Economic expert Saleh al-Hamashi said in a statement to (Tigris) that the projects faltering became a natural phenomenon in the Iraqi state 

Al-Hamashi pointed out that the number of projects delayed is much higher than the declared integrity and there are imaginary projects estimated at 350 billion dollars 
Al-Hamashi said, 'Corruption, nepotism, overlapping of powers, bureaucracy and routine, in addition to political conflicts,' are the reasons for the delay in projects and the accountability of spoilers. 

Stressing the need to hold accountable those involved in the public money and their powerful heads in power and the money must be recovered looted 
He added that there are strategic projects, investment and research, also plagued by corruption was not addressed by the high integrity report 
Pointing out that there are hundreds of projects that the completion rate of five percent and six percent, some 0 percent and was disbursed and payments of advances to contractors and said that the projects that are monitored are the completion rates of up to sixty-seven and eighty percent
