However, Al-Dabbagh was quoted as saying, "it seems that Turkey, officials chose to deal with non-Federal Government that have full sovereignty in foreign trading and this is legal, constitutional and Turkey Err greatly when take these steps that do not wish as a responsible State that this position".

Turkish Energy Minister said that his country had begun to import oil from Kurdistan on a daily basis via pelvic expected to start roller conveyors to import natural gas during the coming period.

Article 111 of the Iraqi Constitution stipulates that oil wealth is managed by the Federal Government through the Ministry of oil in partnership with the provinces and territories regulate the Constitutional Act paragraph and which political parties could not recognise.

The Federal Government is not aware of the nature of oil contracts entered into by the Kurdistan Regional Government with foreign companies for oil exploration.

Oil issue remains contentious dispute between Baghdad and Erbil and, most recently, the Federal Cabinet decided to form two ministerial committees discuss commitment to export territories 175,000 barrels per day agreed in the federal budget and on the nature of the deal.

It was Kurdistan had stopped exporting oil since last April on the grounds of non-payment by the Federal Government for funds to oil companies operating in the territory
