The led to the eventual decrease in corruption associated with this process but now she is speaking out again and her tone is saying the only way to deal with this corruption is to get rid of the auctions. Can’t do this without getting out of Chapter VII sanctions and they can’t do this until Kuwait is happy with the owed war reparations.

Iraqi forces continue to advance on al-Qaem, the last "Islamic State" (ISIS) stronghold in Iraq, which will put the last stone over the terrorist group’s grave and on the so-called “Islamic State Caliphate” that so much occupied the world’s headlines over the last few years and indeed, large parts of Iraqi and Syrian territories.

ISIS is aware that al-Qaem will fall very soon - the city won’t be able to hold for very long. Therefore, many of the group's leaders and militants have fled to the numerous refugee camps which have emerged in the last years – according to intelligence reports – in the Iraqi Anbar desert and the Syrian al-Badiya where ISIS can hide along the tens of thousands of kilometers of sprawling Syrian-Iraqi border areas among refugees.

Mnt Goat – we can expect an announcement next week from pm Abadi that Iraq is “fully” liberated from ISIS. I can assure everyone that this announcement WILL NOT trigger some RV. Nor will it trigger a series of events that will lead to the RV, as Frank26 or Bruce’s The Big “Stupid” Call has told you. So relax. The earliest we can expect any real movement in the direction of the rate of the currency is when Iraq gets out of Chapter VII sanctions. Then the CBI will begin its re-education process to the banks and citizens as they ready for the reinstatement move. This may take longer than expected as I bring you articles today on the issues they are having getting investors to come into Iraq. Who the hell is going to pay $3.71 or any rate for a currency that has no VALUE. Get it? What the hell are you going to do with stacks of dinar in your bank account if you can’t use it to run pay the bills in your company?

So keep in mind my analogy in my last post about the guy selling beer steins to Iraq. What is he going to do with the dinars, if he was paid in dinars from Iraq? Can he pay his employees salaries? Can he pay for cost of goods sold? No! He can do nothing with these dinars and if he can’t pay his bills, he is going to go out of business.

So it is not the RATE but the VALUE that backs it up. VALUE comes in many forms and the one needed the most is created by the DEMAND for the dinar. In my case of the beer stein manufacturer, he needs to be able to use the dinar. If someone is willing to take the dinar (such as the bank) in exchange then the dinar has VALUE to him and he is more likely to take them from Iraq as payment for the steins he just imported to Iraq. Thus Iraq just entered the global markets.

So first they must get the drive up the DEMAND for the dinar, which in turn drives up the value. Then apply a new rate. It is hard to say when they will hit this triggering point, but at some point they will have to change the rate to coincide with the new value. But when? Leave this to the economists and financial experts. Certainly Frank26, Bruce, TNT and others are not the experts…lol….lol….lol…lol…

UPDATE ON FIGHTING ISIS:

BAGHDAD (Reuters) - Iraq’s Kurdish region said on Thursday it had offered a joint Kurdish-Iraqi deployment at a strategic crossing into Turkey with the participation of U.S.-led international forces as part of a compromise aimed at ending a stand-off with Baghdad.

The offer was disclosed hours after the Iraqi armed forces threatened to resume military operations against the Kurds, accusing them of delaying the handover of control of borders and taking advantage of negotiations to bolster their defenses.

The central government in Baghdad has cracked down hard on the Kurds since the government of the Kurdish autonomous region staged an independence referendum on Sept. 25 that Baghdad considers illegal.

Central government forces swiftly seized swathes of Kurdish-held territory last month and have demanded control of all border checkpoints, including the Turkish frontier which has been controlled by the Kurds since the Saddam Hussein era.

BAGHDAD (Reuters) - Iraq wants the Kurdistan region to stop independent crude exports and to hand over sales operations to the Iraqi state-oil marketer SOMO, the company’s director said on Thursday.

Iraq is talking to Turkey to allow SOMO to sell the Kurdish crude that arrives by pipeline in Ceyhan, the Turkish terminal on the Mediterranean, acting SOMO director general Alaa al-Yasiri told reporters in Baghdad.

About 530,000 barrels per day (bpd) used to arrive in Ceyhan via the pipeline until mid-October, of which about half came from the Kurdistan Regional Government’s oilfields and the rest from Kirkuk, a disputed province claimed by both the Kurdish region and Iraqi authorities in Baghdad.

(Mnt Goat : This news today is just more signs the answer to the Kurdistan issues is that they need to break apart Kurdistan government into smaller provinces like the rest of Iraq and each Kurdistan province must have its own autonomous government. I believe this is the direction they are going to take and this article shows us this is moving in this direction. But this will take some time and with all change, it is not going to be an easy change. So pay attention to rumbles from the changeover and resistance to the change and so don’t get all hyped up over it. You now know what is REALLY going on. The western news channels will report other nonsense and hype it all up to sell news. They will try to keep painting the picture of violence and civil disobedience rather than concentrate on the positive points of this action.)

BAGHDAD / The Presidency of the Republic announced on Thursday that President Fuad Masoum ratified the First Amendment Law to the General Amnesty Law.

"The President of the Republic Fuad Masoum Sadiq on Thursday ratified the First Amendment Law of the General Amnesty Law No. (27) of 2016," the media office said in a statement received by Iraq News.

"This law, which was voted by the House of Representatives earlier, has started the gravity of the terrorist crimes and crimes of kidnapping people in society, especially after 10 June 2014, and in order not to allow the perpetrators to escape punishment and to encourage others to commit and for the purpose of increasing the amount The fine for the replacement sentence or measure ".

"This law was sent for publication in the official gazette."

(Mnt Goat: What will this amnesty law mean for Iraq? For a start it is the official beginning of forming the National Guard. They must figure out what to do with all these traitors and Sunnis who deserted the army to join ISIS. I find it funny how they can prosecute the former Finance minister Zebari but yet let Nori al-Maliki run free and still hold his position in govt. Didn’t the immunity provisions apply to Zebari too? Yes – they did as he did not go to jail but was just excused from his position. So they should also kick Maliki out too? Something is shielding that guy. Remember too that Iraq needed the Amnesty law on the heels of the upcoming 2018 elections as many candidates will not now even be legally able run for any public office if tied to a crime or bloodshed of an Iraqi. This will sort out more good candidates.)

ARTICLE: INTERNATIONAL REPORTS ON FOREIGN INVESTMENT OPPORTUNITIES IN IRAQ LONG-TERM AND POTENTIAL

(Mnt Goat: What are the goals for economic development in Iraq?)

Iraq is seeking to achieve a developmental and investment boom after a humiliating defeat, according to a recent US State Department report. He also stressed that foreign investment opportunities in Iraq are long-term and potential "because the country has huge oil resources with huge reconstruction projects."

BECAUSE THIS IS WHAT WE NOW HAVE TO LOOK FOR IN ARTICLES to see if Iraq is going to follow a path to progress or more of the same. Folks – they are having some major issues attracting investors. One of which is the war with ISIS still lingers, the lack of proper security due to Iranian militias still around and the sectarianism too. But these are the SECURITY issues and can be resolved in short time. The real problems they are having is a cultural one. Remember they are going to have to move from a state run economy to the private sector economy. They do not know how to do this. They must seek help from the experts and economists of the western world and then (drum roll please …….. ) most importantly…..LISTEN TO THE ADVICE!)

KURDISTAN’S BARZANI DEPARTS, LEAVING NEPHEW FACED WITH RECONCILIATION

HEWLÊR-Erbil, Iraq’s Kurdistan region,— Iraqi Kurdish President Massoud Barzani departed office on Wednesday 11/1, LEAVING HIS NEPHEW TO RECONCILE WITH THE CENTRAL GOVERNMENT IN BAGHDAD, with regional neighbors and with rival Kurdish parties after a failed referendum on independence.

Nechirvan Barzani, who has served alongside his uncle as prime minister, will now be the main authority figure in the executive of the Kurdistan autonomous region, following Masoud Barzani’s departure as president, Kurdish officials said.

“The prime minister will be the key person during this transitional period,” said Hoshyar Zebari, a former Iraqi foreign minister who was sacked over corruption, now advisor to the Kurdish government and senior member of the ruling Kurdistan Democratic Party (KDP).

The elder Barzani, a 71-year-old, had run the Kurdish autonomous region with a firm hand since 2005, during which it prospered while the rest of Iraq was mired in civil war.

(Mnt Goat: Folks this is a govt run by Family Monarchy, not democracy? Sure they can hold elections but if you limit the candidates…it is truly democratic?)

But he announced his resignation on Sunday, effective on Nov. 1, after a Sept. 25 referendum on independence backfired, prompting the central government to send troops to recapture territory held by the Kurds outside their autonomous region.

The referendum and government backlash have also revealed deep divisions among the Kurds themselves. During his resignation speech, Massoud Barzani accused his political rivals of “high treason” for yielding territory without a fight.

His nephew Nechirvan, 51, who has served as prime minister for all but three years since 2006, is seen in Kurdish politics as a less polarizing figure, having warmer relations than his uncle with rival Kurdish parties.

Massoud Barzani has led Kurdistan region as president from 2005 for two executive terms and his last term was extended in 2013 by ruling Kurdistan Democratic Party KDP and Patriotic Union of Kurdistan (PUK) for two more years on the condition that he can no longer run as president.

(Mnt Goat: So is Kurdistan really currently run by a family Monarchy? Is this what Barzani was trying to protect and so it could live on in the future and his family legacy inherits the reigns of govt?

By wanting Kurdistan to be an independent standalone state did he see something coming that we did not hear about? Could it be the inevitable in that there is a long-term plan to break apart Kurdistan into separate provinces and govern each province like a state with its own independent government? Is this what the Barzani family wants?

I believe this is the case. All the signs indicate this. What do you think?)

BARZANI’S TERM AS PRESIDENT OF KURDISTAN EXPIRED ON AUGUST 20, 2015 BUT REFUSED TO STEP DOWN AND REMAINS UNOFFICIALLY IN OFFICE. According to the law, Barzani cannot run for presidency anymore and his term cannot be extended.

(Mnt Goat: So who is the bad guy? Who is impeding democracy in the Kurdistan region? How do they change this and tell the citizens? Could all this referendum saga just be very well orchestrated bunch of bullshit to move Kurdistan? We criticize Nori al-Maliki in 2014 for not wanting to step down but Barzani family is just as bad.

So let’s see how this develops in the long term and if Mnt Goat is right. But one thing I will tell you with certainty is this is much more to this and it is much than a “hick-up” as some “guru” eluded to …...lol…lol..)

Barzani has closed the Kurdish parliament in October 2015 after his term expired and his KDP prevented Kurdistan parliament speaker, Yusuf Mohammed Sadiq, from Gorran Movement, from entering Erbil.

He also has a close working relationship with Turkey’s President Tayyip Erdogan, who has backed Baghdad in the central government’s dispute with the Kurds since the referendum.

The Kurdish regional parliament voted on Sunday to divide the president’s powers among parliament, the judiciary and the cabinet, until parliamentary and presidential elections are next held. The elections were originally scheduled for Nov. 1 but postponed last month until next year.

On October 24, 2017 Parliament of Kurdistan region, boycotted by the 2nd biggest party of Gorran Movement, has delayed presidential and parliamentary elections for 8 months amid tensions WITH THE CENTRAL GOVERNMENT IN BAGHDAD OVER DISPUTED TERRITORIES.

On Monday, the United States commended Massoud Barzani for stepping down and said it would actively engage with Nechirvan Barzani and his deputy, Qubad Talabani, a member of the rival political faction with whom he maintains a good relationship.

UK Foreign Secretary Boris Johnson also spoke with Nechirvan Barzani on Monday to encourage dialogue with Baghdad. He also met with met with the French and Germany ambassadors to Iraq, Bruno Aubert and Cyrill Nunn, on Tuesday.

As prime minister, Nechirvan Barzani has been central to brokering the semi-autonomous region’s oil dealings, now in jeopardy following Iraq’s recapture of disputed territories on Oct. 16, including the oil-rich city of Kirkuk.

Despite no longer being president, Massoud Barzani will not be retreating from public life, government officials said.

In his televised address on Sunday announcing the end of his presidency, Barzani said that he would:

1. remain a Peshmerga, or Kurdish fighter, and

2. will continue to battle for his people’s lifelong dream of independence.

3. He will also remain head of the ruling party and

4. will still sit on the High Political Council, a non-governmental body which emerged after the referendum.

Kurdish politics have been dominated for decades by the KDP, led by three generations of the Barzani family, and its main rivals the Patriotic Union of Kurdistan (PUK), led by the family of Jalal Talabani, who died in October.

(Mnt Goat: Ruled by family Monarchy? Are the Barzani and Talabani families related? I will leave this to you to research, I already know the answer…lol…lol…)

The two parties fought a civil war against each other in the 1990s, but maintained an outward appearance of unity after the fall of Saddam Hussein in 2003, with Jalal Talabani serving as Iraq’s ceremonial president in Baghdad from 2005-2014 while Masoud Barzani ran the Kurdish autonomous region.

KURDISTAN CONSIDERED AS THE MOST CORRUPTED PART OF IRAQ. ACCORDING TO KURDISH LAWMAKERS BILLIONS OF DOLLARS ARE MISSING FROM IRAQI KURDISTAN’S OIL REVENUES.

(Mnt Goat: So you can see changes had to be coming and this corruption could not continue. Why is Iraq borrowing all this money when they have so much being stolen? They are filthy rich and so what is going on here? Why do all these politicians have net worths of over 100 billion dollars stashed away in banks all over the world, yet Iraq has to borrow billions to survive? Am I missing something? Why does the USA and UK allow this pillaging of Iraq continue?

It’s called CORRUPTION. You have the same massive corruption going on too in the USA government, as it has been hijacked by the industrialist and bankers. Better pay attention to this trend and clean it up now or else it is only going to get worst and will be downfall of your society.)

BARZANI FAMILY HAS BEEN ACCUSED BY CRITICS OF AMASSING HUGE WEALTH FOR HIS FAMILY INSTEAD OF SERVING THE POPULATION. Barzani’s son is the Kurdistan region’s intelligence chief and his nephew Nechirvan Barzani is the prime minister.

A Kurdish lawmaker said in March 2017 the amount of $1.266 billion from oil exports and Iraqi Kurdistan’s revenue has gone missing over the last three months.

(Mnt Goat:Mandatory meters on the oil pipelines make it hard to steal oil with it someday being accounted for. We now see the loss of these revenues. Also I want to add – are they just now speaking up against Barzani because he is leaving? Were they afraid before?)

Also the Talabani family including Jalal Talabani’s wife, Hero Ibrahim and her sons Bafel (Pavel) and Qubad and their relatives alongside other PUK leaders accused by the Kurds and observers of AMASSING HUGE WEALTH FROM OIL BUSINESS.

(Mnt Goat: folks this is the money that belongs to all the citizens of Iraq. This is why they need the HCL and Article 140 law. Did the USA go to war in Iraq so now the very wealthy and influential of Iraq upper elite could pillage the oil revenues for themselves? Who is going to stop al this?)

KURDISTAN REGION FOR DIALOGUE UNDER THE ROOF OF THE CONSTITUTION “DECLARATION TO CANCEL THE REFERENDUM

Baghdad: al-Furat News) MP from the Kurdistan Islamic Group Zana Said that the invitation of the Kurdistan region for dialogue under the roof of the Constitution “Declaration to cancel the referendum.”

(Mnt Goat: Remember this is only one party and there are other parties against cancelling it. We will have to watch and see what happens. )

Said Said told the {Euphrates News} today that “the Kurdistan government announced negotiations UNDER THE ROOF OF THE CONSTITUTION and this means canceling the referendum,” noting that “the federal government did not give an opportunity for the Government of the Territory to continue dialogue.”

He stressed that “there is no prior security agreement with the federal government, but there were strict demands by the federal government did not bow to the Kurdish side,” calling on the Baghdad government to “give an opportunity for political dialogue.”

He pointed out that “the Federal Court to issue a ruling to cancel the referendum to resolve.

TAMIMI: THE NEXT BUDGET IS 108 TRILLIONS DINARS AND 40% OF STATE REAL ESTATE ARE MISSING

Tamimi said in a press statement on Wednesday that "there are those who receive a pension and a salary of social protection at the same time," indicating that "the receipt of more than the salary inflates the annual budget."

She explained that "the budget deficit is covered through revolving funds," indicating that "the budget depends on 21 borrowers," noting that "the volume of spending in 12 years amounted to more than one trillion dinars."

She stressed that "the term idle projects are imaginary projects," noting that "only four parties benefiting from the currency auction of the Central Bank of Iraq, including parties and terrorism," adding that "private banks is a small flat closed."

She is an MP in the ministry of finance and is always searching and exposing corruption. Let me point out items that Tamimi talked about today with my comments. Do you see a comment trend in her tone of voice? I do and its they need the laws passed and enforced to stop this corruption. So what are they waiting for?

1. The Central Bank still does not have the power it needs – She points outs that the Currency Auctions are corrupt Tamimi has been in favor of doing away with currency auctions and re-instating the currency for many years. There is CBI independence law now sitting in parliament for this purpose. Will it ever get voted on?- "only four parties benefiting from the currency auction of the Central Bank of Iraq, including parties and terrorism," and "the establishment of banks responsibility of the Central Bank and needs to be evaluated,"

4. Officials are keeping certain companies from entering Iraq by corrupt licensing requirements and fees. We know that there are amendments to the investment law that need to be passed in parliament and implemented to attract investors that are needed in Iraq. - “the price inflation in licensing rounds is to satisfy corporate officials,"

5. We read from the finance ministry years ago that the funds from taxes and customs/duties could easily rival the revenue from oil alone. So Tamami is saying where is all this money going? - "taxes and customs are still in the pockets of corrupt, and that more than 90% of imports of customs go to the pockets of corrupt."

6. We know the IMF has been pushing Iraq to diversify their economy and move away from oil revenue as their sole source of revenue. We also just read a recent article telling us that oil as a main energy source will be replaced by alternative energies and these energy sources will be released to the public. So we know now that the cabal has accepted the reality this is going to happen and is backing off on the holding back of these technologies. -“will submit proposals to raise secondary revenues," calling for "forgetting oil, it will not rise in prices and loan Iraq will not lend him again." 7. Tamimi wants the mosques and churches to promote a program of using these charitable donations for the benefit of society – “the establishment of a fund to lend young people from the contributions of religious events."

IRAQ WANTS THE KURDISTAN REGION TO STOP INDEPENDENT CRUDE EXPORTS AND TO HAND OVER SALES OPERATIONS TO THE IRAQI

BAGHDAD (Reuters) - Iraq wants the Kurdistan region to stop independent crude exports and to hand over sales operations to the Iraqi state-oil marketer SOMO, the company’s director said on Thursday.

Iraq is talking to Turkey to allow SOMO to sell the Kurdish crude that arrives by pipeline in Ceyhan, the Turkish terminal on the Mediterranean, acting SOMO director general Alaa al-Yasiri told reporters in Baghdad.

About 530,000 barrels per day (bpd) used to arrive in Ceyhan via the pipeline until mid-October, of which about half came from the Kurdistan Regional Government’s oilfields and the rest from Kirkuk, a disputed province claimed by both the Kurdish region and Iraqi authorities in Baghdad.

Output from Kirkuk fell in mid-October, when Iraqi forces took back control of the northern region’s oilfields from Kurdish fighters who had been there since 2014.

Kurdish Peshmerga forces deployed in Kirkuk in 2014, when the Iraqi army fled in the face of an advance by Islamic State militants. The Kurdish move prevented the militants taking control of the oilfields.

The pipeline carried on average 419,000 bpd in October, down from 600,000 bpd in September, said Farid al-Jadir, the director general of North Oil Company, which operates Kirkuk.

NOC should resume exports from Kirkuk through the Kurdish pipeline this month, after the two sides agree on terms of use, Yasiri said. Kirkuk would also export by tanker trucks about 15,000 bpd to the refinery of Kermanshah in Iran, he added.

Yasiri expected an old pipeline that bypasses most of the Kurdistan region to resume operation in three months.

The pipeline was severely damaged by Islamic State after it took over Mosul’s Nineveh province in 2014. U.S.-backed Iraqi forces ousted the group from Mosul in July, after a nine-month campaign supported by Kurdish Peshmerga fighters.

IRAQ, THE SECOND-LARGEST PRODUCER OF THE ORGANIZATION OF THE PETROLEUM EXPORTING COUNTRIES AFTER SAUDI ARABIA, supported any future decision by the group to support oil prices, Yasiri said.

OPEC is expected to extend curbs on oil output when it meets in Vienna at the end of month.
