Abdelmahdi receives 1,300 rare archaeological pieces from the Jordanian prime minister Gadhban

The Deputy Prime Minister for Energy and Oil Minister Thamer Abbas Al-Ghadhban said the Iraqi-Jordanian relations witnessed a clear development after the formation of the new government.

Al-Ghadhban said in a statement to the News Agency that this development "came from the visit of President Barham Saleh to Amman on November 15, 2018, followed by the visit of the Deputy Prime Minister for Economic Affairs and Finance Minister Fouad Hussein on December 19, 2018 and then the visit of King Abdullah bin Hussein to Baghdad on January 14, 2019, preceded by the official working visit of the Jordanian Prime Minister to Baghdad Omar al-Razzaz on December 29, 2018 and meeting with Iraqi Prime Minister Adel Abdul-Mahdi, which resulted in a joint statement in which both sides expressed the desire to develop their relations in the political, security and economic Yeh, followed by a high-level delegation's visit to Baghdad, headed by Deputy Prime Minister of Jordan Rajai Muasher to finalize the second of this February for the meeting agreed upon by the two sides. "

He pointed out that "all this comes within the framework of the development of fraternal relations between the two countries," adding that "the meetings resulted in the signing of a comprehensive record of the implementation of what was agreed upon in the joint statement, which dealt with areas of cooperation in several sectors, including the industry and trade sector, Necessary for the establishment of a joint industrial zone on the border. "

In the transport sector, the two sides agreed to open the border crossings and the movement of trucks from the source to the site in the other country without unloading at the border. The Jordanian authorities have reduced the fees on goods from Aqaba to Iraq by 75%, in addition to cooperation between Iraqi Airways and Royal Jordanian, either in the financial sector, the two sides agreed to liquidate the outstanding issues. "

He added that "for the energy sector, the discussions dealt with more than one axis, including discussing the issue of the electric connection between the two countries and activating the previous agreement between the two countries in 2006 to supply Jordan with an average of 10 thousand barrels per day of Kirkuk oil by tankers, The Iraqi oil from Rumaila to the port of Aqaba, which has been working for years, "pointing out that" the agricultural sector had a share of researchers where the two sides agreed to exchange goods and other areas of cooperation. "

As for the Kingdom's request to supply Iraqi crude oil from Kirkuk to Zarqa refinery in Jordan, the minister explained that "this is not new. Iraq used to supply Jordan with crude oil from Kirkuk oil and Basra oil. Iraq is a producer and exporter of oil, Jordan is a consumer country, A memorandum of understanding was signed on 18/8/2006 to supply Jordan with Kirkuk crude oil transported by land in tanks at a price equivalent to the price of Brent crude oil minus (18) eighteen dollars covering the cost of transportation between Kirkuk and Zarqa, with differences in the quality of Kirkuk crude oil for crude oil Brent, the MoU was signed at the time By the prime ministers of both countries. "

"As for the new memorandum signed between the two sides on February 2, 2019, it is a replica of the previous memorandum except that the price equation is the best two dollars instead of (18) dollars was agreed (16) dollars, Means that Iraq will sell the barrel to Jordan at (50) dollars if the price of Brent oil (66) dollars and not by (18 or 16) as envisaged by some, and the oil refinery in Zarqa bear the cost of transporting oil from Baiji to Zarqa in Jordan, Taking into account the difference in the quality of crude oil exported from Brent oil. "

"It is certain that this comprehensive agreement is the result of the political understandings between the two countries at the highest levels to reflect their common desire to develop relations between the two peoples and brotherly countries and their determination to fight terrorism and transform the region into a region of security and peace for the benefit of the two brotherly peoples, Iraq is not only with Jordan but with all neighboring countries. "

He pointed out that "the reopening of the border crossings and the increase in economic activity between the two countries will generate significant and growing gains for them, including the sovereignty of security and stability in the western region of Iraq to be an oppressor of terrorism and an environment conducive to work, investment and development, which in itself is an important treasure of the many benefits of economic cooperation Between neighboring countries. Despite the above, Kabariti stressed the existence of "clear intention of the two governments to overcome any difficulties preventing the implementation of the agreements," and said, "I see a clear seriousness in this relationship and seriousness in the implementation of the agreements."

He said, "As long as the intention is available, I think the two governments are able to reduce these obstacles , And I have the conviction of the seriousness of both sides. "

A statement issued by the Jordanian and Iraqi governments following a meeting between Prime Minister Adel Abdul Mahdi and his Jordanian counterpart Omar al-Razzaz on Saturday at the Trebil / Karama border crossing promised the Iraqi side to supply the Jordanian side with 10 thousand barrels per day of Kirkuk oil, while Jordan confirmed its intention to allocate 2000 dunums dunam thousand square meters) to create a joint industrial zone while work is under way to take similar actions from the Iraqi side. "

Commenting on the above , says Kabariti" Iraq for Jordan 's strategy state with all sense of the word on the security and economic level, on the economic level , which is a Talk to obey it. "

The Jordanian official added that his country depends on a large part of its exports and industry on the Iraqi market, and that a large part of the port [Jordan] was dependent on the re-export and transit through the ports of Aqaba to Iraq and therefore the movement of transport and logistics relied heavily on Iraq.

Al-Kabariti stressed that the agreements between the two sides "give Jordan great hope to return to the large and promising Iraqi market and thus re-activates the Jordanian industry and the transport sector, transit and logistics and if the transfer of transport, this will lead to the movement of the economy," that the return of the Jordanian market and Iraq to the former, "is for Jordan [As] the return of the soul to the body, especially since the economic situation in Jordan is not the best case. Jordan's King Abdullah shakes hands with Iraq's President Barham Saleh during his visit in Baghdad, Iraq, Jan. 14, 2019.

[size=14]Iraqi Prime Minister Adel Abdul Mahdi and his Jordanian counterpart, Omar al-Razza, signed 14 economic agreements Feb. 2 between the two countries, during their meetings on the Iraqi-Jordan border, where a joint industrial city will be established.
The agreements include the transport, trade, health, agriculture, finance and energy sectors.
The recent economic agreements between the Iraqi and Jordanian governments have raised controversy in Iraq, as some Iraqi political and economic institutions believe these understandings favor Jordan and harm Iraq. The Asaib Ahl al-Haq (League of the Righteous), headed by Qais Khazali, said “the Iraqi citizens will pay the tax of these agreements.”
As with most other issues in Iraq, these agreements divided Iraqi political camps into two. One was welcoming, and the other denounced the agreements as having no economic feasibility for Iraq — especially those related to extending a pipeline from Iraq’s oil-rich government of Basra to Aqaba.
The leader of the National Coalition, former Iraqi Prime Minister Ayad Allawi, described the agreements as “good” — he was supported by a group of Sunni politicians who also praised them.
Despite the rejection and comments by Iraqi politicians and parliamentarians on the agreements, Abdul Mahdi, however, stated that the “agreement with Jordan has great economic returns, which opens the door to provide job opportunities.”
The Iraqi objection to the agreement is based on the fact that it came at a time when Jordan is suffering from financial indebtedness and a high unemployment rate at 18%, in addition to the large public objection to some of the tax laws there. Therefore, some parliament members believe that the agreement would save Jordan and not benefit Iraq.
Iraqi parliament member Sadiq al-Sulaiti believes that “Jordan wants to reap the fruits of these agreements without having to pay anything in return.”
For his part, parliament member Jasem Moha said, “The agreements, signed by Iraq and Jordan, came at a time when Jordan is suffering from a major economic recession. It seems that the agreement was signed at the request of the US to support Amman.”
According to the agreement on the transport sector, Jordan will exempt Iraqi goods imported through the port of Aqaba by 75% of the fees that are charged there.
In the energy sector, Iraq will supply Jordan with 10,000 barrels of oil per day from the fields of Kirkuk at discounted transport costs.
In the trade sector, Iraq exempted 371 Jordanian goods from customs duties. In return, Jordan gave priority to Iraqi goods entering its territory at a time when Jordan’s production of such goods is limited.
With these agreements, Iraq has opened a new channel to export its oil, but at the same time, it's selling it at a price lower than the world price, further fueling the competition of the imported goods against the local ones. Some owners of factories and plants in Iraq believe that this is a blow to the country’s interests.
The owner of a paint factory selling products across Iraq told Al-Monitor on condition of anonymity, “I had to open a plant in Jordan to supply my factories in Iraq with raw materials, which are exempt from any taxes.”
He added, however, that “the government is now fighting the local products with these agreements. The Iraqi factories will go downhill, and people prefer imported goods that come with fewer costs than the local goods. The local goods face fierce competition from Jordanian merchandise and other goods.”
Iraqi Oil Minister Thamir al-Ghadban is trying to protect the government of Abdul Mahdi from the attacks and scathing comments on the agreements with Jordan. Speaking of the agreement on the energy sector, he said, “This agreement [has been] signed between Iraq and Jordan since 2006. Iraq sells Jordan oil for $16 less than the international Brent [oil prices]. The deal is not new.”
Head of the Iraqi Industries Federation Ali Sabeeh al-Saadi said in a press statement Feb. 2 that “the trade agreement offers no benefits to Iraq. How would it be possible to exempt 90% of the Chinese goods whose labels are changed in Jordan? The ports of Basra will stop working because all goods will enter through Aqaba, and this harms the Iraqi economy.”
Iraqi economists and businessmen believe the agreements with Jordan are “necessary and important,” stressing that Iraq “ought not to stay a market for Iranian goods but to different merchandise too so they can compete against the Iranian products that have flooded the Iraqi markets.”
“The attack on the Iraqi-Jordanian agreements is understandable if we look at the situation from a political point of view. But eventually, these deals are beneficial for both countries,” Yusuf Ibrahim, a Jordanian researcher in Iraqi affairs working for the Friedrich Ebert Foundation, told Al-Monitor.
“These agreements are strategic, especially from the geopolitical point of view, in terms of good relations between the two countries. The agreements also give economic solutions to Iraq to sell its oil, especially in light of the US-Iranian conflict in Baghdad,” he added.
As per the oil agreement, Iraq would supply Jordan with 7% of its oil need with preferential prices, while some Iraqis believe this will not come out in their favor and believe Jordan is dealing with Iraqis “selectively.”
The agreements the government signed will face objection in parliament as many blocs, including the Fatah and Sairoon alliances, are likely to veto them, which means they won’t be passed easily.
