December 29, 2017 Mnt Goat News Brief

Hi Everyone,

I bring you much news today.

We are now at the 5th day of the 12 days of Christmas. So, what do we know happened this week and in the past couple weeks so far. How does this relate to my news of an RV?

Tic Toc, Tic Toc we are on a clock!

We must believe this RV is coming soon. There is just way too

much evidence in all areas to think otherwise.

Please don’t tell me I have the BEST intel just because the news is in line with what you want to hear and how you think. The real, factual news is reality whether it is what you want to hear or not. I will not fabricate the news to fit your fantasy. So, yes I agree my newsletter is the BEST, but for all the right reasons. Get it? ..lol…lol…

So where do we now stand? Let us focus on the right issues and not be so worried about other global events having no to little impact on what Iraq does.

FACT 1: We know the plan was NOT to use the ATM machines until the new lower category notes are to be launched. We have read multiple articles about the banks complaining to the CBI about their investment in these machines, yet they can’t use them. What is taking so long?

FACT 2: The CBI has told us as far back as 2011 the plan to “delete the zeros” and these ATM machines were connected and would be part of this process as they would be used to launch the new notes (lower denomination categories)

FACT 3: We know these new category notes can't be launched without a new rate since - why would they put a note out that is worthless under the program rate? For example: a 1 dinar note is worth only .001 of a cent USD. Totally meaningless and worthless to the Iraqi people.

FACT 4: We know that the UN security council voted on Dec 8th to "fully' release Iraq from Chapter VII. This means they can do whatever they want with their currency (within certain boundaries of the IMF, including the re-instatement back to a normal status). In other words, they technically do

not have to conduct the currency auctions any longer or trade using only US dollars. This does not mean the currency auctions automatically ended on Dec 8th as some are telling you. In fact, just this week the CBI published yet another currency auction results. So go figure who is lying again.

FACT 5: We know thru hundreds of articles that these currency auctions were the basis for ramped corruption, money laundering, terrorist funding. We know the frustration of the CBI and how it can't seem to eliminate this corruption to satisfactory levels, thus the only alternative is to eliminate the auctions. But when and what then?

FACT 6: The Financial Ministry has told us they want to reconcile their 2017 accounts by year end and go home until the end of December.

FACT 7: The last four (4) targeted RV timeframes (2011, 2013, 2016 and 2017) were all in EARLY January. Our guess is the CBI will go do the same in the next attempt. Evidence is showing an EARLY 2018 timeframe, however the CBI has NOT “officially” told us this is the case, as in the other attempts.

FACT 8: We know the Finance Committee of the GOI wants to start a new fiscal year fresh when they do re-instate the currency. We know that the Finance Ministry has hired consultants to model RV 1:1, 1:2 and a 1:3 (IQD:USD) scenarios. Why would they do this? It was very expensive to do.

FACT 9: We know the basic process of how the CBI intends to roll out the re-instatement of the currency. It includes a slow rollout of the new lower category notes as the rate increases. This must coincide with a new rate of some kind to kick off the process.

FACT 10: We know that the CBI wants to float the dinar but can’t under the program rate and here is why. The CBI has told us that floating the dinar is difficult to apply in Iraq because the government monopolizes the dollar. The economy relies on a fixed exchange rate, or fixed with flexibility, and do not resort to the float method. In a very recent article the CBI notes that floating is difficult to apply in Iraq, considering that the government monopolies the currency and it is on a de facto peg to the dollar. The offer of the dollar and used as the only currency to deal in foreign trade. Remember this is all on the program rate and so they know they must get off the program rate, launch the currencies on the global exchanges and that way it can be allowed to float.

FACT 11: We have been told the final rollout of the new currency will be within Iraq going first, then adjusting and watching for inflation (the re-instatement). Then within maybe 1-2 weeks later the full revaluation rate being released and then moved to the global currency exchanges (the full revaluation).

FACT 12: We know that on Dec 27th we have four (4) articles about the launching of the ATM services in Iraq. One more just came in today and so that makes five (5). I included the fifth article in the full articles section. Is this a BIG deal? These machines are NOT yet in service dispensing currency but they are telling us they are ready now for also the Rafidian bank. That is all they are telling us. So relax. Many of the other banks have already signaled to the CBI that they are also ready.

FACT 13: We know oil has risen to well over $60 a barrel. Does this effect the timing of the RV? I believe it does since if we look at the past, evidence shows us that during the first two attempts oil prices were very high but later crashed due to ISIS invasion. ISIS invasion is now over and what happens to oil prices?

By the way this is NOT the first bank to have the machines come online.

So what are they waiting for to load them?

Will they fill then with cash and begin dispensing soon?

Now that you have the FACTS let’s analyze them and try to make some sense of them. Can you connect the pieces to the puzzle? Can you see it now? We have been standing off looking at the puzzle as it is taking form over the many years, so let’s now plug in more of the missing pieces and see the entire picture.

Folks this is like a movie script being followed. It could not be more perfectly played out as the process we have been told is coming all to fruition.

My worry, however, it that many of you will take this news and jump to conclusions, listen to some of these other idiots out there and then be disappointed when you don’t get what you want, when you want it.

I already am reading many of the replies to my last newsletter of Dec 27th. I see all the hype. Excitement is one thing but let’s lay off the hype and hysteria. Let’s not all rush out and buy more currency, like some of these idiots are telling you to do.

Folks let us all SLOW DOWN and relax. We still have some time to go. It is only Dec 29 and still we have seven (7) days of Christmas to go…lol..lol…

Let’s gauge the timing when we get to the end of the Christmas season..ok?

Remember to look at the timetable I gave you in one of my recent newsletters. It is listed on my photo section. What does it show for the next RV date? It shows EARLY January 2018. Are we there yet?

The ATM machines are NOT now dispensing any currency. The are live but dormant. The Rafidian bank did a ceremonial ribbon cutting on their part the other day.

The three zero notes like the 5k, 10k or 25k notes (or higher) are not designated for these ATMSs. These are the notes being deleted and the banks do not want to infuse more of them back into circulation. So that leaves only the newer lower category notes. Right? And we know what must happen when they launch these notes. Right?

Let me tell everyone just how bad this intel community really is.

If you knew all the FACTS that I listed above #1-#11, then if someone from Iraq told you the ATM machines are working what would be your next question?

Of course, if you had any BRAINS you would ask what categories of notes they are dispensing. Right?

So what are they dispensing? When asked nobody seems to know. Really? You are making all the hysteria over this Rafidian Bank announcement of the ATM Machines but you don’t even know why we are watching for this event.

Does this surprise you?

This ignorance has been apparent over the many years of most of these so called idiotic “gurus”. Simply a lack of getting the right information to draw the right conclusions.

So let Mnt Goat tell you what the categories are now dispensing. Listen carefully!

So what happens when the dinar rate does change to something very substantial, like a 1:1?

The banks will launch the lower categories by loading them in the ATMs such as some or all of the 1,5,10,25,100 notes. This will be done as needed to meet the demand.

However, having said all this, I have to tell you we have known the ATMs were an integral part of the plan of the “project to delete the zeros” all along. We have known this since 2011, if you paid attention to the news back then from the CBI and the Finance Ministry. Yes, we have been waiting now for over 6 years for these ATM machines.

Now that the ATMs are “launched” (meaning online) when will they load the new notes?

RAFIDAIN BANK LAUNCHED AN ELECTRONIC ATM

For the first time, Rafidain Bank launched an electronic ATM to withdraw money from any place, which is considered by an economist as an important step in the right direction, albeit small, while stressing that it will reduce the costs and time spent by the customer to deal with banks, and reduce the need of citizens to accumulate funds in homes, Pointed out that the CENTRAL BANK IS PREPARING FOR A LARGE AND COMPREHENSIVE PROGRAM FOR THE DISSEMINATION OF ELECTRONIC MEANS IN THE BANKING SECTOR.

On 5-12-2016, the Central Bank of Iraq (CBE) launched the National Bank, which allows the credit card holder issued by any government and private bank to withdraw money from any ATM machine spread throughout the country.

While this credit mechanism was applied to the Iraqi Trade Bank and four private banks Baghdad, the Middle East, Ashur and Al Ahli, but did not implement them in the bank of Rashid and Rafidain, where criticized the experts in the money and economics, especially since the world started to operate this service since the start of the ATM.

Al-Madaa Bank has announced the opening of an international ATM service center to provide excellent banking services to citizens and employees for the purpose of withdrawing their funds when needed. "This step also limits the risk of different segments of citizens to thefts that the money they carry through this card will not be visible. "

The Central Bank is continuing to use more electronic means in the sector. FORMER PRIME MINISTER NOURI AL-MALIKI IS CURRENTLY PLANNING A MAJOR CHALLENGE AGAINST CURRENT PRIME MINISTER HAIDER AL-ABADI

With the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) now forced underground, and the Kurdish secessionist movement tempered for now, IRAQ'S NEXT ROUND OF CHALLENGES WILL BE MAINLY POLITICAL. The May 2018 parliamentary elections will lead to a confrontation between two major camps, each with their own distinct narrative and vision for the future Iraqi state.

(Mnt Goat – did I say that our next worry was the 2018 elections, if we did not get the RV in early 2018? So here we see it. Never say never! Let’s hope the RV is completed prior to the elections. However if the elections are fairly run, I do not see any way Abadi will lose.)

Former Prime Minister Nouri al-Maliki is currently planning a major challenge against current Prime Minister Haider al-Abadi. The two camps present two totally different narratives: the first broadly conciliatory and forward-looking, and the other deliberately confrontational and spiteful.

However, now that the war against ISIL is essentially over, any alliance of fighters and confrontational politicians is likely to have only limited appeal in the 2018 elections. After so many years of loss and state failure, comparatively small numbers of voters are likely to be interested in yet more conflict. The coalition's popular support will likely also be hindered by MALIKI'S RECORD AS PRIME MINISTER, WHICH VERY MANY IRAQIS CONSIDER TO HAVE BEEN AN UTTER FAILURE.

On the other side, Abadi will lead an alliance that will try to capitalize as much as possible on the state's victory against ISIL. He will likely also be supported by Moqtada al-Sadr, leader of the powerful Sadrist movement, which has now reinvented itself as a supporter of state authority and the rule of law.

Barring unforeseen circumstances, the outcome should be no contest. What is far less certain, however, is whether the elections results will have any long-term implications on Iraqi politics and on the state's capacity to function.

As part of his state building programme, Abadi has recently declared that his government will now lead a war against corruption. But everything about his plan is unoriginal: the same terminology has been used practically on a yearly basis since 2005, and its inevitable failure will be a repetition of past efforts as well.

Without major changes to Iraq's political system, any effort to reform corruption WILL DEPEND ON PARLIAMENTARY APPROVAL. GIVEN THAT PARLIAMENT IS POPULATED BY SOME OF THE MOST CORRUPT INDIVIDUALS IN THE STATE, THAT APPROVAL WILL NOT BE FORTHCOMING.

(Mnt Goat – I do not support this last statement. They do not need the parliament to bring these culprits to justice. All they need is a willing GOI to uncover and a willing Judiciary to prosecute)

In addition, even if some progress against corruption is made, over the long run, without major economic reform, ordinary Iraqis will remain unimpressed given how precarious their prospects have become.
