With the participation of Minister of Planning Fouad Hussein Agency and Secretary General of the Council of Ministers Dr. Mahdi Alalak, and the Director of the United Nations Human Settlements Program in Iraq Yoko Otsuki and the Ministries of Planning, Finance, Housing, Reconstruction and Municipalities and a number of Directors General of the Ministry of Planning and other ministries, In the Ministry of Planning, which discussed the mechanisms and stages of the implementation of the comprehensive survey of random communities in Iraq, which is hoped to be implemented in the next year 2019 within the framework of the national program for the rehabilitation and settlement of informal housing communities .
According to a statement issued by the Information Office of the Ministry of Planning, the committee discussed at length the stages of implementing the comprehensive survey of random gatherings and the steps that have been achieved within the framework of the treatment program during the past two years. He pointed out that the Secretary General of the Council of Ministers Dr. Mahdi Al- , Stressed during the meeting that the achievement so far represents a good start, especially with the support of the United Nations Human Settlements Program in Iraq (Hbitat) .. He explained that the draft law on the treatment of random housing approved by the Council of Ministers and now the Council of State with the aim Minutes before submitting it to the House of Representatives for discussion and approval, adding that we have focused too much on the preparation of studies and surveys in order to restrict slums, and it became clear we have based on public property overtaking.
He pointed out that dealing with the phenomenon of slums is part of the solution to the problem of housing, especially after the great damage caused to this sector as a result of the occupation of a number of provinces, pointing to the Supreme Council for Housing is working on the development of housing policy to address this crisis.
For her part, the director of the United Nations Human Settlements Program in Iraq, Yokoawa Tsuki, said that (Hbitat) is working to help the Iraqi government to deal with slums and this is within the priority of the program, expressing full commitment to solve this problem in accordance with the map of the method developed in cooperation with the Iraqi side
The second stage is the treatment phase and the reduction of the phenomenon of slums in accordance with an annual timetable based on the timing of the investment plan and the budget of the development of the regions to include all the provinces and over 4 years and according to the province, while the third phase includes the treatment of the causes of the emergence of slums in order to stop and prevent recurrence in the future, and at this stage is the file management of residential land and the establishment of the system of providing facilities in the financing method Loans or the provision of financial support and liquidity.
On the other hand, the Director General of Technical Affairs in the Central Bureau of Statistics, Qusay Abdul Fattah, details the plan of conducting a comprehensive field survey of random communities in 2019. He pointed out that the Central Bureau of Statistics has completed the design of the forms for the survey, And the type of urban fabric of the pool, its overall condition, the availability of services and infrastructure, whether or not, and the road leading to the assembly. Attached with this form are instructions to be filled by the field teams. The inventory and numbering buildings and households in random clusters form, Form III is concerned with the provision of data on families residing in informal gatherings, Form IV represents the framework of the field researcher to gather random.
During the meeting, Dr. Rafid al-Hamawandi, coordinator of the National Program for the Treatment of Random Housing Communities within the Habitat Program, spoke about the laws on slums.
