Opened this morning "cycle diagnosis of citizen exposure to the risk of " organized by the Economic Policy Institute , the Arab Monetary Fund in cooperation with the International Monetary Fund and the Center for Economics and Finance in the Middle East, at the Fund 's headquarters , which in Abu Dhabi during the period 9 to 20 December 2018. 
Many of the economic crises that have hit a number of countries and the consequent market volatility and bankruptcies have shown that these countries faced structural economic challenges and faced a weakness in the financial sectors. In light of this, it is clear that the process of liberalization of the current account carries with it the possibility of financial and monetary crises. Therefore, there is a need to harmonize the liberalization of the capital account with the appropriate macroeconomic policies, exchange rate policies and the financial sector, such as strengthening the banking system, And their integration.
One of the most important lessons learned from previous crises is the need to find appropriate ways to predict and deal with problems before they occur. This requires a review of the approach and focus on proactive management as a way to avoid crises. The course aims to assess weaknesses in public finance, financial sector and external accounts in an integrated manner through the use of several diagnostic tools aimed at monitoring risks, including a number of selected tools currently used in the work of oversight of international institutions.

With the increasing interdependence and integration of economies in the light of the rapid changes taking place in the global economy, and the economic situation that can result in the current situation and the policies adopted, it is necessary to rely on accurate diagnostic methods to obtain good analytical results of the status quo and future, The potential risks and vulnerabilities of the economy at the external and internal levels, and explain the potential implications of these risks on the economy and the policies to be addressed and how they can be used as inputs in the policy-making process.

The course is a valuable opportunity for you to deepen your understanding of weaknesses in public finance, financial sector, external accounts and related policies, especially those related to sustainability of internal and external public debt sustainability, endurance tests, early warning indicators and crisis forecasting. The course focuses on the following main topics: 

 


  • Identify appropriate measures of weaknesses in public finances and the financial sector.

  • Explain how vulnerabilities arise from adverse shocks and how they can turn into crises.

  • Use of a set of diagnostic tools to monitor vulnerability and risk assessment indicators.

  • Adapting the diagnostic tools to the data and circumstances of the Arab countries as they are classified as standard examples of national vulnerability reports .

  • Analysis of the sustainability of external imbalances, namely the continuity of the current account imbalance, and the risk factors related to current account shocks.

I would like to commend the fruitful and continuous cooperation with the IMF's Center for Economics and Finance in the Middle East in holding such important training courses that benefit many cadres in our Arab countries. .
