A critical meeting of the OPEC (Organization of Petroleum Exporting Countries) is underway in Vienna as oil prices dip. But could countries outside the cartel have a growing role to play in the global oil market? Figures show that for the first time in 75 years, the U.S. has become a net exporter of oil. The shale-spurred tip-over into selling more oil than it buys from overseas is likely to be brief, but it's enough to have the OPEC considering a cut in production to bolster prices. On Thursday, the OPEC ended talks without a deal on cuts, with non-OPEC allies to join the second day of talks in the coming hours.
