IBBC is delighted to announce that H.E. Mr Abdullah Ahmed Al Saleh, UAE Under Secretary for Foreign Trade & Industry at the UAE Ministry of Economy will give an opening address at the IBBC Autumn Conference in Dubai, 25 November.
H.E. Abdullah, who previously spoke at the 2017 IBBC Autumn Conference in Dubai, has a firm belief in the UAE’s commitment to help Iraq rebuild its economy and infrastructure through growing the private sector, encouraging investment and increasing economic cooperation between the two countries. As most international companies working in Iraq have their regional HQ’s in the UAE, Dubai is a hub for trade and investment into the country and the IBBC are delighted that His Excellency will once again lend his considerable support to IBBC and its member’s efforts to rebuild Iraq.
H.E. Abdulla has been the Undersecretary of the UAE Ministry of Economy for Foreign Trade & Industry since March 2013. H.E. Abdulla holds numerous high-profile roles in the foreign trade & industry sector, including being the Head of the UAE negotiating team in GCC and regional free trade negotiations (2006 till date), He now leads the UAE team in the Negotiation of GCC-China Free Trade Agreement. He is a Board Member of the UAE International Investors Council and the Vice-Chairman of the National Committee of the World Trade Organization, he is also the Chairman of the Supervisory Committee on national initiatives for multiplying exports. He has led regional and global promotional teams carrying out 140 events in the past 3 years.
H.E. Abdullah was previously the Undersecretary of the UAE Ministry of Foreign Trade (May 2008-March 2013), Undersecretary of the UAE Ministry of Economy (2006-2008), Assistant Undersecretary for Economic Affairs and International Cooperation at the Ministry of Economy (2004-March 2006), a diplomat in UAE Embassy in Paris (2001-2004), and a diplomat at the Ministry of Foreign Affairs, UAE Embassy in Washington DC (1993-1998).
Baroness Nicholson of Winterbourne, The Prime Minister’s Trade Envoy to Iraq will be opening the conference alongside H.E. Abdullah, Ambassador Jon Wilks and Michael Townshend the President of BP Middle East. Additional speakers include Simon Penney, Her Majesty’s newly appointed Trade Commissioner for the Middle East, Beverley Simpson the Director for Iraq within the Department for International Trade and representatives of the International Monetary Fund and the International Finance Corporation. Additional expert speakers are drawn from Rolls-Royce, SKA, G4S, National Bank of Iraq, Management Partners, Chevron and Wood, who are confirmed among others.

IBBC returns to Dubai on 25 November with a full agenda of expert speakers to discuss the most important issues facing Iraq’s economy.
Baroness Nicholson of Winterbourne, President of IBBC and The Prime Minister’s Trade Envoy to Iraq, Azerbaijan, Turkmenistan & Kazakhstan will open the conference, alongside H.E. IBBC has brought together experienced industry figures working in the Regulatory & Finance sector to discuss how best to encourage international investment into Iraq.
Session Overview:
If Iraq wishes to attract foreign investment, whether that is IOC’s setting up operations, consultants or contractors setting up shop, suppliers of goods and products setting up distribution systems, those investors need to know that there is a regulatory framework in place that will allow them to protect their investment in a fair and due process way, relying on transparent systems and where judgements are enforceable. In addition a modern banking system, without the need for payments in cash is a prerequisite for a modern and well governed economy.
The World Bank and Legatum Institute produce annual reports showing how various countries around the world compare with each other in ease of doing business. To date Iraq has featured in the lower levels of such reports indicating much more needs to be done to achieve a dynamic and sophisticated business and financial environment.
This distinguished and expert panel, covering a number of aspects concerning regulatory & financial frameworks will outline recent improvements, areas still to be tackled and reforms which can facilitate a confident environment for investors and foster economic growth.

As a co-leader of M-Partners’ Iraq practice, he has supported several Iraqi ministries and public institutions (incl. Ministry of Oil, Industry, Finance and Construction) in their reform, restructuring and modernization efforts. He has also worked closely with the Prime Minister’s Office regarding addressing the current financial crisis in Iraq and identifying budget improvement measures. Over the last years Amar has also advised many international and local private sector clients in their market and investment strategy related to Iraq. Jason Ahmed Tabaqchali, Chief Investment Officer (CIO) of AFC Iraq Fund
Jason Ahmed Tabaqchali is the Chief Investment Officer (CIO) of AFC Iraq Fund and a board member of the Credit Bank of Iraq. Jason is an experienced Capital Markets professional with over 25 years experiences in US and MENA markets. He is a former Executive Director of NBK Capital, the investment banking arm of the National Bank of Kuwait as head of Brokerage. Prior to that a Managing Director and Head of International Institutional Sales at WR Hambrecht + Co. based in London, New York and San Francisco. This followed on from roles as a Managing Director at KeyBanc in London charged with international sales, and before that Director & Head of Capital Markets & Institutional Sales at Jefferies Int’lin London. He started his career at Dean Witter Int’l in London. Mr Tabaqchali is also an Adjunct Assistant Professor at the American University of Iraq-Sulaimani (AUIS) and a Fellow at the Institute of Regional and International Studies (IRIS).

Kareem Ismail, Resident Representative – Iraq, IMF
Kareem Ismail is the International Monetary Fund (IMF) Resident Representative for Iraq and Yemen. During ten years at the Fund, he has covered a broad range of economies from fragile markets in Africa to emerging economies in Europe, including most recently serving on the IMF Turkey team and in the Strategy, Policy, and Review Department where he worked on the design of the Fund’s lending policies. In addition, he previously served as Advisor to the IMF Executive Director for the Middle Eastern Constituency. He holds a PhD in economics from the Johns Hopkins University. He has published widely including on resource-rich economies.

Ayman Abu Dhaim, CEO, National Bank of Iraq
Ayman Omran Abdulla Abu Dhaim is the CEO of the National Bank of Iraq. He has acquired more than 21 years of experience in banking and finance  Management. He has held several administrative positions in multiple financial institutions before joining Capital Bank Group, the latest of which was Chief of Financial Monitoring at the Social Security Investment Fund. He is also a member of the board of directors of Capital Bank Consulting for Enterprises at the DIFC.

Tawfiq Tabbaa, Managing Partner – Iraq, Eversheds Sutherland LLC
Tawfiq Tabbaa is the Middle East Managing Partner at Eversheds Sutherland. He is the founder of the Iraq office and co-founder of the Jordan office. Tawfiq specialises in corporate and commercial law as well as regulatory reform and litigation. Tawfiq has advised on a wide range of corporate transactions, including corporate structures and joint ventures investments including assisting clients with selecting the most suitable corporate entities for their operations, as well as advising on issues relating to foreign investment, investment promotion, intellectual property, labour law, contract law, competition law, and microfinance regulation. Tawfiq was educated at the University of London, UK and obtained a Masters in Law (LLM) from Fordham University School of Law, New York. He is a member of the Jordan Bar Association. Tawfiq is fluent in both Arabic and English.

[rtl]The conference will be opened by Baroness Nicholson of Winterborn, President of IBBC, and the Prime Minister's Commercial Envoy to Iraq, Azerbaijan, Turkmenistan and Kazakhstan, with the participation of His Excellency Mr. Abdullah Ahmed Al Saleh, Undersecretary of the Ministry of Economy for Foreign Trade and Industry of the United Arab Emirates, and HE Mr. Benjamin Abdulla Rikani, The municipalities in Iraq, Mr. Michael Townshend, BP Regional President in the Middle East, and John Wilkes, Her Majesty's Ambassador to Iraq.[/rtl]
[rtl]A delegation of senior Iraqi government officials, including Dr. Hamid Ahmed, Deputy Chairman of PMAC, Dr. Sabah Mashtat, Advisor to the Prime Minister for Investment and Reconstruction, Mr. Luay Yasiri, Governor of Najaf, and Mr. Nujad Hadi, Governor of Erbil, Dr. Wijdan Salem, Member of the PMA Advisor, and Mr. Abbas Omran, Director General of Technologies, Ministry of Transport. Conference participants will have the opportunity to engage with speakers in dynamic and focused discussions during roundtable discussions. Other Iraqi officials are expected to confirm their participation in the coming weeks.[/rtl]
[rtl]Other confirmed speakers include Christopher M. Kantelmi, Head of Infrastructure and Natural Resources, International Finance Corporation (IFC), Karim K. Ismail, Resident Representative in Iraq and Yemen, from the International Monetary Fund (IMF). Other speakers are experts from the International Trade Department, Shell, Rolls Royce, Siemens, Circo, SAB International Group, Basrah Gate Station, Al Khudairy Group, G4S, National Bank of Iraq, Chevron, Wood and others.[/rtl]

Ahead of the IBBC Autumn Conference in Dubai on 25 November, we spoke to Key Note Speaker Michael Townshend, Regional President of BP Middle East. BP is a founder member of the Iraq Britain Business Council, contributing throughout the last decade despite the many challenges and barriers.
BP has long been involved in the exploration and production of oil in Iraq. In 1953 the Iraq Petroleum Company (IPC), of which BP was a key partner, discovered oil in Rumaila, near Basra in southern Iraq. Despite many challenges, BP became the first international oil company to re-enter Iraq after a period of 35 years, first conducting a technical evaluation of the Rumailia field with the Ministry of Oil before developing the site into what is currently the third-largest oil producing field in the world, estimated to have around 17 billion barrels of recoverable oil remaining.

John Scott, Oil & Gas Advisor for IBBC briefly spoke to Michael about this success story and the future of the Oil & Gas sector in Iraq:
Rumalia has undoubtedly been a huge success story and Michael stated the key to this achievement was “working with your partners to make improvements every day”. Working closely with State owned Basra Oil Company and PetroChina has allowed BP to develop Rumaila, which is now one of the most efficient fields in the world and contributes around 30% of the budget of Iraq. In light of the considerable challenges facing companies operating in Iraq, Michael said that to succeed one needs to “act with integrity, be patient and resilient”. Rumaila will benefit from over 100 years of BP experience in pioneering technologies and working at the frontiers in the most challenging environments.
BP are set to continue their progress in building Iraq’s Oil & Gas Sector and asked what are the major challenges facing the sector today, Michael stressed the considerable dual challenge of how do you meet the growing needs of energy in the world with a lower carbon footprint. Iraq Britain Business Council held its annual Autumn Conference in Dubai yesterday on the 25th November at the Address Dubai Marina in Dubai. The event hosted many speakers from the major companies operating in Iraq including IOCs, Logistics, Finance and Legal and Infrastructure, as well as Government Officials from the UK, UAE, Iraq, The World Bank and IMF to discuss the key issues facing Iraq’s economy today. IBBC welcomed over 260 delegates at the event for its largest ever attendance.

Under the Chairmanship of Vikas Handa, IBBC Representative in the UAE, Baroness Nicholson of Winterbourne, President of IBBC and The Prime Minister’s Trade Envoy to Iraq opened the conference alongside H.E. Abdulla Ahmed Al Saleh, Undersecretary of the UAE Ministry of Economy for Foreign Trade & Industry Professor Sabah Mushatat, Prime Minister’s Advisor for Reconstruction and Investment. H.E. Bengan Rikani, Iraqi Minister for Housing, Reconstruction & Public Municipalities, Government of the Republic of Iraq. Michael Townshend, Regional President BP Middle East and Jon Wilks CMG, Her Majesty’s Ambassador to Iraq.

H.E. Adbulla Al Saleh spoke of his honour at being invited to speak at the IBBC Conference in Dubai for the third year running and reaffirmed the UAE’s commitment to building a diverse and prosperous Iraq as per the IBBC’s mission statement. Professor Mushatat delivered a message from the Prime Minister of Iraq H.E. Adil Abdul-Mahdi delivering the PMs support for the development of the Private Sector and Foreign Enterprise in Iraq and complimenting IBBC as a trusted partner to achieve these goals.  H.E. Bengan Rikani spoke of the challenges ahead to meet the population growth of Iraq, the continuing efforts to rebuild liberated areas and the infrastructure projects underway. Ambassador Jon Wilks highlighted the importance of Iraq to the British economy, where trade has increased by 10% in the last year alone and stressed the commitment of PM Theresa May, Liam Fox MP Secretary of State for International Trade and DFID to facilitating Trade between the UK & Iraq.

Michael Townshend reminded the audience that there was more Oil available globally than humanity could consume and that the Rumaila’s oilfield operated by BP in Iraq was not only one of the largest but also one of the most economic fields in the globe, providing Iraq with the lion share of its incomes.

Some of the most important innovators of Tech in Iraq spoke on Fintech, the Consumer Economy, E-Government and the Start-Up Economy. Speakers included representatives from EY Iraq, Avaya, Citi Bank, Restrata Group, Microsoft, Khudairi Group, VentureSouq, Careem and the International Development Bank.
