There is no such thing as an SKR, GCR, NDA tied to the IQD, and in country RV, or a private placement, smart cards, etc, etc, etc. It's all part of the fake news guru scam.
No bank on this planet would collateralize a non trade-able currency and/or lend/ loan against it without losing their federal license.
Could you put IQD / money into an Iraq state bank & borrow against it... not sure? However try flying into Turkey & walk over to Iraq and see for yourself....
