This is getting downright silly.  Where do people get this crap?  This is between two Dinaridgits on Tony's forum.

Question:
Vietnam is barely Basel II
and Zimbabwe is just now getting into the finance world. (This Month)
If these 2 currencies are in "the basket" How can we see an RV with these 2 countries in "the basket" not even Basel II

Answer:
vietnamese dong is the china reserve currency just like the dinar is our reserve currency. I am sure China has it all covered. Tony discussed some of these issues a long time ago. Not sure what call. Also Zim can still , as can vietnam, go to asset backed without being fully basel 3 , US is not fully basel 3. Not sure why you are concerned.

Amazing ... all that comes to mind is "Stupid above and beyond the call."

WOW, I didn't know we could have a reserve currency that is not internationally traded.  And as anyone who can read knows, The Basel Accords have nothing to do with national currencies.
