According to the White House statement, Toller was a deputy director of the North Gulf office and an official in the Egyptian office. He is fluent in Arabic, holds a bachelor's degree from Brigham Yang University, a master's degree from Harvard University, Two Presidential Presidential Awards and the Baker Wilkins Prize from the State Department. " 

Toller is a senior US diplomat and a former adviser to the US ambassador to Iraq. He served as a political advisor to the US Embassy in Baghdad, deputy head of the diplomatic mission at the US Embassy in Kuwait, In Cairo, in addition to being the Political Affairs Advisor at the US Embassy in Riyadh, and as Deputy Ambassador to Doha.

"There is anticipation of Trump's move to name Toller as US ambassador in Baghdad, he is known by the leaders of the first row of the political process in Iraq, and was present after 2003 and participated in the arrangement of some files," said an official in the Iraqi government. Described him as a military ambassador. " 

"There is a tendency among the Americans to change the entire crew in Iraq after the results and modest gains achieved during the negotiations to form a government and the name of the Speaker of Parliament and the Republic." 

According to the same official, "the United States is expected to take the beginning of the work of the new ambassador, a number of actions in Iraq, is to lift the escalation against Iran, and increasing pressure on Baghdad to comply with US sanctions on Tehran, as well as strengthen the political track between Iraq and the United States" .
