious consequences, including the inability to use the US financial system, or deal with the United States or American companies," an embassy spokesman said.

A spokeswoman for the State Department said yesterday that the United States does not expect the trade mechanism, set up by European countries to facilitate trade with Iran, to affect the campaign to exert "maximum economic pressure" on Tehran.
