Needing to have employees qualified for the reconstruction was imo green lighted..  The money has to be their in advance. My view it is and will be with no issues, and with an appropriate rate for international banking systems with the latest technologies and with the highest regulations and transparencies that meet the same.. The best of the best, are there now and more will follow.. imo!
