Council of Ministers in Baghdad held the first extraordinary session of the this day Sunday, February 3, 2013 under the chairmanship of Prime Minister Nuri al-Maliki and issued the following decisions:

1. Agree to the following:

• Give urgent assistance of (2) million dinars for each family affected by the flood inhabitance of villages on Tigris river basin until determining the damage to property through the formation of a committee headed by the Minister of State for Provincial Affairs and representatives from the Ministries of Agriculture,Water Resources , Construction and Housing ,municipalities, trade , immigration Displacement and the governor of Salahaddin province also, the Red Crescent Society to take charge of the relevant ministries reconstructing facilities affected in the province .The Ministry of Finance to allocate the necessary funds in the above and invite the Council of Representatives expedite the ratification of the draft federal budget law General for the year 2013 and the mandate of the Ministry of Water Resources to study possible solutions technically and socially to ward off the risk of flood for the inhabitants of the villages of the river basin in cooperation with the province of Salahuddin.

• Considering the child Isra Kalaf as martyr, awarding a compensation to her family in accordance with the law.

Directs a letter of thanks and appreciation to the commander and members of the fourth Division, and to the commander of Army Aviation Command Task Force and Salahuddin Police , river police for their heroic and brave role in saving the citizens lives.

2. Approval of the release (1.5) billion dinars to secure shelter for displaced people and buy pumps to affected areas because of recent rains, the amount allocated to the province of Baghdad.

3. Approval to cancel paragraph (21) of the committee recommendations formed to study the traffic jams and regulations of importing of government and civilian vehicles according to the Council of Ministers Resolution No. (467) for the year 2012 and emphasizing the inclusion of vehicles the public and private sectors by demolish.
