September 15, 2017 Mnt Goat News Brief
Hi Everyone,
I bring you much news today.

I want everyone to remember this newsletter IS NOT JUST ABOUT YOU. It is about caring for all the innocent, un-educated investors out there who are being taken in by these charlatans. Someone has to stand up for them and protect them against their own self-destruction.

First today I need to clarify some more nonsense I am hearing from some guru on how Iraq is going to roll out the new dinar rate. So one of these so called intel “gurus” (and you know who I mean – right Bruce and others?) now told everyone that the new rate must be posted in the gazette to be effective. Really? Who told you this? He told you the same thing about the budget and how it must contain the new rate and posted in the gazette for the rate to be effective. So when the new budget was in the gazette, and no rate appeared, we realized this was deja vu all over again. Yes, we heard this nonsense before, many times, in fact each year the budget comes out. Isn’t this getting old already? Are you that stupid to keep this nonsense going?

So when the budget was published and no rate was in it. Surprise! So once again he began to back paddle upstream without an oar. So then, of course, he moved this same dumb logic over to the gazette with or without the budget. So now the rate is just going to appear in the gazette? Really? So how could this happen? It just magically will appear in the gazette without any law, or document to back it up? He is now so insistent the new rate must be published in the gazette first to be effective and we are just waiting for it. Really? So how could the citizens within Iraq be using the rate, as you also said it RV’s in- country. Does everyone see just how foolish all this nonsense is?

So I am sure in the weeks to follow, when he finally realizes it is NOT going to show up in the gazette (because there is no RV), he will come up with yet another one to tell you.

Let me advise everyone. The CBI and the IMF are working very hard to roll out this revaluation. There is absolutely NO REQUIREMENT to post the new rate in the gazette to make it effective. There never was nor never will be this requirement. This intel is all made up. In fact the rate will be published on the CBI site and listed on the global currency exchanges, and that’s about it folks. No hype, no grand parades or celebrations.

There has been many events and this gazette stuff is just another example of some “guru” telling everyone something, they everyone runs off half-cocked anticipating and looking for something to happen. Instead, if you took your valuable time and researched for yourself, you would have found that there is absolutely no requirement to post a new currency rate in the budget or in the gazette. In other words you would have found out this “guru” lied to you. SO TOP LOOKING FOR IT! How many times must I tell you?

Other rumors involve around an in-country RV and educating the citizens in Iraq about the newer notes since the RV has taken place. Also that the ATMs are dispersing the newer notes. Again all garbage intel and nothing to back it up.

Folks none of this is true. The re-education must come first not the RV. So this in itself shows you just how foolish this info is. It has been months already since this same “guru” told you they had an in-country RV. Now that someone challenged him on it and told him they needed to re-educate the citizens first, then suddenly his intel changes and they are now educating the citizens. Can everyone see now how absolutely worthless this intel it.

I can assure you without a shadow of doubt that the RV has not yet happened in Iraq, the lower denominations are NOT yet launched and they have not yet began the re-education process we have been promised will happen.

So where are we now at mid-September.

Right now we wait to see the next move (tactic) by the CBI to complete the needed collection of the 3 zero notes. The CBI has spoken to us this week that this is an issue and they plan to address it soon. I have included articles on this topic below. I do not believe for one second that this new tactic is the RV. Why would it be? Use your head and THINK, THINK, THINK! If they must first flush out these 3 zero notes to RV, than how can they RV to flush them out. Who does this make sense to? Get it? Many of you are so illogical and irrational in your thinking, I wonder how you got into this investment in the first place.

Why is Mnt Goat so concerned in vetting out this phony intel providers (gurus)?

Simply put I CARE ABOUT YOU! Many of you are VICTIMS of these charlatans. Folks- these are the scammers in this investment. It is not that the Iraqi dinar is not going to revalue someday soon. Instead the problem here is these idiots keep telling you everyday / any day without a stitch of any real evidence or FACTS to back up their claim. They don’t follow the FACTS and instead just breed more and more of their rumors for hype.

In fact, there has been so many very good articles that if you had only half a brain you’d realize that they don’t need to make up intel, there is plenty of reality good TRUTHFUL to go around. But of course, telling the TRUTH and not Lying must be part of your moral character and so we see why they do it.

This constant false flag anticipation is not healthy on the psyche and eventually (if not stopped) leads to depression and anxiety. Get it? Although it may not affect you as hard, this newsletter is not all just about you. Let me say that again – this newsletter is not all about you!

Many of you are not as dumb as others and are not taken by this garbage intel. You actually don’t believe it. That is great, but what about the people who do? What about the people who rely on these lies and go out and buy large sums of currency in anticipation of an RV (ZIM, Rupia, Dong, etc..)

I want everyone to remember this newsletter IS NOT JUST ABOUT YOU. It is about caring for all the innocent, un-educated investors out there who are being taken in by these charlatans. Someone has to stand up for them and protect them against their own self-destruction.

More news….

This week we see the passing of the e-ration card act. This is the establishment of urban information system regarding food security for Iraqi citizens to define for each needy person or family. Administration of the system is to be electronic. Remember the old paper ration card? This new system is not modernization of the ration program implemented under the 1991 sanctions. That old sanctioned food program no longer exists because this part of the sanctions has ended. This is my main point in bringing this news to you today. Instead this new program is a social welfare food program, much like food stamps. It is for the needy in Iraq, especially those under hardships due to the war and for returning immigrants back into Iraq.

More news….

Prime Minister Haider al-Abadi said on Wednesday that the world has become confident in the Iraqi economy, pointing out that the financial crisis was the cause of the affected the situation.

He said it is noteworthy that Iraq is experiencing an economic crisis due to the decline in oil prices, and spending in the war against the organization, "Daash," while Prime Minister Haider Abadi, on more than one occasion, that Iraq will emerge from the financial crisis is experiencing stronger.

Abadi stressed that "we are in the last stage of liberating our territory and we will continue to train and train our forces because terrorism is trying and will continue to try and we must beware of it." He said that "caring for people and addressing their issues and providing services to them is a priority of the official."

(This sounds to me like Abadi is waiting for the terrorist crisis to be over, then to make his next move with the economy. I believe we know, in part, what this next move will be.)

More news….

The first shipment of black oil sent by the Ministry of Oil for the first time in five years, was announced on Tuesday by the director of the K3 refinery in al-Haklaniyah district of Anbar province Hassan Murhi al-Jughifi.

He added that “the Ministry of Oil supported all efforts to restore life to the refinery, which was affected by the military and terrorist operations, noting that” the security forces and in coordination with the oil police provided security protection of tanks to the area of the field, “explaining that” the management of the refinery and in coordination with the local government In the district of Haditha made a great effort with the Ministry of Oil to obtain the substance of black oil in preparation for the refining operations to meet the need of the judiciary and western areas of Anbar liberated from oil derivatives.

(Things are getting back to normal in districts since the war in 2003. This is all good and any news of getting back to normal is good news for us. This is what we want to hear.)

More news….

On Wednesday we heard news that the parliamentary Finance Committee, warned Wednesday, the fallout from the continuing sale of currency market the dollar cash reserve at the Central Bank, indicating that those policies caused the impermeable hard currency.

Committee member Ahmed said in a press statement, the parenchyma "estimates indicate a 45 billion dollars deposited in the Iraqi Central Bank as a monetary reserve having reached in 2014 to 77 billion dollars and this indicator is very dangerous."

"The declining cash reserve fast point to a flaw in the management of funds in the Central Bank of Iraq".

Hamma said that "the most important reasons for losing those funds that speed is speculating on the currency market the dollar auction", calling on the Government to reconsider the sale of the dollar and find a way to make up the shortfall in cash. "

PROPOSALS TO BENEFIT FROM OIL REVENUES

(After reading this article today I dare anyone to tell me that Iraq already has a clearly defined oil and gas policy such as needed in HCL. They may have a plan but we keep seeing that it is not sufficient for what they need and is not clear. There are still amendments to HCL that need to be passed and are sitting in parliament. What are they waiting for?)

Sept 12,2017

Baghdad / Imad Al-Amara
Oil revenues require the adoption of a rational policy capable of optimizing the use of financial and material resources, thus transforming the national economy into a balanced and developed economy away from the dominance of the oil sector.

On this subject, the academic economist d. Rahim Hassouni on a visit to the "morning" saying: The oil policy in Iraq requires long-term strategic planning. Dr. Hassouni said that the oil sector is a vital sector for its significant contribution to the financing of the general budget.

Therefore, it is necessary to work according to a clearly defined long-term strategic vision that includes optimizing the oil revenues through increasing the production and export capacities commensurate with the absorptive capacity of the national economy.

And the importance of the availability of laws and legislation governing foreign investments such as the oil and gas law and the environment law, thus facilitating the foreign and domestic investors to own the service activities of the manufacturing industries, which calls for directing investments and projects towards the rehabilitation of the oil sector and training its staff and the transfer and resettlement of modern technologies for this sector.

He continued: In order to crystallize a clear oil policy, and crystallize the vision of an energy strategy to control the course of development of the oil sector in Iraq and the exploitation of oil wealth in an optimal manner, adopted the Iraqi government (the integrated national strategy for energy in Iraq).

The strategy included the current challenges facing the energy sector, the future vision of energy with an assessment of the available sources of energy, the study of possible alternatives to exploitation, the set of national political goals for the future of energy in Iraq, and the development of a long-term plan extending into 2030, In the short term and institutional reform aimed at achieving this vision.

Hassouni explained that the strategy includes all the extractive and transfer operations of crude oil, natural gas, electricity and related industries and analysis of the economic interdependence between these components, and their mutual impact on economic, social and environmental welfare. The development of the energy sector and the diversion of its available resources to benefit from its potential, in a coherent, coherent, sustainable and environmentally friendly way to meet local energy needs, and to adopt multi-faceted national economic growth to improve citizens' living standards and create new jobs, should be taken into account and Iraq positioned as a major player in global energy markets. . He said the completion of this strategy requires the government to take targeted and concerted action, including that the strategy requires the immediate development of infrastructure at the level of all sectors of energy, the extractive sector, finance, gas, electricity and industry should be developed these sectors as soon as possible in a balanced manner.

He pointed out that achieving rapid, sustainable and balanced growth in the medium and long term stages of the strategy requires the ministries concerned with the energy sector to engage in restructuring programs, with the establishment of systems, programs and building institutions that encourage public-private partnership in energy.

Hassouni stressed that it is necessary to encourage all local private investments. Encouraging these investments will lead to building local skills, spreading the entrepreneurial spirit and diversifying economic development.

"The experts of oil, economists and politicians, that the history of oil practices of foreign companies were impeding economic development and did not represent the absolute support for him, and these facts do not need to prove, and even the process of curbing the growth of the industrial sector and determine trends and sectors were under the conviction of foreign companies, For Iraq to enter into real industrialization and its survival as a source of oil and its economy is one-sided.

As for Asad al-Hashem, he said in turn to "morning": Iraq was one of the most oil in the region exposed to the policies of foreign companies and arbitrary, and after the July 14, 1958 demanded by oil companies to negotiate, indicating that these companies resorted to stop the increase in production and continued to do so after Law No. 80 of 1961 established the Iraqi National Oil Company in 1964 and started its actual work in the implementation of the first phase of the National Oil Company in 1964. Of the North Rumaila field in April 1972 with a capacity of 100 thousand barrels Direct execution.

He pointed out that the legislation of the law of oil and gas should set the basic determinants of the national interest with opening the right field for foreign investment, indicating that the process of investment of oil in Iraq will face the problem of the division of oil wealth between the regions. There is disagreement between the central government and the decentralization of the region around the monarchy of oil wealth.

He pointed out that abandoning them in favor of the provinces will harm the state budget.

Therefore, we find two problems with two main directions:

1.the first concerns the sovereign ownership of the oil wealth and

2.the second relates to the management of that wealth. This is the basic aspect that must be decided by the legislation of the oil and gas law.

(oh! -So read this very last statement and I quote – “that must be decided by the legislation of the oil and gas law.” Does this sound like they have proper oil and gas legislation already in place? Sound like future tense to me. Don’t anyone tell me they are “all done” with HCL. So all you phony so- called intel “gurus” go take a hike, HCL is not done by any means!)

ECONOMIC BENEFITS FROM THE DECLARATION OF THE INTRODUCTION AND REMOVAL OF FUNDS

Baghdad / Farah Al-Khafaf

The declaration of the General Authority of Customs in July, new instructions and controls for the authorization of funds when entering and removing them across the Iraqi border and issued by the Central Bank of Iraq, is of importance to the Iraqi economy because it prevents money laundering operations, in addition to the fight against terrorism.

The expert in the economic law Abdullah Nawaf told "Sabah" that "this step is absolutely necessary to prevent money laundering operations carried out by some in order to achieve profits on the public interest, despite its illegality and expose it to the burden of law and accountability."

He added that "the Central Bank has succeeded in recent years in the fight against this phenomenon, what contributed to the non-smuggling of hard currency in the form that was happening before and resulted in the stability of the exchange rate, which led to a stable stability in the markets."

The new regulations "obligate each person upon entry into or departure from Iraq to declare upon request the representative of the General Customs Authority of any money, currency or negotiable financial instruments held by the holder or transferred to or outside Iraq through a person, postal service, Another way ".

The permit shall include the value of such currencies or instruments. Every traveler upon his entry into or out of Iraqi territory shall have the right to declare: "The money of more than one thousand dollars or the equivalent in other foreign currencies, precious stones and precious metals if the value exceeds ten thousand dollars Negotiable financial instruments to the holder or transferred inside or outside Iraq through a person, postal service, shipping service or any other means exceeding ten thousand dollars, in addition to "limit the entry and exit of the Iraqi currency to and from Iraq, not permissible limits and the amount of Two hundred Iraqi dinars, and in the case of the transfer of an amount higher than the limit mentioned by a person or postal service or shipping service or any other means , it should be the amount that exceeds the limit and fill in a form statement sent to the Anti - Money Laundering Office and the financing of terrorism reservation. "

Asserts Nawaf" These measures are applied in most of the developed countries because of the importance of the economies of these countries, as well as the prevention of money laundering and combating crime and terrorism.

(I bring you this article today because we are witnessing yet another international standard being implemented in Iraq and that of declaring valuables that could be used to fund terrorism or money laundering operations. I quote from the article – “These measures are applied in most of the developed countries because of the importance of the economies of these countries, as well as the prevention of money laundering and combating crime and terrorism.” Could you imagine if there are large sums of the 3 zero notes and the RV occurs. These notes could be smuggled out of Iraq and used to fund terrorism. Are you getting the picture here? They are tying up loose ends prior to the currency revaluating. These tasks must be done.)

PUSH TO HUNT CORRUPT OFFICIALS UPROOTS GRAVE PHENOMENON IN IRAQ

( I wish they would start this same “push” in the USA and clean out (take out) the garbage too. Maybe many of these corrupt officials will get the point when they see what is going on in Iraq. So in Iraq will the finally go so far as to get Nori al-Maliki. I believe this is coming but only after his immunity is over post 2018 elections. I don’t believe he will get yet anothr govt post. In fact with the election law, if passed, will not allow it.)

Hunting corrupt officials has raised concerns of Iraq’s political elite amid a push to eliminate corruption and fraud in the country. This move can affect high-ranking officials whose fear has exacerbated after leaks unveiling that US investigators are tracking down corrupt Iraqi officials.

While Baghdad is steeped in a series of high-profile investigations into alleged corruption by officials, the Iraqi people is following up the turning point in dealing with this thorny issue. As this move comes after the country’s political elite has buried sensitive documents that can criminalize them for over 14 years.

Hunting corrupt officials can put an end to Iran’s agents in Iraq, who want to undermine the country by spreading chronic corruption and terrorism in the country, observers told The Baghdad Post.
Iraq ranks 166st out of 176 nations in Transparency International’s Corruption Index.
(Are they going to deal with Nori al-Maliki then as par to this “push” ?)

Corruption in Iraq is tied to chronically weak accountability and murky governance.

Estimates of how much goes missing vary from $100 billion lost since 2003 to $20 billion in 2013. One Iraqi government official put total money lost to corruption as high as $300 billion.

PUSH TO ELIMINATE CORRUPTION

However, late in August, it was reported Late in August that Iraq’s anti-corruption court issued 26 jail sentences to high-profile Iraqi politicians. The sentences ranged from six months to 15 years.

Among the prominent names the former defense minister Hazim al-Shalan was sentenced to 13 years in jail as well as Mohsin Shlash, the former minister of electricity for seven years. Abdel Amir Baker Khathim, the general manager of the department of finance, was sentenced to 15 years in prison.

The former minister of agriculture, Sawsan al-Sharifi was also convicted of graft charges and sentenced to five years in prison, while former transport director general Faisal Naji Malo was jailed for seven years.

Other sentences include former ministers of oil, trade, youth and sport.

Last month, a final judgment has been issued convicting former finance minister Hushyar Zebari and ordering confiscation of his movable and immovable property and his arrest over corruption charges.

The Criminal Court of Integrity sentenced in July Ahmed Abdullah al-Jabouri, Salahuddin’s governor, to two-year imprisonment in two cases that had been filed against him, few weeks ago, Basra’s governor Majid al-Nasrawi stepped down and left for Iran after Iraq’s anti-corruption body began investigating graft allegations against him.

In July the head of the provincial council, Sabah al-Bazoni, was arrested and sacked after the watchdog accused him of taking bribes and misuse of power.

Graft has been a major concern in Iraq. Basra is also seen as the ultimate prize given its oil wealth and investment potential.

On Friday, former trade minister Abdul Falah al-Sudani was arrested in Lebanon, who fled the country in 2010 after being charged with stealing billions of dollars of subsidized food rations.

This confirms leaks of US investigators tracking down corrupt Iraqi officials as they have paid visits to Beirut, London and Dubai in an attempt to hunt officials and recover the stolen assets.

A CORRUPTION ICON
According to observers, former prime minister Nouri al-Maliki is a corruption icon. During his tenure graft, fraud and bribes have become rampant in Iraq.

In 2015, it was reported that Maliki had reportedly siphoned off $500bn during his tenure between 2006 and 2014.

The Iraqi Commission of Integrity (CoI) has said nearly half of the government’s revenues during the eight-year period had been “stolen”.

This is the “the greatest political corruption scandal in history”, CoI’s spokesperson Adil Nouri told the Iraqi parliament at the time that as much as half a trillion dollar funds from the government’s coffers have systematically disappeared during al-Maliki’s tenure.

Nouri said the war-torn country’s oil income alone amounted to $800bn between 2006-2014. He added the Maliki administration also received aid amounting to $250bn from several countries including the US in these years.

Zayton al-Dulaimi, an Iraqi Forces Coalition MP, said the anti-corruption issue had been opened and WILL NOT BE CLOSED UNTIL ALL CORRUPT OFFICIALS ARE HELD ACCOUNTABLE.

She noted in a press statement that many ministers had been questioned in the parliament, adding that the judicial system has issued rulings on many corruption cases in record time.

Those who fled the country cannot escape forever, she concluded.

The thing about having an open forum where posts aren't moderated, is that there are going to be posts from all different perspectives.  There are some I agree with.  The others.....  well, I just consider the source and keep on scrolling.
